CALL TO ORDER AND ROLL CALL The meeting was called to order by Chair Ralston at 4:01 p.m. Present-8 Chair Shaun Ralston, Board Member Jim Pedgrift, Board Member Doug McKenzie, Vice Chair Minona Heaviland, Board Member Kim Badenfort, Board Member Adam Brown, Board Member Christine Dektor, and Board Member Elizabeth Ridlington Absent-1 Board Member Barbara Moulton 2. APPROVAL OF MINUTES 2.1 Draft Minutes of March 21, 2019. A motion was made by Board Member McKenzie, seconded by Board Member Dektor, approved as submitted. The motion carried unanimously. 3. COMMENT ON AGENDA ITEMS None. 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS Eric Fraser, Greater Cherry Street Neighborhood, spoke about vehicle traffic concerns and impacts in the areas of Seventh Street, College Avenue, and Cherry Street. 6. REPORT ITEMS 6.1 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Implementation Draft Annual Work Plan - First Phase Projects and Studies City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - April 18, 2019 Board Final-revised BACKGROUND: The Board will provide input on the Annual Work Plan - First Phase Projects and Studies. RECOMMENDATION: This item is for Board discussion. No action is required. PUBLIC COMMENTS Eric Fraser gave his appreciation to the Board for their efforts, and spoke about the importance of efficiency and communication. David Liebman, Sustainability and Energy Coordinator at Santa Rosa Junior College, spoke in favor the Board's work, and thanked them for their support. He stated SRJC is moving forward with their on-campus student housing project. This item was received and filed. 6.2 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Draft Implementation Framework BACKGROUND: The Board will provide input on a Draft Implementation Framework for the Plan Update. RECOMMENDATION: This item is for Board discussion. No action is required. A subcommittee was created, consisting of Board Members McKenzie, Ridlington, and Vice Chair Heaviland. PUBLIC COMMENTS Eric Fraser commented about the Board's efforts. This item was received and filed. 6.3 REPORT - Kawana Springs Road Resurfacing BACKGROUND: The Board will provide input on the installation of bike lanes for eastbound while eliminating parking westbound. RECOMMENDATION: This item is for Board discussion. This item was received and filed. 7. PRESENTATION (This item was heard after Item 6.2 and before Item 6.3) ECO2school High Schools Safe Routes to School Project. ECO2school is a youth leadership program at the Center for Climate Protection, and inspires young people to take action for immediate greenhouse gas emissions reductions while promoting long-term personal and community envrionmental action. The presentation included recommendations and suggestions by students from Montgomery High School, Maria Carrillo High School, Santa Rosa High School, Piner High School, and Roseland University Prep. 8. PUBLIC COMMENTS ON NON-AGENDA MATTERS CONTINUED None. 9. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS - A future meeting will include discussing the Jennings Crossing project. - The rebuild of the pump track has been postponed to the week of May 6. - The Sonoma County Bicycle Coalition's free Bike to Work clinic will be held on Saturday, April 20, from 10 am to 1 pm. - The Bike Coalition will provide free valet bike parking for Earth Day and for Day Under the Oaks. - May 9 is Bike to Work Day, and the Board might want to reach out to the Council. - The Bay Area Bike Challenge will run throughout May. - The Board will meet in May. 10. STAFF ANNOUNCEMENTS - The City of Santa Rosa's bronze designation is effective until City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - April 18, 2019 Board Final-revised November 2019. If the Board desires to keep the current designation, they will need to re-apply to meet the deadline of August 8, 2019. - Staff is making good progress on the "E" Street design for bike lanes. - The Board has two open positions, and incumbent members are encouraged to put in an application with the City Clerk's office if they are interested in continuing to serve. 11.
