1. CALL TO ORDER AND ROLL CALL
The virtual meeting was called to order at 4:02 p.m. by Chair
Ralston.
Present 6 - Chair Shaun Ralston, Vice Chair Elizabeth Ridlington, Board Member
Kim Badenfort, Board Member Christine Dektor, Board Member Doug
McKenzie, and Board Member Tanya Narath
Absent 2 - Board Member Christine Logan, and Board Member Charlotte Vrobel
2. APPROVAL OF MINUTES
2.1 September 17, 2020, Regular Meeting Minutes
A motion was made by Board Member Badenfort, seconded by Vice Chair
Ridlington, approved as submitted. The motion carried by the following
vote:
Yes: 6 - Chair Ralston, Vice Chair Ridlington, Board Member Badenfort,
Board Member Dektor, Board Member McKenzie and Board

BACKGROUND: The Board may accept the draft Fiscal Year
2021/2022 Transportation and Public Works Work Plan for bicycle and
pedestrian projects and studies.
RECOMMENDATION: The Board may, by motion, accept the draft
Fiscal Year 2021/2022 Transportation and Public Works Work Plan.
PUBLIC COMMENTS
Eris Weaver, Executive Director of the Sonoma County Bicycle
Coalition, commented about the projects and had questions about
start dates and cost estimates. She stated that water projects impact
access to creek trails, and she has been in communication with an
engineer regarding the need for advance notice of trail closures.
A motion was made by Vice Chair Ridlington, seconded by Chair Ralston to
accept the draft Fiscal Year 2021/2022 Transportation and Public Works
Work Plan. The motion carried by the following vote:

6.2 REPORT - Shared Mobility Devices (SMDs)
BACKGROUND: The Board may provide input on the potential use of
Shared Mobility Devices (SMDs) in Santa Rosa.
RECOMMENDATION: For information only. No action required.
PUBLIC COMMENTS
Eris Weaver inquired about an error on one of the charts. She stated
that California does require markings, but it is a small sticker, and the
ordinance should clarify where these are allowed to be placed. She
also stated that clarification is needed regarding no riding in Old
Courthouse Square and inquired about docks. She also asked
about the coordination of agreements, grants and the ordinance.

6.3 REPORT - Fourth Street and College Avenue Corridor Study First

BACKGROUND: Staff will provide an overview of a preliminary draft
assessment for Fourth Street and College Avenue Corridor bicycling
and walking.
RECOMMENDATION: For information only. No action required.
PUBLIC COMMENTS
Eris Weaver stated that she participated in the process, and she is
looking forward to a more professional study being done.

7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS
None.
8. STAFF ANNOUNCEMENTS
- An update regarding the Active Transportation Planner position
was given. Chair Ralston has agreed to participate on the interview
panel, and Vice Chair Ridlington has screened the applications. The
interviews were delayed due to the Glass Fire, and are now planned
to be held on October 27.
- Starting on October 10, a section of Fourth Street will re-open and
other sections will remain closed for now. The Planning and
Economic Development Department surveyed comments and
questions, and addressed comments from business owners. There
are approximately 6 to 12 parklets located near eating
establishments. Unsure how long these will remain.
- Board meetings will not be held until January 2021. If something
arises that requires the BPAB's attention, we will revisit and
schedule a meeting if needed.
