CALL TO ORDER AND ROLL CALL Mayor Schwedhelm called the meeting to order at 4:06 PM Present: 2 - Tom Schwedhelm and Chris Rogers Absent: 1 - Julie Combs 2. APPROVAL OF MINUTES 2.1 July 10, 2019 Draft Minutes Approved as submitted. 3. ANNOUNCEMENTS None. 4. PUBLIC COMMENTS Richard Lane spoke on PG&E public safety power shut down and solar options. 5. DISCUSSION ITEMS 5.1 EVERGREEN ANALYSIS Subcommittee members discussed details on the process of bringing the item to City Council. Clare from the Water department spoke on the BPU's supportive feedback and answered questions on this item. David Guhin, Assistant City Manager, mentioned that the City Council Study Session is scheduled for November 5th. Ella spoke in support of EverGreen and the Climate Action Plan. Kate spoke in support of EverGreen and climate action. Megan spoke in support of EverGreen and climate action. Mica spoke in support of EverGreen, climate action, and the benefits of using a local program. Fatima spoke in support of EverGreen. Nancy thanked the committee members for listening to the concerns of her students, and spoke in favor of switching to EverGreen. 5.2 ALL ELECTRIC REACH CODES Jesse Oswald, Chief Building Official, presented. Jesse Oswald and David Guhin, clarified details and answered questions regarding the Rach Code. Andy Ferguson with Friends of the Climate Action Plan spoke in support of the Reach Code. Craig Lawson asked questions about the Reach Codes. A community member and Executive Director of 350 Bay Area spoke in support of the Reach Code. John Sutter spoke in support of the Reach Code. Eric spoke in support of natural gas and the climate action policy. Tom Conlin spoke in support of the Reach Code. Elanor Butchart spoke in support of climate action with conditions. Keith Woods with North Coast Builders Exchange spoke in opposition to the Reach Code. Scott Scallinger spoke in opposition of an all-electric Reach Code. Steve Bush spoke in support of declaring a climate emergency and in support of the item. Kevin Conway from Friends of the Climate Action Plan spoke in support of the item. David Guhin reminded community members of the Reach Code website. 5.3 RESOLUTION - Climate Emergency David Guhin, Assistant City Manager, presented and requested committee direction on a Climate Emergency Resolution. Aleka Seville with RCPA presented a Climate Emergency Resolution template and answered subcommittee questions. Pete Gang spoke in support of minimizing carbon emissions. A community member spoke in support of declaring a climate emergency. Lila Gambell spoke in support of a Climate Emergency Resolution. Ella Crenshaw spoke in support of a Climate Emergency Resolution. A community member spoke in support of a Climate emergency Resolution. Merideth Caplain spoke in support of a Clime Emergency Resolution. Tish Levee spoke in support of a Climate Emergency Resolution. Andy Ferguson spoke in support of a Climate Emergency Resolution. Kevin Conway with Friends of the Climate Action Plan spoke in support of a Climate Emergency Resolution. Vice Mayor Rogers reiterated his interest in taking ideas to RCPA and additional stakeholders to create a document that will make a measurable impact on climate change. Mayor Schwedhelm echoed the Vice Mayor's points and is interested in bringing more information to the City Council. 5.4 ZERO WASTE Joey Hejnowicz, Administrative Analyst in the Transportation and Public Works department, and R3 consultant Garth Schultz presented and answered questions. A community member spoke on alternatives to single-use plastics. Tom Conlin noted his appreciation to the committee members for their work on all agenda items and ideas for zero waste. The Mayor mentioned bringing the Zero Waste item to the City Council. 6.
