CALL TO ORDER AND ROLL CALL The meeting was called to order by Chair Ralston at 4:01 p.m. Present 7 - Chair Shaun Ralston, Vice Chair Minona Heaviland, Board Member Kim Badenfort, Board Member Christine Dektor, Board Member Christine Logan, Board Member Doug McKenzie, and Board Member Elizabeth Ridlington 2. APPROVAL OF MINUTES 2.1 November 21, 2019, Regular Meeting Minutes A motion was made by Board Member Badenfort, seconded by Board Member Dektor, approved as submitted. The motion carried unanimously. 3. COMMENT ON AGENDA ITEMS None. 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 5. PUBLIC COMMENTS ON NON-AGENDA ITEMS Eris Weaver, Executive Director of Sonoma County Bicycle Coalition, summarized their annual board meeting and annual report including partnering with the YMCA for daytime adult rides, partnering with Sonoma County Regional Parks to offer family bike rides at Spring Lake, and the need for volunteers for the Changing Gears program that will offer education and bike repair classes to inmates at Sonoma County Jail. 6. REPORT ITEMS 6.1 REPORT - Transportation Development Act (TDA) Article III Revenues and Projects Proposed for Fiscal Year (FY) 2020/2021 City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final January 16, 2020 Board BACKGROUND: Staff may request TDA Article III funds for the construction phase of Santa Rosa Avenue Class II bike lanes and pedestrian enhancements between Sonoma Avenue and Maple Avenue. RECOMMENDATION: The Board, by motion, may support the staff’s recommendation to allocate $450,000 of FY 2020/2021 TDA funds to construct Class II bike lanes on Santa Rosa Avenue and pedestrian enhancements between Sonoma Avenue and Maple Avenue. A motion was made by Board Member Badenfort, seconded by Board Member McKenzie, to approve support of the staff's recommendation to allocate $450,000 of FY 2020/2021 TDA funds to construct Class II bike lanes on Santa Rosa Avenue and pedestrian enhancements between Sonoma Avenue and Maple Avenue. The Board expressed concerns about parking and the possibility of forming a sub-committee to discuss the issue and possible recommendations. 6.2 REPORT - Stony Point Road Corridor Study for Active Transportation Modes Update BACKGROUND: Staff will provide an update on the Stony Point Road Corridor Study for Active Transportation Modes. RECOMMENDATION: For information only. No action required. This item was received and filed. 6.3 REPORT - Vehicle Miles Traveled (VMT) - California Environmental Quality Act (CEQA) BACKGROUND: Staff will present a report on Vehicle Miles Traveled Miles (VMT) which will become a CEQA requirement on July 1, 2020. RECOMMENDATION: For information only. No action required. This item was received and filed. 6.4 REPORT - Vision Zero (VZ) Sonoma County Project Update BACKGROUND: Staff will provide an update on the Sonoma County Vision Zero project that recently was awarded grant funds from the Caltrans Sustainable Communities Program. City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final January 16, 2020 Board RECOMMENDATION: For information only. PUBLIC COMMENTS Eris Weaver stated the City of Oslo, Norway, has reported zero bicycle/pedestrian deaths and one vehicle death, and she is hopeful and optimistic that Sonoma County will get there. This item was received and filed. 7. PUBLIC COMMENTS ON NON-AGENDA ITEMS CONTINUED Eris Weaver stated that Redwood Credit Union is now offering loans for purchasing any kind of bicycle, and this service is available at all branches. 8. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS -One of the possible plans for the Joe Rodota Trail is to build a linear pump track. -Santa Rosa School district will be adopting a Safe Routes to School policy at their board meeting on January 21. There is discussion of expanding the program into middle schools. -There is some interest in putting together an ATP grant application. -A walk exclusively for people in wheelchairs was attended. 9. STAFF ANNOUNCEMENTS -There is focus on getting ATP funding for the Bike/Ped Bridge. -A joint application has been submitted to Affordable Housing Sustainable Communities (AHSC) for two projects. The City is partnering with SMART for the Roseland Village project, and partnering with SRJC for the Student Housing project. Results are expected by June or late summer. -An organization called California Walks contacted staff to see if they would be interested in working with them. There is no cost to the City. A walking audit project application for the College Avenue/Fourth Street corridor was submitted. -Staff also applied for and received a Local Roadway Safety Plan grant from Caltrans. 10.
