CALL TO ORDER AND ROLL CALL Present 6 - Chair Beth Dadko, Board Member Christine Dektor, Board Member Adam Brown, Board Member Barbara Moulton, Vice Chair Shaun Ralston, and Board Member Minona Heaviland Absent 3 - Board Member Jim Pedgrift, Board Member Kim O Badenfort, and Board Member Doug McKenzie 2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 3. COMMENTS ON AGENDA ITEMS None. 4. ADMINISTRATION OF OATH OF OFFICE AND SEATING NEW BOARD MEMBER Minona Heaviland was administered the Oath of Office and seated on the Board. 5. APPROVAL OF MINUTES 5.1 Draft Minutes of March 15, 2018. A motion was made by Board Member Brown, seconded by Vice Chair Ralston, approved as submitted, the motion carried by the following vote: Yes: 6 - Chair Dadko, Board Member Dektor, Board Member Brown, Board Member Moulton, Vice Chair Ralston and Board Member Heaviland Absent: 3 - Board Member Pedgrift, Board Member O Badenfort and Board Member McKenzie 5.2 City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final May 17, 2018 Board Draft Minutes of April 19, 2018. PUBLIC COMMENTS ON NON-AGENDA MATTERS Thea Hensel from the Southeast Greenway stated they have a sub-committee working on recommendations for the Bicycle and Pedestrian Master Plan Update and inquired who they should forward the information to. Brett Kordenbrock has a recap of a walking workshop held on Midtown 4th with a summary memo and information and inquired who he should forward the information to. 7. REPORT ITEMS 7.1 REPORT - Citywide Creek Master Plan Overview BACKGROUND: The Board will be provided information regarding the Citywide Creek Master Plan. RECOMMENDATION: This item is for Board discussion. No action is required. PUBLIC COMMENTS Thea Hensel stated the intersection at Farmers/Fourth is difficult to cross and had spoken to a former City employee about it. She inquired if the City has purchased the former liquor store on the corner, and if anyone is looking at widening the road, or looking at changing the intersection to improve it. This item is for Board discussion. 7.2 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Ongoing Progress Report BACKGROUND: The Board will provide additional input on the Plan Update 2018 process including the community outreach components. PUBLIC COMMENTS ON NON-AGENDA MATTERS CONTINUED None. 9. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS - Research shows that bicycles, under California law, are not considered vehicles. - The one year anniversary of the pump track was held this month. - There was a walking tour of Santa Rosa Avenue put together by Judy Kennedy. Please go check out the completed painted crosswalks project at two intersections: on Mill Street and on Sebastopol Avenue. 10. STAFF ANNOUNCEMENTS - The E Street TDA funding has been approved for $90,000 and the funds will be available July 2018. - The Pedestrian Enhancement project continues to move along and includes concrete, curb ramps, and Pedestrian Activated Flashers at Fourth Street/Talbot Avenue and Fourth Street/Junior Street. There will be electrical enhancements for the flashers and striping will follow. The crosswalk at Junior Street was shifted, but the crosswalk at Talbot Avenue remains the same. Rapid Rectangular Flashing Beacons are the types of lights that will be installed. - Staff attended the Planning Commission in March regarding a general plan amendent to remove a portion of a designated Route City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final May 17, 2018 Board 231, and it is on the agenda for Council next Tuesday. - Yuri Koslin, Transit Planner, introduced himself. He stated Transit staff is tracking the progress of the BPMP, along with tracking bus stop improvements and ridership. They will participate with other City staff in a walk-about at Fourth Street and College Avenue on May 30. Transit was awarded funding for two electrical busses. Transit staff has met with Amtrak to encourage them to locate a stop downtown and have discussed options. They are also in discussions with a company called Flix Bus. - Staff has participated in walk-abouts with several of the high schools to help consultant W-Trans analyze pedestrian needs. - Bike Share: MTC has approved a process that skips Caltrans, which will make it easier for SCTA and their sister agency TAM to deliver. A countywide bike board meeting is coming up and it may be possible to update the Board in July. - There is an ongoing count project and counters for both pedestrians and bicyclists have currently been placed on Mendocino Avenue. More locations are planned in the future including Sonoma Avenue and SMART pathway. 11.
