REPORT ITEMS 5.1 REPORT - Introduction to Neighborhood Revitalization Program BACKGROUND: Rafael Rivero, Community Outreach Specialist in the City’s Housing and Community Services Department, will visit the Board to introduce his work with the City’s Neighborhood Revitalization Program (see www.srcity.org/nrp). RECOMMENDATION: Information only The Board discussed possibilities for partnering with the Neighborhood Revitalization Program as the Bicycle and Pedestrian Master Plan is updated, and the potential to participate in additional neighborhood bike tours to get a better picture of how to assist City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Draft July 20, 2017 Board neighborhoods that may currently be underserved. ACTION TAKEN Information only 5.2 MOTION - Final Draft Scope of Work for the Bicycle and Pedestrian Master Plan Update BACKGROUND: At the Board’s March 2017 meeting, staff presented a preliminary scope of work, budget, and schedule for the update of the Bicycle and Pedestrian Master Plan (BPMP). A BPAB subcommittee was created to develop a more refined scope of work, and schedule. Based on work with this subcommittee, staff will present a revised scope and schedule for consideration by the Board. Staff will use the finalized scope and schedule in a selection process for a consultant to prepare the update of the Plan. RECOMMENDATION: The Board, by motion, may support the final draft scope of work and schedule for the Bicycle and Pedestrian Master Plan update. Yes: 7 - Chair Dadko, Board Member Dektor, Board Member Brown, Board Member Moulton, Board Member Ralston, Board Member O Badenfort and Board Member McKenzie Absent: 2 - Board Member Pedgrift and Board Member Lopez 5.3 REPORT - Bicycle Friendly Community Designation-Getting to Silver BACKGROUND: In November 2015, the League of American Bicyclists awarded a Bronze-level Bicycle Friendly Community designation to the City of Santa Rosa. The League also provided a Feedback Report with a list of recommended actions to elevate the City’s designation to the Silver level. The Board will revisit these recommendations and discuss potential next steps or priorities. RECOMMENDATION: Information only The Board discussed the need for more details on the criteria for City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Draft July 20, 2017 Board reaching the silver designation. Vice Chair Ralston and Transportation Planner Nancy Adams to contact the League of American Bicyclists for assistance on how the city can achieve the silver designation. PUBLIC COMMENTS Rachel McQueen of Quadriga Landscape Architecture and Planning, Inc., commented on the possibility of Santa Rosa committing to becoming a Vision Zero City. Jim Dennis commented on the loss of bike lockers across Santa Rosa. ACTION TAKEN Information only 5.4 REPORT - BPAB Flyer and Community Outreach Next Steps BACKGROUND: The Board has been working on several initiatives to increase its visibility in the community, including updates and changes to its website, participation in community events, and development of a flyer that can be used to raise awareness of the Board and its role. A final draft of the BPAB flyer will be presented, and the Board will discuss next steps. RECOMMENDATION: Information only The Board discussed next steps on distributing the final version of the BPAB flyer and plans for community outreach. ACTION TAKEN Information only 6. PUBLIC COMMENTS ON NON-AGENDA MATTERS Jim Dennis commented that the Oakmont pass through trail is quite steep for the average rider. Tom Helm shared information from the recent Regional Climate Protection Authority meeting regarding low carbon action plans. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Draft July 20, 2017 Board Board members commented on SMART demonstration train rides and the ability to bring bikes on the train. 8. STAFF ANNOUNCEMENTS Bike share grant request had been submitted through Sonoma County Transportation Authority for 15 bikes at four locations across Santa Rosa. Staff announced a one year pilot program car share at two city locations with two Zip Cars. Staff announced buffered seperated green bike lanes on 3rd Street under the Santa Rosa Plaza mall. Staff reported on the CIP pedestrian project enhancing 114 crosswalks throughout the city. Ironman on Saturday, 7/29; road closure updates. CityBus will transport riders for free all day. ADA compliance update - requests for facilities, bus stops, schools, curb cuts. 9. ADJOURNMENT OF REGULAR MEETING Disability-related aids or services, including printed information in alternate formats, to enable persons with disabilities to participate in public meetings are available by contacting the City Clerk’s Office at 543-3016 one week prior to the meeting. Any writings or documents provided to a majority of the Bicycle and Pedestrian Advisory Board regarding any item on this agenda will be made available for public inspection at the Transit Department Administrative Office located at 100 Santa Rosa Avenue, Room 6, during normal business hours.
