Office of Community City of Santa Rosa Engagement 637 First Street Community Advisory Board Regular Meeting Minutes - Final Wednesday, August 22, 2018 5:30 PM 6:00 P.M. 1. CALL TO ORDER & ROLL CALL Chair Barnett called the meeting to order at 6:01 p.m. Member Cruz arrived at 6:05 p.m. Present:10 - Chair Cherie Barnett, Vice Chair Vincent Harper, Board Member Linda Adrain, Board Member Daniel Chaparro, Board Member Veronica Cruz, Board Member Jennielynn Holmes, Board Member Lacinda Moore, Board Member Xavier Nazario, Board Member Michael Varela, and Board Member Calum Weeks Absent: 4 - Board Member Victoria Fleming, Board Member Tulio Meza, Board Member Tanya Narath, and Board Member Cecile Querubin 2. PUBLIC COMMENTS Duane DeWitt spoke regarding his desire for the Board of Community Services meetings and Community Advisory Board meetings to be held in the same location, and for the Community Advisory board institute grassroots engagement. 3. APPROVAL OF MINUTES Public Comment: NONE. A motion was made by Board Member Weeks, seconded by Board Member Cruz, to approve the July 25, 2018 meeting minutes. The motion carried by the following vote: Yes: 8 - Chair Barnett, Vice Chair Harper, Board Member Adrain, Board Member Chaparro, Board Member Cruz, Board Member Holmes, Board Member Varela, and Board Member Weeks Absent: 4 - Board Member Fleming, Board Member Meza, Board Member Narath, and Board Member Querubin Abstain: 2 - Board Member Moore, and Board Member Nazario 4. CAB ANNOUNCEMENTS Member Harper announced that the Violence Prevention Partnership's annual City of Santa Rosa Regular Meeting Minutes Page 2 of 3 Community Advisory Board Regular Meeting Minutes - Final August 22, 2018 Violence Prevention Seminar, as part of Gang Prevention Awareness Month, will be held on September 5th at the Finley Community Center. Member Holmes announced the opening of the Resource Center for those affected by the wildfires at 141 Stony Cir, Suite 204, which will be open Monday through Friday, from 8:30 a.m. to 5:00 p.m. An Open House is planned for September 4th from 11:00 a.m. to 1:00 p.m. Member Weeks announced that today would mark his last Community Advisory Board meeting. Chair Barnett announced that the Open House Subcommittee needs two additional members appointed to serve with Member Narath. Public Comment: NONE. 5. STAFF UPDATES Community Engagement Director Barnes reminded members that the final work session for the Strategic Plan is scheduled for September 14 and 15, with the goal of developing a timeline for implementation. Director Barnes announced an upcoming Community Meeting on August 28, 2018 at 5:30 p.m. located at 1030 Apollo Way, with the topic of homelessness in the Challenger Way area. Lastly, Director Barnes announced that there will be a City Council Public Hearing on September 4th, 2018 where the Greater Cherry Neighborhood Association will be appealing the Community Advisory Board's decision from 2017 to not fund five applications for the Community Improvement Grant program. Public Comment: NONE. 6. SCHEDULED ITEMS 6.1 HOUSING BOND PRESENTATION Presented by David Gouin, Director of Housing and Community Services, and Councilmember Schwedhelm. Public Comment: Gregory Fearon spoke regarding the need for partnerships for housing between the City and County, and for a collaborative approach to the planning and expending of bond revenue. 6.2 RESILIENT NEIGHBORHOODS NETWORK AND NEIGHBORFEST Presented by: Caluha Barnes, Director of Community Engagement Public Comment: Gregory Fearon announced that Santa Rosa Together could assist in identifying neighborhoods to participate in Neighborfest events, and expressed his desire City of Santa Rosa Regular Meeting Minutes Page 3 of 3 Community Advisory Board Regular Meeting Minutes - Final August 22, 2018 to have the less active neighborhoods engaged. 6.3 CAB PROMOTIONAL PRODUCTS Public Comment: NONE. A motion was made by Member Verela, and seconded by Member Nazario to direct staff to purchase the reusable folding bags, and flashlight pens, with staff discretion in the quantities of each, with the total cost of promotional products not to exceed $3,000. Yes: 10 - Chair Barnett, Vice Chair Harper, Board Member Adrain, Board Member Chaparro, Board Member Cruz, Board Member Holmes, Board Member Moore, Board Member Nazario, Board Member Varela, and Board Member Weeks Absent: 4 - Board Member Fleming, Board Member Meza, Board Member Narath, and Board Member Querubin 7. FUTURE AGENDA ITEMS The CAB will choose items for their next monthly Board meeting. Topics may include: A. Strategic Planning (on-going) B. Community Improvement Grant Updates (on-going) C. Get to Know Your District Community Meeting (TBD) D. CAB Orientation and Mentors (TBD) E. Recreation and Parks Quiz Show for Tabling (TBD) F. Park Bonds (TBD) Public Comment: NONE. 8. ADJOURNMENT Member Moore made a motion to adjourn the meeting, seconded by Member Varela. PUBLIC COMMENTS This is the time when any person may address matters not listed on this agenda, but which are within the subject matter of the jurisdiction. The public may comment on agenda items when the item is called. Each speaker is allowed three minutes. 3. APPROVAL OF MINUTES Attachments: CAB July Meeting Minutes 4. CAB ANNOUNCEMENTS CAB Members may share community news of interest to the CAB as a whole. CAB Members may also announce upcoming community events that may be of interest to the CAB. This is also the time when CAB Members may announce departure from the meeting early, or any other announcements that may affect the meeting. 5. STAFF UPDATES This time is reserved for City staff to provide a briefing on issues of interest. No action will be taken on these matters except to possibly place a particular item on a future agenda for consideration. 6. SCHEDULED ITEMS 6.1 HOUSING BOND PRESENTATION Dave Gouin, Director of Housing and Community Services, will provide the CAB with an overview of the proposed Housing Bond which will be on the November 2018 election ballot. Director Gouin will be joined by Council Members Schwedhelm. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 2 of 2 Community Advisory Board AUGUST 22, 2018 6.2 RESILIENT NEIGHBORHOODS NETWORK AND NEIGHBORFEST Caluha Barnes, Director of Community Engagement and Interim Director of Recreation and Parks, will present the concept for the Resilient Neighborhoods Network Initiative to the CAB and will also provide an overview of the Neighborfest Pilot Program, proposed to launch in mid 2019. 6.3 CAB PROMOTIONAL PRODUCTS Community Engagement Staff will provide the CAB with cost options for various types of promotional products. The CAB will decide what they would like to purchase and how much they want to spend on promotional items. 7. FUTURE AGENDA ITEMS The CAB will choose items for their next monthly Board meeting.
