CALL TO ORDER AND ROLL CALL Present 7 - Chair Beth Dadko, Board Member Jim Pedgrift, Board Member Mike Lopez, Board Member Christine Dektor, Vice Chair Shaun Ralston, Board Member Kim O Badenfort, and Board Member Doug McKenzie Absent 2 - Board Member Adam Brown, and Board Member Barbara Moulton 2. Approval of July 20, 2017 Minutes Approved as submitted. 3. COMMENT ON AGENDA ITEMS None 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None 5. REPORT ITEMS 5.1 REPORT - Shift Sonoma County Low Carbon Transportation Action Plan BACKGROUND: Dana Turrey of the Sonoma County Transportation Authority will provide an overview of elements of the Draft Shift Sonoma County Low Carbon Transportation Action Plan and discuss the mode shift goals and opportunities the plan identifies. RECOMMENDATION: Information only PUBLIC COMMENTS Duane DeWitt commented on the process of how the study and surveys affect policy and staff decisions. Advocated for more bike paths in the southwest area, more and better bike racks and higher capacity bike racks on buses. City of Santa Rosa Regular Meeting Minutes Page 2 of 3 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final September 21, 2017 Board No Action taken: Information only 5.2 REPORT - Fiscal Year 2018/2019 Transportation and Public Works Work Plan Preview BACKGROUND: Each year Transportation and Public Works staff presents a proposed work plan for the Board to review. Annual work plans are created based on the bicycle and pedestrian projects that are in project development. Staff will provide a preview of the Fiscal Year 2018/2019 Transportation and Public Works Work Plan. RECOMMENDATION: Information only PUBLIC COMMENTS Minona Heaviland advocated for improvements to infrastructure near city schools to facilitate more walking and biking, including the path along Franklin Avenue. Shared with the Board information regarding Safe Routes to School and the Proctor Terrace "Walking School Bus". Duane DeWitt brought attention to Roseland Creek Master Plan and the removal of the Roseland Creek Greenway bike path, which would be viable alternative transportation and a connection to downtown. No Action taken: Information only 5.3 REPORT - Update on the Bicycle and Pedestrian Master Plan Update 2018 Consultant Selection Process BACKGROUND: Staff will provide an update on the Bicycle and Pedestrian Master Plan Update 2018 consultant selection process. RECOMMENDATION: Information only PUBLIC COMMENTS Duane DeWitt advocated for more meaningful public engagement. No Action taken: Information only 6. PUBLIC COMMENTS ON NON-AGENDA MATTERS Duane DeWitt commented on a September 16 public meeting regarding the recreating of the Roseland Park Master Plan, and City of Santa Rosa Regular Meeting Minutes Page 3 of 3 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final September 21, 2017 Board questioning why the plan was being done again. Also invited Board Members to another bicycle tour through Roseland, and discussed Brownfield Revitalization opportunities for more community building. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS - Board Members have distributed many of the informational BPAB flyers and will continue getting the word out. - Follow up interest in bike ride with Rafael Rivera to tour southeast and northwest areas of Santa Rosa. - Bike Friendly Silver designation may have potential to be incorporated into the new BPMP update. - Vision Zero report was emailed to the Board by staff as requested. 8. STAFF ANNOUNCEMENTS - Transition of Rachel Ede to Nancy Adams as staff liaison to BPAB. - Field crews performed major clean up related to last week's storm; damage to infrastructure was fixed same day. 9. ADJOURNMENT OF REGULAR MEETING Meeting adjourned at 6:04 pm.
