CALL TO ORDER & ROLL CALL Meeting called to order at 5:32pm. Present:11 - Chair Cherie Barnett, Vice Chair Lacinda Moore, Board Member Linda Adrain, Board Member Daniel Chaparro, Board Member Veronica Cruz, Board Member Tanya Narath, Board Member Cecile Querubin, Board Member Jennielynn Holmes, Board Member Calum Weeks, Board Member Victoria Fleming and Board Member Xavier Nazario Excused: 3 - Board Member Vincent Harper, Board Member Tulio Meza and Board Member Jazmin Gudino Mendoza 2. PUBLIC COMMENTS Patricia Kuta made public comment on the Office of Community Engagement's presentation to the City Council regarding the FY 2018-19 budget and the request for funds to implement the Open Government Task Force recommendations. Ms. Kuta suggested staff resubmit a baseline budget that is reasonable to reach othe goal of implementing the recommendations. Gregory Fearon made public comment on the issue of homelessness and the cleanup of the Joe Rodota Trail encampment. 3. APPROVAL OF MINUTES Regular Meeting Minutes, March 28, 2018. A motion was made by Board Member Querubin, seconded by Board Member Weeks, approved:. CAB ANNOUNCEMENTS Board Member Querubin announced that she may need to leave early. Board Member Cruz announced that she will no longer have a conflict with attending CAB meetings since the Cinco de Mayo event is complete. Board Member Holmes announced information about the SoCo Rises Summit which is to take place on June 4, 2018, and she will give staff the flyer to distribute. Board Member Nazario announced that he will no longer have a conflict attending CAB meetings and thanked the Board for the Merit Award nomination. 5. STAFF UPDATES Community Improvement Grant Update: The FY 2016-17 grant cycle has closed. The final project, Painted Crosswalks, was completed on May 15 after being postponed due to the wildfire disaster. For FY 2017-18, the Juneteenth Festival will take place on June 16 at Martin Luther King Park. Unshackled, another CAB grant project, will debut at the festival. A proclamation will be given to the Juneteenth coordinators at the June 5th City Council meeting. Finally, the African American Youth Summit will take place in September, date still to be determined. The Community Improvement Grant Subcommittee will reconven in June to begin working on revisions and improvements to the program. There is still room for three CAB participants. Strategic Planning Workshop: The CAB's Strategic Planning Workshop will be held on Friday, June 15 from 5-8pm, and Saturday, June 16 from 10am - 1pm. Staff reminded the CAB to fill out the survey sent from CivicMakers. CAB FY 2018-19 Budget Update: Funds to implement the CAB's strategic plan has not yet been determined. Funds for existing CAB operations and open houses have been approved by City Council. Council also approved funds for a language assessment consultant, who will help the City determine their translation and interpretation needs. Finally, funds to print neighborhood association newsletters have been denied by City Council. Newsletter printing will end June 30, 2018. Public Comment: Duane DeWitt made public comment about authentic community engagement, with an example of the United States Environmental Protection Agency's brownfields grant. Encouraged the CAB to reach out to SoCo Rises. 6. SCHEDULED ITEMS 6.1 ROSELAND NEIGHBORHOOD VILLAGE REDEVELOPMENT UPDATE Staff from the Sonoma County Development Commission, MidPen, and Urban City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Community Advisory Board Regular Meeting Minutes - Final May 23, 2018 Mix provided the CAB with an update on the status of the Roseland Village development, including an estimated timeline. After the presentation, CAB Members had an opportunity to ask questions regarding the development, including questions about housing and the temporary plaza. Public Comment Pat Kuta made public comment about the community's vision for the plaza and suggested that the CAB support the plaza being designated as a park. Ms. Kuta also made public comment about the temporary relocation of the Roseland Library during development. Gregory Fearon made public comment on subsidies for affordable housing. Duane DeWitt made public comment on the plaza. He stated that a lot of what has been going on in the development is not coming from the voice of the community. He also stated that the housing should house Roseland residents and hopes that the library will stay open during development. 6.2 OUTREACH TO BENNETT VALLEY SENIOR CENTER PARTICIPANTS REGARDING OPTIONS FOR CONSOLIDATING RECREATION FACILITIES AND PROGRAMS Jason Nutt, Interim Recreation and Parks Director spoke to the CAB about a meeting that was held with program participants on May 21, 2018 at the Bennett Valley Senior Center. Participants, all seniors, were invited to give their input as the City considers options for and timing of consolidating recreation facilities and programs. Director Nutt also reported that the City Council, at their meeting the evening prior to the CAB meeting, asked staff to explore the possibility of converting the Bennett Valley Senior Center into a homeless shelter. CAB Members then asked questions and had a discussion with Director Nutt about this issue. Public Comment: Duane DeWitt made public comment about the historic nature of the Bennett Valley Senior Center building and reaching out to Pomo Indians, veterans, Somalians, and Cambodian groups for input regarding options for consolidating recreation facilities and programs. Save the building. Gregory Fearon made public comment about the building versus the parking lot. Wanted to know if the City would consider safe parking at the Bennett Valley site. 6.3 RESILIENT NEIGHBORHOODS NETWORK CONCEPT PRESENTATION Community Engagement Director, Caluha Barnes, provided the CAB with the draft concept for the Resilient Neighborhood Networks initiative and provided City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Community Advisory Board Regular Meeting Minutes - Final May 23, 2018 the CAB with the elevator ptich of the initiative. Public Comment Patricia Kuta made public comment to encourage CAB to incorporate the Resilient Neighborhoods concept into their strategic plan. This is crucial to disaster planning. Gregory Fearon asked if he could get a copy of the draft concept. Duane DeWitt thanked staff for trying to move forward on something forward that has been talked about for decades and suggested the CAB lobby Council for more funds for community engagement needs. Also asked the CAB to ask the Council to put the overhead projector back up in Council Chambers and suggested that the CAB ask Council to bring back Community TV. A motion was made by Vice Chair Moore, seconded by Board Member Weeks, to hear the elevator pitch for the Resilient Neighborhoods concept at this meeting and to continue the item to the June meeting.
