1. CALL TO ORDER & ROLL CALL
Meeting called to order at 6:00 p.m.
Present: 9 - Chair Cherie Barnett, Vice Chair Vincent Harper, Board Member

2. OATH OF OFFICE
New CAB Member, Jacquelynne Ocana, received her Oath of Office.
Public Comment: Duane DeWitt made public comment on Member Ocana's
appointment to the CAB.
3. PUBLIC COMMENTS
Duane DeWitt made public comment on the Roseland Creek Community Park. The
City Council directed staff to gather additional community feedback on the Master
Plan for the park.
4. APPROVAL OF MINUTES
December 18, 2019 Special Meeting Minutes.
A motion was made by Board Member Burgin, seconded by Board Member
Graves, to approve the December 18, 2019 special meeting minutes. The
motion carried by the following vote:

5. ICE BREAKER
The CAB, staff and members of the public were asked to introduce themselves and
share what their favorite winter activity is.
6. CAB ANNOUNCEMENTS
Member Graves announced that there would be an event at the Museum of
Sonoma County called From Suffrage to #MeToo on Friday, January 24, 2020.
Member Graves also announced that there is a survey for art in Courthouse Square
which is available for members of the public to participate in. Finally, Member
Graves announced that the Downtown Station Area Plan Visual Preferences
Survey is open until February 4, 2020 for input. The survey can be found at
srplan.com.
7. STAFF UPDATES
1. Danielle Garduno, Community Engagement Coordinator, announced that the
County is no longer giving presentations on the 2020 Census, as they have run out
of funding for outreach. Staff from the City of Santa Rosa will provide a presentation
to the CAB in February on the City's outreach plan for the 2020 Census.
2. Staff also provided the CAB an update on the strategic plan and assistance of
SSU graduate students. Eloy Delgado and Xochtil Fierro will assist the CAB with
the update of their work plans. The first step will be to check-in with Santa Rosa
Together and the Roseland Community Building Initiative. Eloy and Xochtil will then
meet with the CAB subcommittees in March to conduct focus groups. The final step
will include a workshop with the CAB at their March 2020 meeting.
3. David Guhin, Assistant City Manager, provided the CAB with an update on the
City's organizational restructure and the new Community Programs portfolio.
8. SCHEDULED ITEMS
8.1 2020-2024 FEDERAL CONSOLIDATED PLAN: FINDINGS OVERVIEW
Nancy Manchester, Program Specialist with Housing and Community Services,
provided the CAB with a presentation on the Federal Consolidated Plan for
affordable housing in Santa Rosa. The CAB was provided with information on
how the public could provide input on this plan prior to it being submitted to
Housing and Urban Development (HUD) on May 15, 2020.

Ways to participate:
1. Community meeting February 12, 2020 at Finley Community Center,
Manzanita Room, 5:30 p.m. This meeting will provide the public with an
overview of the public services application and the Plan processes.
2. Community meeting April 1, 2020; time and location to be determined.
Presents the Consolidated Plan findings and provides opportunity for public
input.
3. Public hearing at May 5, 2020 City Council meeting. Provides opportunity for
additional public input. The City Council will also approve the Plan and the
Public Services Recommendations during this meeting.
4. Online participation - members of the public will have the opportunity to
provide input online. Information on how to particpate will be sent from Housing
and Community Services staff to Community Engagement staff and shared with
the CAB.
Public Comment: Duane DeWitt made public comment on this item. Mr. DeWitt
stated that the Sonoma Housing Advocacy Group is glad to see that this
information is more accessible. How does the community get input in early,
before the first community meeting? Answer: email input to Nancy Manchester
at nmanchester@srcity.org. Mr. DeWitt also asked about preserving housing
stock within this plan - is it all housing or just affordable housing?

8.2 2020 COMMUNITY IMPROVEMENT GRANT - NEIGHBORFEST PROGRAM

A motion was made by Board Member Cruz, seconded by Board
Member Burgin, to discuss applications and approve all six applications
tonight. The motion carried by the following vote:

New CAB Member, Jacquelynne Ocana, will take her Oath of Office.
3. PUBLIC COMMENTS
This is the time when any person may address matters not listed on this
agenda, but which are within the subject matter of the jurisdiction. The public
may comment on agenda items when the item is called. Each speaker is
allowed three minutes.
4. APPROVAL OF MINUTES
December 18, 2019 Special Meeting Minutes.

5. ICE BREAKER
The CAB and staff will go around the table and introduce themselves, identify
their CAB Area appointment and answer one question to be determined by
staff. The purpose of this activity is team building.
6. CAB ANNOUNCEMENTS
CAB Members may share community news of interest to the CAB as a whole.
CAB Members may also announce upcoming community events that may be
of interest to the CAB. This is also the time when CAB Members may
announce departure from the meeting early, or any other announcement that
may affect the meeting.
7. STAFF UPDATES
This time is reserved for City staff to provide a briefing on issues of interest.
No action will be taken on these matters except to possibly place a particular

8. SCHEDULED ITEMS
8.1 2020-2024 FEDERAL CONSOLIDATED PLAN: FINDINGS OVERVIEW
Nancy Manchester, Program Specialist with Housing and Community
Services, will provide the CAB with the annual presentation on the Federal
Consolidated Plan for affordable housing in Santa Rosa. The CAB will be
asked to take information about upcoming public meetings and
opportunities to comment on the plan back to residents in their
neighborhoods.

8.2 2020 COMMUNITY IMPROVEMENT GRANT - NEIGHBORFEST PROGRAM
APPLICATIONS REVIEW AND DISCUSSION
The CAB will review all eligible applications for the Community
Improvement Grant - Neighborfest Program and discuss applications. If
appropriate, the CAB will hold a vote on which applications to move
forward with or may decide to postpone the vote until the February 26,
2020 meeting.
