CALL TO ORDER The meeting was called to order by Nina Bonos at 3:35PM. 2. ROLL CALL Present: 5 - Chair Nina Bonos, Vice Chair Lisa Puentes, Committee Member Katherine Anderson, Committee Member Monica Bryant, and Committee Member Kristin Kiefer Also present: Alistar Bleifuss, Stormwater - Environmental Specialist at the City of Santa Rosa; Stephanie Lennox, Environment Educator/Consultant; Yuri Koslen, Transit Planner, City of Santa Rosa; Rachel Ede, City of Santa Rosa Deputy Director, Transit. 3. PUBLIC COMMENTS None 4. APPROVAL OF MINUTES 4.1 December 3, 2018 The minutes from the December 3, 2018 Regular Meeting. Item approved as submitted. 5. REPORTS ON UPCOMING EVENTS AND ACCOMPLISHED EVENTS 5.1 2019-20 Annual Work Plan Staff will present opportunities for projects and partnerships to consider for the 2019-2020 Annual Work Plan. A draft plan will be developed and brought back to the Committee for approval at the February meeting. Recommended Action: Information and discussion. Tara Thompson provided a summary of the annual work plan process and stated that this item is to discuss opportunities for the July 1, 2019 - June 30, 2020 workplan. A draft work plan will be brought back to the Committee for review at the next meeting. The Committee will hear from and consider possible partnerships on their respective projects. City of Santa Rosa Special Meeting Minutes Page 2 of 4 Art in Public Places Committee Special Meeting Minutes - Final January 14, 2019 Alistair Bleifuss, City of Santa Rosa Stormwater - Environmental Specialist and Stephanie Lennox, Environmental Educator / Consultant presented an opportunity to work with Artstart on additional storm drain art projects. Possible locations for 20192020: Prince Memorial Greenway (4), South A Street (2), Luther Burbank Home & Gardens (1-2), Howarth Park in front of the snack bar (1), and Jennings Ave near Steele Creek (3). The goal is for an additional 10-12 locations with an estimated cost of $500 per storm drain. Artstart currently has funding for four drains. Comments from the Committee included a suggestion to work with HOAs and to seek other community support. Yuri Koslen, City of Santa Rosa Transit Planner and Rachel Ede, City of Santa Rosa Deputy Director - Transit presented possible art in transit projects, related to a grant the department has received for improvements to transit hubs and major stops. The opportunities range from art in crosswalks near bus stops, to artist designed bus shelters. The possibility of holding a design competition for bus shelter panels was also discussed. Montgomery Village, Coddingtown, the Transit Mall, Sebastopol Road and Mendocino Avenue were identified as priority areas for these types of projects. Goals for incorporating art into transit include changing community perceptions, and highlighting neighborhood identity. The Committee requested updates if projects move forward. Additional discussion ensued regarding the annual planning process. Item received and filed. 5.2 Coffey Park Public Art Project Staff will present a draft Project Plan and RFQ for public art in Coffey Park. Recommended Action: Discussion, approval of Project Plan and RFQ Tara Thompson presented the draft Project Plan and RFQ for feedback from the Committee. Minor changes to the RFQ were suggested to require submitting artists to share their past experience with similar community engagement projects, as well as share information on the status of park design. City of Santa Rosa Special Meeting Minutes Page 3 of 4 Art in Public Places Committee Special Meeting Minutes - Final January 14, 2019 A motion was made by Bonos and seconded by Anderson to approve the Project Plan and RFQ with the amendments suggested. The motion passed unanimously. A motion was made by Chair Bonos, seconded by Committee Member Anderson, that this Art in Public Places Agenda Item be approve as amended. The motion carried by an unanimous vote. 5.3 Project Updates Recommended Action: Information only. Tara Thompson shared updates on the Fire Response projects already completed and those that are underway, as well as an update on the first steps to start the Parking Garage Art Project. Item received and filed. 6. COMMITTEE REPORTS 6.1 Events attended Bryant: Sonoma County Museum Fire exhibit. Kiefer: Sonoma County Museum Fire exhibit. Bonos: Sonoma County Museum Fire exhibit, Ashes Fell Like Snow exhibit in Courthouse Square, and the Living Quilt dedication/installation at Rincon Ridge Park. Puentes: Sonoma County Museum Fire exhibit, plus Woodworking exhibit, and Ashes Fell Like Snow exhibit 6.2 Upcoming events Bryant: Sonoma State University Gallery 40 by 40 event celebrating their 40th anniversary and the subsequent talk. She will be in the 40 by 40 alumni exhibit in February. 7. DEPARTMENT REPORTS Tara Thompson introduced Raissa de la Rosa, Economic Development Manager for the City of Santa Rosa. Raissa shared some Economic Development programs and initiatives that may be opportunities for collaboration in the future. 8.
