1. CALL TO ORDER & ROLL CALL
Chair Barnett called the meeting to order at 5:35PM.

2. PUBLIC COMMENTS
Duane DeWitt from Roseland - Provided a recommendation to the Community
Advisory Board and the Office of Community Engagement which asked for meeting
information made available to the community in a more forthright and
understandable manner. Spoke about the City's decision to implement action
minutes. Would like a feedback loop with the community. Finally, Mr. DeWitt stated
that he thinks Bayer Farm stinks.
The Community Advisory Board (CAB), in a Motion made by Member Moore,
seconded by Member Adrain, to discuss how minutes are recorded at the next
CAB meeting.
3. APPROVAL OF MINUTES
June 28, 2017. Regular Meeting Minutes.
There were not enough Board Members voting to constitute a quorum, therefore,
the July 28th meeting minutes will be voted on at the next meeting. Staff will check
into whether or not there were enough votes to approve the minutes, if less than half
the CAB voted. Chair Barnett and Members Adrain, Fleming, and Narath abstained
from the vote. Member Holmes was not present during the vote.

4. CAB MEMBER ANNOUNCMENTS
Member Cruz brought up the calendar of Council, Boards and Commissions
meetings on the City website. Was wondering what the percentage of all meetings
are canceled every year and why the City does not state why each meeting was
canceled. Director Barnes provided the Board with some information, stating that
meetings are scheduled in advance, usually a year in advance and sometimes
some Boards or Commissions do not have agenda items for a particular month or
months and do not have a reason to meet. Others may lack quorum needed to hold
a meeting, so the meetings are sometimes canceled due to lack of quorum.
Member Weeks announced that the Local Agency Formation Commission
(LAFCO) would be holding a public hearing regarding the annexation of Roseland
on August 2, 2017 at 2:00pm. The meeting will take place in Board of Supervisors
Chambers.
5. STAFF UPDATES
Danielle Ronshausen, Community Engagement Coordinator, introduced Brenda
Carreno, Interm Senior Administrative Assistant for the Office of Community
Engagement. Ms. Carreno will be assisting staff with CAB meetings until a
permenent staff person is hired.
Ms. Ronshausen also provided the CAB with a brief update on the upcoming CAB
Open House Series (formally known as Town Halls). All locations except
Montgomery High School have been confirmed and the fliers are in the process of
being finalized. Outreach will include door-to-door knocking for each event. The first
event will take place on Wednesday, August 30, 2017 at 6:00pm at the Central
Santa Rosa Library, located at 211 E Street.
6. SCHEDULED ITEMS
6.1 CITY OF SANTA ROSA INDEPENDENT POLICE AUDITOR PRESENTATION
Robert Aaronson, Independent Police Auditor for the City of Santa Rosa,
provided the CAB with a presentation regarding his role as the Police Auditor
for the City and information aboutthe First Annual Report to City Council. The

CAB then had an opportunity to ask Mr. Aaronson questions about his efforts
and the annual report. Mr. Aaronson also stated that he would like to know about
opportunities for community engagement, such as community meetings, events,
and others that he can potentially participate in.
Public Comment:
Anita Lapaul (sp?) with Homeless Action: In regards to officers who get
frustrated in dealing with homeless, she mentioned an individual instance
pertaining to a homeless woman that was assaulted by a man, but the charge
was written as unusual circumstances rather than assault. She asked if this was
in part due to the officer's frustration in dealing with homeless individuals. Also
mentioned a Netflix film called the Standford Prison Experience. She wrapped
up by asking about ICE agents wearing uniforms that look like regular police
officers.
Gregory Fearon: Asked if he can expect to see the City Council raise the
budget for the Santa Rosa Police Department. Also mentioned upcoming crack
down on homelessness and asked if there were anything that could be done to
help mitigate the consequences of this crack down.

7. ACTION ITEMS
7.1 RELOCATION OF CAB GENERAL MEETINGS
Staff provided a background regarding CAB meeting locations. Recommended
that the CAB consider holding at least one or two of their general meetings in a
location different than the main meeting location, to be determined at a later
time.
Staff will provide notice to the public regarding the permanent move to the
downtown office location.

A motion was made by Member Holmes, seconded by Member Fleming,
to approved moving the CAB general meetings location permanently to
the Office of Community Engagement, located at 637 First Street, Santa
Rosa. The motion carried by the following vote:

7.2 REVIEW AND APPROVAL OF CAB STRATEGIC PLAN STATEMENT OF
WORK
Staff asked the CAB for feedback on the CAB Strategic Plan Statement of
Work. The Statement of Work Review Subcommittee provided an initial review
and feedback. The Statement of Work was then forwarded to Director Barnes
and one other staff member for final review and feedback before coming to the
CAB.
The next steps with the Request for Solutions (RFS): staff will send the CAB
approved document to the City's Purchasing Department for review and
approval. Once approved, the RFS will be made public. Staff will set up a
meeting or several meetings with the Evaluation Subcommittee in the next few
weeks. Evaluation Subcommittee members include: Members Weeks, Holmes,
Adrain, Cruz, Gudino, and Narath.

7.1 RELOCATION OF CAB GENERAL MEETINGS
The CAB will discuss options for other meeting locations for the monthly
meeting and, if needed, vote on moving the meetings to a different
location.

WORK
Staff will provide the CAB a brief overview of the draft Statement of Work
for the strategic planning process. The CAB will review, discuss and
approve the Statement of Work.
