Office of Community City of Santa Rosa Engagement 637 First Street Community Advisory Board Regular Meeting Minutes - Final Wednesday, September 27, 2017 5:30 PM 5:30 P.M. 1. CALL TO ORDER & ROLL CALL Present:13 - Chair Cherie Barnett, Vice Chair Lacinda Moore, Board Member Linda Adrain, Board Member Tanya Narath, Board Member Vincent Harper, Board Member Cecile Querubin, Board Member Calum Weeks, Board Member Jennielynn Holmes, Board Member Victoria Fleming, Board Member Veronica Cruz, Board Member Xavier Nazario , Board Member Tulio Meza and Board Member Jazmin Gudino Mendoza 1.1 OATH OF OFFICE Member Meza was given the Oath of Office and sworn in as a CAB Member. 2. PUBLIC COMMENTS Duane Dewitt made public comment on several items. The first was a suggestion of renaming the Chamber building to something like the Community Building or the Platt Williams Building. Mr. Dewitt also would like to see Roseland residents be the leaders of planning efforts in their neighborhoods and would like the CAB to help the Office of Community Engagement bring the community back into the planning processes, particularly regarding the Roseland Creek Community Park. 3. APPROVAL OF MINUTES A motion was made by Vice Chair Moore, seconded by Board Member Gudino Mendoza, to approve the regular meeting minutes of August 23, 2017. The motion was approved. SCHEDULED ITEMS 5.1 COMMUNITY IMPROVEMENT GRANT APPLICATION PRESENTATIONS The CAB heard presentations from the following Community Improvement Grant applicants: 1. Ridgway Historic Neighborhood Association (2 projects) - Mike Varela 2. African American Youth Summit - Faith Ross, The Black Community Forum 3. Binkley Garden Improvement Project, Sarah Herrera, Seedlings Garden Group 4. Garden Revitalization - Dave Traver, Austin Creek Elementary Parents Club 5. Greater Cherry Street Neighborhood Association (20 projects) - Eric Fraser 6. MLK Juneteenth Festival - Nancy Rogers, MLK Juneteenth Festival Planning Committee 7. Robin Hood Lane Tree Planting Project - Beth Dadko, Robin Hood Lane Neighbors 8. Unshackled - Jacqueline Lawrence, Legacy Showcases 9. Youth Connecting Positively - North Bay Council Alternatives, Barbara Babin 10. Interactive College Tee Project - Herman Hernandez, College Tee Project 11. Stand for Children Day - Community Child Care Council of Sonoma County (4C’s) 12. Homeless Community Outreach - Homeless Action! 6. ACTION ITEMS 6.1 2017-18 COMMUNITY IMPROVEMENT GRANT AWARD SELECTIONS The CAB went through a tiered voting system. In the first round of voting, Members were asked to vote for their top 20 projects. During the second round of voting, Members were asked to vote for their top ten projects out of the remaining 20. Chair Barnett and staff then totaled up budgets for the projects with the highest number of votes until an amount around $30,000 was reached. The CAB then had a series of motions, four in total. First motion: A motion was made by Member Cruz, seconded by Member Adrain, to bring forth a discussion about alternate funding for top ten projects. The motion was denied. The motion recieved two yes votes, and eleven no votes. Second motion: A motion was made by Member Querubin, seconded by Member Narath, to pull the Homeless Community Outreach application for discussion and vote. The motion was denied. The motion received two yes votes and eight no votes. Members Holmes and Gudino abstained from the vote. Staff recommendation: not to fund project, as it goes against current Council policy on homelessness solutions. City of Santa Rosa Regular Meeting Minutes Page 3 of 3 Community Advisory Board Regular Meeting Minutes - Final September 27, 2017 Public Comment: Adrienne Lauby made a comment on the Council's policy on homelessness solutions. Final Motion: A motion was made by Member Holmes, seconded by Member Querubin, to schedule a debrief on the grant selection process within the next two calendar meetings. The motion was approved. The motion received thirteen yes votes and zero no votes. Public Comment: Barbara Babin made comment on the review process, suggesting that applicants be asked how application experience went. A motion was made by Vice Chair Moore, seconded by Board Member Weeks, to approve nine grants with the most votes for the amount of $31, 483.38, with the $1,483.38 coming from the Office of Community Engagement budget. The motion was approved. PUBLIC COMMENTS This is the time when any person may address matters not listed on this agenda, but which are within the subject matter of the jurisdiction. CAB MEMBER ANNOUNCEMENTS CAB Members may share community news of interest to the CAB as a whole. CAB Members may also announce upcoming community events that may be of interest to the CAB. This is also the time when CAB Members may also announce departure from the meeting early, or other announcements that may affect the meeting. 5. SCHEDULED ITEMS 5.1 COMMUNITY IMPROVEMENT GRANT APPLICATION PRESENTATIONS Current Community Improvement Grant Applicants (2017-18) will each provide the CAB with a brief, five-minute presentation about their project. The CAB will have an opportunity to ask any questions they may have about each project during this time.
