1. CALL TO ORDER
A meeting of the Film and Digital Media Council was called to order by Chair
Dillingham, at 10:02 am, on October 7, 2025 and was held virtually.

MOTION A motion was made by Ms. Darrah, seconded by Dr. Stahmer, to approve

Chair Dillingham noted that at the top of page 3 it should say directory.
MOTION A motion was made by Ms. Darrah, seconded by Ms. Frank, to approve
the minutes as amended.

5. UPDATES
A. SANTA FE FILM OFFICE
Ms. LaBar-Tapia reported that yesterday was the inaugural LA flight, so it is in
effect. It is great for film and all of New Mexico. We have had scouts coming in for an
independent production and a large production. Ransom Canyon is ramping up and
Dark Winds is running on Netflix through 2027. She attended the AFCI conference a
few weeks ago. The Lost Bus has dropped. It is a true story and is high action. It is on

Apple and was filmed in Santa Fe.
Ms. LaBar-Tapia continued, saying she is working with Las Vegas and Taos to
assist them in permitting efforts. The City Backlot is completed and the International
Film Festival is ramping up.
Chair Dillingham said when she attended the celebration for the LA flight, she
also toured a hanger operation called Studio Wings. It is a stunt, ariel work operation.
She watched The Lost Bus and it was very sobering.
6. PRESENTATIONS
A. REEL SCOUT DIRECTORY
Ms. LaBar-Tapia said we are two weeks out from completing the directory. We
will give you a tutorial presentation for navigating the system at the next meeting. It will
be a great asset.
B. 7K STUDIOS UPDATE
Ms. Natelson gave a PowerPoint presentation on 7K Studios saying they
purchased an old Catholic school in Taos and got a permit approved for a production
facility. The presentation included photos of the facility, an overview of the studio -
including classrooms, on-site amenities, work space daily rentals and a dark room.
Also included was a hotel proposal for the last phase.
There was discussion regarding costs and financing.
Ms. Tovarek said this looks really great.
Ms. Darrah said she is so happy to see where it is going.
Chair Dillingham asked Ms. Natelson to keep the Council posted.
C. 5050MATIC
Mr. Langford gave a PowerPoint presentation describing the digital first news
organization in Santa Fe, saying it is a model of re-imaging journalism. We are
publishing stories on digital platforms and through conversation events at Jean Cocteau
called the “Living Room”. We have 9,000 followers and over 600,000 views of content.
We are inviting you to help us build this community engagement and informative effort.
Dezbaa said she really appreciates the number of people from different walks of
life who are participating. Everyone is welcome. We all inspire and support each other

and facilitate discussions. It is a use of social media in a good way.
Mr. Martinez said thank you so much for your presentation. You are doing an
amazing job of informing the community.
Ms. Gross said we want to raise $300,000. We are operating as an LLC now
and are applying for grants, donations and advertising sponsorships.
Chair Dillingham asked what is your commitment to fact checking.
Mr. Langford said we are committed to rigorous fact checking and truthfulness,
but are not committed to be objective.
Ms. Gross said we would love to engage with young filmmakers.

7. DISCUSSION ITEMS
A. STRATEGIC PLAN WORKING GROUP UPDATES
ABOVE THE LINE
Ms. Darrah said we had a meeting to talk about our event to be held on October
th
24 from 10:00 am to 12 noon. It will be at Aspect Studios and will be about post
production. Vince Rose is hosting us. We will also be holding a fun bingo night for
above the line folks on November 9th from 3:00 pm to 5:30 pm. Casey will send out the
invites.
Mr. Dalbor said he will be sending out invitations to the events by email blast to
the entire OED list.
GOVERNMENT AFFAIRS
Chair Dillingham said she and Mr. Dennis have scheduled a meeting with the
Governor’s Council to get an update on the Film Loan Fund. The Creative Industries
Grant has come out. Grants can be up to $62,000. Films to be made are not included.
Casey will put a link in the chat. Funds could be used to support film.
Chair Dillingham said we are scheduling a Government Affairs meeting to take a
deep dive into the Financial Landscape Map to determine what we need to do. We will
report back at the next meeting of the Council. Right now, what we are looking at is
very odious. We would like film and media to get access to a good chunk of money for
start ups. We would also like to do a Santa Fe version of Sundance.

Chair Dillingham said she had spoken previously.
9. MATTERS FROM STAFF
Mr. Dalbor reported that they hired a new Downtown Coordinator last month who
will be focusing on the downtown corridor. He sent Ms. Nelson’s report to everyone.
Mr. Dalbor spoke about upcoming events.
Ms. Bailey gave an overview of the upcoming International Film Festival.
10. MATTERS FROM THE PUBLIC
Jen Rubin. Ms. Rubin said on October 30th, there will be a screening of
Frankenweenie at CCA.
Aaron Jones. Mr. Jones thanked everyone for having these meetings. It is
great to connect with the community and the industry. He will post his contact
information in the chat.
Dezbaa. Dezbaa said she met Ms. Rubin and had lots of discussion about
screen writing.
Dyanna Taylor. Ms. Taylor said she has a short film in the Film Festival called
“Extinguished Lives”. It will be shown on Friday at 10:00 am at the O’ Keefe Theater on
Museum Hill.
Sean Montoya. Mr. Montoya said he is an intern at Stagecoach and is happy to
be part of this meeting. He worked on a music video this summer. He spoke about the
project and will put a link in the chat to the information.
