1. CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Dadko at 4:07 p.m.

2. APPROVAL OF MINUTES
2.1 Draft Minutes of August 16, 2018
A motion was made by Board Member Moulton, seconded by Board
Member Dektor, approved as amended. The motion carried by the
following vote:

Member Moulton, Board Member McKenzie and Board Member

6.1 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Ongoing

Progress Report
BACKGROUND: The Board will provide additional input on the Plan
Update 2018 process including the community outreach components.
RECOMMENDATION: This item is for Board discussion. No action is
required.
November 8 is the third open house. The draft plan will come to the
Board on November 15, and the Board agreed with Staff to use
collision reduction, gap closures, connectivity, community input,
comfort network, high traffic volume, and equity as criteria for project
list prioritization.

6.2 MOTION - Bicycle and Pedestrian Master Plan Update 2018 - Vision
Zero/Bicycle Pedestrian Coordinator
RECOMMENDATION: The Board, by motion, may support the Staff’s
recommendation that the Plan Update includes the action already taken
by Council and considers future options to pursue the Vision Zero policy
for the City that are described in the Draft Vision Zero proposal.
The Board will form a sub-committee to consist of Members
Pedgrift, Heaviland, McKenzie and Chair Dadko to develop talking
points to share with their respective Council Member appointer
ahead of the City Council meeting when the approval of the updated
Bicycle and Pedestrian Master Plan will be considered. The Board
discussed the position of a Bicycle/Pedestrian Coordinator and
agreed that it should be part of the Bicycle Pedestrian Master Plan
Update 2018.
A motion was made by Board Member Pedgrift, seconded by Board
Member Moulton to approve the amended motion as follows: The Board
supports that Staff prepare a separate item in tandem with the Bicycle and
Pedestrian Master Plan Update to propose a Vision Zero policy and, within
that item, include a brief reference to the previous 2016 Council action
related to Vision Zero. The motion carried by the following vote:

The Board will bring additional ideas to the next meeting for
prioritization.

7. PUBLIC COMMENTS ON NON-AGENDA ITEMS CONTINUED

8. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS
- There is a long stretch on the SMART bike path from Railroad
Square to Bellevue Avenue without a connection or cut-through
which makes it feel uncomfortable.
- There are new bike lockers at SMART stations that use the Bike
Link system, instead of the Clipper Card system, and the systems
are not compatible.
- October 3 is International Walk & Roll Day for all participating
schools.
9. STAFF ANNOUNCEMENTS
- More green bike lane work is continuing.
- The E Street design is kicking off this week.
- There have been Nixle announcements regarding targeted
enforcement for bicylists and pedestrians.
