SANTA FE MPO TRANSPORTATION POLICY BOARD THURSDAY, MAY 22, 2025, 5:00 PM 737 AGUA FRIA STREET, MONICA ROYBAL CENTER SANTA FE, NEW MEXICO 1. CALL TO ORDER A meeting of the Santa Fe MPO Transportation Policy Board was called to order by Councilor Alma Castro, Chair, at 5:00 pm, on Thursday, May 22, 2025, and was held at the Monica Roybal Center, Santa Fe, New Mexico. 2. ROLL CALL MEMBERS PRESENT Councilor Alma Castro, Chair Commissioner Justin Greene Commissioner Lisa Cacari - Stone Commissioner Adam Fulton Johnson Rhonda Lopez, NMDOT, District 5 Engineer MEMBERS OF THE TRANSIT ADVISORY BOARD Aurore Bleck Marcos Maez Juan Cucalon Andres Archuleta Colin Messer Owen Conley Susan Sheldon Marie Meyer OTHERS PRESENT Erick Aune, MPO Officer Leah Yngve, MPO Alison Gillete, NMDOT Andrew Baca, Santa Fe Trails Gabrielle Chavez, Santa Fe Trails The members of the MPO Transportation Policy Board, the Transit Advisory Board and staff introduced themselves. 3. APPROVAL OF AGENDA MPO Policy May 22, 2025 Page 1 Mr. Aune stated that items 4 A and 7 B have been postponed. MOTION A motion was made by Commissioner Greene, seconded by Commissioner Johnson, to approve the agenda as amended. VOTE The motion passed on a voice vote. 4. APPROVAL OF MINUTES, FEBRUARY 27, 2025 This item was postponed. 5. PRESENTATIONS A. INTRODUCTIONS: POLICY BOARD AND TRANSIT COMMITTEE This was done at the beginning of the meeting. B. ADVANCING AND SUPPORTING PUBLIC TRANSIT - DISCUSSION Mr. Aune said thank you to the Transit Advisory Committee and Santa Fe Trails for requesting that they join the Policy Board for a joint discussion on advancing and supporting public transit. We are happy to have all of you join our meeting today. Mr. Aune gave an overview of what the MPO-TCC and the MPO Policy Boards strive to do saying that the MPO manages funds through our programs and make them available to be spent. The relationship between the County, City and NMDOT is very important. We hope to discuss how we can identify the issues that are keeping projects from going forward and how we can work together to help solve issues and support funding. It is his hope that we get motivated and direction from this meeting as to what we can do to support transit going forward. Let’s have a candid discussion. Mr. Baca said he would like to have a conversation about Cerrillos Road and connectivity. Ms. Bleck said she is disabled and a member of the Transit Advisory Committee and is concerned about disability issues. She wants the whole system to be friendly, helpful and less difficult. Mr. Messer said we don’t know about Federal funding in the future. We are focused on long-term projects mostly coming back to Cerrillos Road. Our Board’s main topic is connectivity. We are here to learn more, participate and take action. Mr. Aune gave the background, plan update and other information on Cerrillos Road. MPO Policy May 22, 2025 Page 2 There was a discussion that included bus stops at the Santa Fe Indian School, disability access on Cerrillos Road, accidents, walkability, connectivity on Cerrillos Road, the Santa Fe Trails facility on Camino Entrada - getting it up and running, funding issues, the need for better coordination between the MPO, City, County, Tribes, NCRTD and Santa Fe Trails, the downtown transit center and the southside transit center. Chair Castro said it is clear that Cerrillos Road and the Southside Transit Center are priorities for all of us and we need to find funding for them. Mr. Aune said this discussion has been fantastic and a great start. Commissioner Greene said finding a way for our groups to give regular updates to each other would be great. 6. ACTION ITEMS A. SANTA FE MPO FORMAL FFY 2024-2029 TIP AMENDMENT 7 Ms. Yngve gave a PowerPoint presentation on the Amendment, the projects and the process. MOTION A motion was made by Commissioner Greene, seconded by Commissioner Johnson, to approve the MPO formal FFY 2024-29 TIP Amendment 7. VOTE The motion passed on a voice vote. The members of the Transit Advisory Committee left the meeting. 7. DISCUSSION ITEMS A. SANTA FE FORWARD GENERAL PLAN PRESENTATION This item was postponed. B. MEMBER PROJECT UPDATES Mr. Aune said we received a constituent letter from Tim stating his concerns about the 599 off ramp and constituent complaints on the Oshara and Rabbit Road issues regarding maintenance. He is working with Ryan Ward at the County on the issues. It may take action from this Board to move forward. He will keep you informed. Commissioner Greene said loop him in to see if he can be helpful. MPO Policy May 22, 2025 Page 3 8. MATTERS FROM STAFF Mr. Aune said the MTP will be coming to you for review and approval at your August meeting. It is a huge project. 9. MATTERS FROM THE COMMITTEE Commissioner Greene said there was an article in the New Mexican and the Wall Street Journal about inmate releases from the Santa Fe Jail onto the Highway 14 corridor. A participant at the meeting said they have to walk down a long, dark stretch of road from the jail to the Allsups in order to call someone to pick them up. Commissioner Greene said we need to have a plan for nigh time safety and bicycle safety and we need to discuss options. 10. MATTERS FROM THE CHAIR Chair Castro said she is excited for this new year of meetings, collaborations and results. 11. NEXT MEETING A. NEXT MEETING: June 16, 2025 12. ADJOURN There being no further business before the Board, the meeting adjourned at 6:32 pm.
