1. CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Ralston at 4:05 p.m.
Present 7 - Chair Shaun Ralston, Vice Chair Minona Heaviland, Board Member
Christine Dektor, Board Member Christine Logan, Board Member
Doug McKenzie, Board Member Elizabeth Ridlington, and Board
Member Charlotte Vrobel
Absent 1 - Board Member Kim Badenfort
2. APPROVAL OF MINUTES
2.1 July 18, 2019, Regular Meeting Minutes.
A motion was made by Board Member Dektor, seconded by Vice Chair
Heaviland, approved as submitted. The motion carried by the following
vote:
Yes: 7 - Chair Ralston, Vice Chair Heaviland, Board Member Dektor, Board
Member Logan, Board Member McKenzie, Board Member
Ridlington and Board Member Vrobel
Absent: 2 - Board Member Badenfort and Deneau
3. COMMENT ON AGENDA ITEMS

4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS
None.
5. PUBLIC COMMENTS ON NON-AGENDA MATTERS
Eris Weaver, Executive Director of Sonoma County Bicycle
Coalition, spoke about a benefit showing on September 25 of the
documentary movie Motherload at the Rialto Cinemas in
Sebastopol; the annual Walk and Roll to School event on October 2;
and the League of American Bicyclists application input. She also

Board
commented on the homeless encampment on the Joe Rodota Trail,
and the difficulty of several jurisdictions to keep it maintained. She is
looking for and encouraging improvement to keep the trail safe for
bicyclists and pedestrians.
6. REPORT ITEMS
6.1 REPORT - Fiscal Year 2020/2021 Transportation and Public Works
Work Plan Preview
BACKGROUND: The Board will consider the draft Fiscal Year
2020/2021 Transportation and Public Works (TPW) Work Plan for
bicycle and pedestrian projects and studies.
RECOMMENDATION: No action is required.
This item was received and filed.
6.2 REPORT - Downtown Station Area Specific Plan Update
BACKGROUND: The Board may review and provide feedback on the
Preferred Alternative for the Downtown Station Area Specific Plan
Update.
RECOMMENDATION: The Board may provide input on the preferred
alternative for the Downtown Station Area Specific Plan Update.
PUBLIC COMMENT
Eris Weaver commented that the area involving the Santa Rosa
Plaza seems challenging and would like focus to be on other
alternatives.

6.3 REPORT - Vision Zero Sonoma County Project Update
BACKGROUND: The Board will hear an update from the County
Department of Health Services regarding Sonoma County Vision Zero
project that recently was awarded grant funds from the Caltrans
Sustainable Communities Program.
RECOMMENDATION: For information only. No action required.

7. PUBLIC COMMENTS ON NON-AGENDA MATTERS CONTINUED
None.
8. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS
-The Chair attended the monthly Mayor's Luncheon. He reported
the Board is in full compliance with the required training, and gave
thanks to all for getting it completed. There was a discussion of
SMART and pedestrian incidents and safety and suicide prevention.
One of the improvements is the zig zags.
-An email was received from Caesar Chavez School. Staff will
provide an update at the November meeting.
-A reminder that October 2 is Walk and Roll to School Day.
-Thanks were given to Jason Nutt for attending to an online
maintenance request for improvement at Mendocino Avenue and
Chanate Road.
9. STAFF ANNOUNCEMENTS
-A warm welcome was given to new Board Member Charlie Vrobel
and new Board Member Christine Logan.
-A letter of interest has been submitted to MTC to request
consideration of the Southeast Greenway as a priority conservation
area.
-The Street Smarts Back to School Blast was held on August 17. It
was a well attended and successful event. Thanks were given to
Chair Ralston and to Vice Chair Heaviland for their attendance. Chair
Ralston was also thanked for the participation by Sutter Health.
-The MySanta Rosa online app will be replaced with another system,
possibly in early 2020.
10. ADJOURNMENT OF REGULAR MEETING
The meeting was adjourned by Chair Ralston at 6:00 p.m.
