1. CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Dadko at 4:03 p.m.
Present 8 - Chair Beth Dadko, Board Member Christine Dektor, Board Member
Adam Brown, Board Member Barbara Moulton, Vice Chair Shaun
Ralston, Board Member Kim Badenfort, Board Member Doug
McKenzie, and Board Member Minona Heaviland
Absent 1 - Board Member Jim Pedgrift
2. APPROVAL OF MINUTES
2.1 Draft Minutes of July 19, 2018.
Board Member Dektor commented that the summary wording for
previous meeting agenda items 6.1 and 6.2 should reflect past
tense, not present, in the minutes. Staff noted the comment.
Board Member Moulton stated that it would be helpful if more
substantive meeting minutes were taken. Chair Dadko agreed. The
Board was reminded that action minutes are the established format
for all Boards and Commissions, and the City Council. Chair Dadko
volunteered to contact the City Clerk to discuss further.
A motion was made by Vice Chair Ralston, seconded by Board Member
Heaviland, approved as submitted. The motion carried by the following
vote:
Yes: 8 - Chair Dadko, Board Member Dektor, Board Member Brown, Board
Member Moulton, Vice Chair Ralston, Board Member Badenfort,
Board Member McKenzie and Board Member Heaviland
Absent: 1 - Board Member Pedgrift

6.1 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Ongoing
Progress Report
BACKGROUND: The Board will provide additional input on the Plan
Update 2018 process including the community outreach components.
RECOMMENDATION: This item is for Board discussion. No action is
required.
Public Comments
Vince Hoagland spoke in favor of the progress and stated the Board
is doing a really fine job. He voiced a concern of the Southeast
Greenway regarding property owned by Caltrans on the east side of
the Spring Lake Park and that an easement should be asked for in
the event it gets sold. He also pointed out that the map shows
planned bike lanes on Petaluma Hill Road where actual bike lanes
exist.

6.2 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Vision
Zero
BACKGROUND: The Board will provide additional input on Vision Zero.

Vince Hoagland stated the Southeast Greenway Committee does
not use any TDA funding for their staff position.

6.4 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Draft
Program and Policy Recommendations
BACKGROUND: The Board will provide input on the Plan Update 2018
Draft Program and Policy Recommendations.
RECOMMENDATION: This item is for Board discussion. No action is
required.
Public Comments
Vince Hoagland stated the County is looking at potential locations
for installing some of the three foot rule signs.

6.5 REPORT - Fiscal Year 2019/2020 Transportation and Public Works
Work Plan
BACKGROUND: The Board will discuss postponing the review of the
Fiscal Year 2019/2020 Transportation and Public Works Work Plan for
bicycle and pedestrian projects.
RECOMMENDATION: This item is for Board discussion. No action is
required.

- Sutter Health has been officially designated as a Bicycle Friendly
Business.
- A thank you was extended to staff for the work on the green bike
lanes and for sending out the list.
9. STAFF ANNOUNCEMENTS
- Staff will be starting the design of E Street Class II Bike Lanes.
- The Pedestrian Enhancement project is in the punch list phase.
10. ADJOURNMENT OF REGULAR MEETING
The meeting was adjourned by Chair Dadko at 6:30 p.m.
