CALL TO ORDER AND ROLL CALL Chair Badenfort called the virtual meeting to order at 4:00 p.m. Present 8 - Chair Kim Badenfort, Vice Chair Elizabeth Ridlington, Board Member Christine Dektor, Board Member Tony Geraldi, Board Member Doug McKenzie, Board Member Tanya Narath, Board Member Dylan Prindle, and Board Member Paul Schwarz 2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS Board Member Dektor may have to abstain on Item 6.3. 3. COMMENTS ON AGENDA ITEMS BY BOARD MEMBERS None. 4. APPROVAL OF MINUTES 4.1 April 21, 2022 Regular Meeting Minutes A motion was made by Board Member McKenzie, seconded by Board Member Geraldi, approved as submitted. The motion carried by the following vote: Yes: 8 - Chair Badenfort, Vice Chair Ridlington, Board Member Dektor, Board Member Geraldi, Board Member McKenzie, Board Member Narath, Board Member Prindle and Board Member Schwarz 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS Eris Weaver provided a reminder for Bike to Work/Wherever Day. She also stated that 75 people participated in the 20th Annual Ride of Silence. 6. REPORT ITEMS 6.1 REPORT - Bicycle & Pedestrian Project Funding and Delivery Update BACKGROUND: Staff will provide an update to an item presented in City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final May 19, 2022 Board February 2022 regarding the City’s approach to bicycle and pedestrian infrastructure funding and delivery. RECOMMENDATION: This item is for Board discussion. No action is required. PUBLIC COMMENTS Steve Birdlebough stated he was glad to see where the money was being spent; he had trouble viewing the chart on his computer, and asked if the process includes a count of gap closures and where they fit in the priorities. Eris Weaver stated that visibility for the public could be improved and made easier to view online. She also commented on how the budget and expenditure data is presented. Chris G. spoke in favor and would like to see more detail presented and additional context provided in the future. This item was received and filed. 6.2 REPORT - Active Transportation Program (ATP) Cycle 6 Grant Application BACKGROUND: Staff may apply to ATP Cycle 6. RECOMMENDATION: The Board, by motion, may support staff’s recommendation to apply for the projects outlined for ATP Cycle 6 and request the BPAB Chair to sign a letter of support for the application. PUBLIC COMMENTS Eris Weaver spoke in favor of Quick Build and the Dutton project, but is unsure how much difference Class III makes to the actual experience or perception of safety. She stated that physical improvements change behavior. Alexa Forrester spoke in favor of the improvements, especially routes for family access within the City, and wants staff to start planning ahead for a bike bridge over the creek at Shortt Road. City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final May 19, 2022 Board Michelle appreciated the comments from previous speakers, and wants biking routes, especially for kids, in the area east of Sonoma Avenue; she is in favor of barricades or green paint and wants quicker action to make improvements. A motion was made by Board Member Schwarz, seconded by Vice Chair Ridlington, to support staff’s recommendation to apply for the projects outlined for ATP Cycle 6 and request the BPAB Chair to sign a letter of support for the application. The motion carried by the following vote: Yes: 8 - Chair Badenfort, Vice Chair Ridlington, Board Member Dektor, Board Member Geraldi, Board Member McKenzie, Board Member Narath, Board Member Prindle and Board Member Schwarz 6.3 REPORT - Mendocino Avenue Reconfiguration (Fourth Street - College Avenue) BACKGROUND: Staff will introduce and seek feedback on an upcoming opportunity to reconfigure Mendocino Avenue between Fourth Street and College Avenue. RECOMMENDATION: This item is for Board discussion and feedback on conceptual layouts. No action is required. PUBLIC COMMENTS Steve Birdlebough inquired if speed limit reduction was possible. Chris G. thanked staff for the process and the outreach, wants to see more ambitious projects that emphasize bike infrastructure, asked about green painting and removal of parking on one side as possible options, and inquired what to expect next in the process. Alexa Forrester agreed with Board comments, and stated that injuries from car doors are an issue with bicyclists, especially in a business district This item was received and filed. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS None. 8. STAFF ANNOUNCEMENTS City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final May 19, 2022 Board - Scooters are coming soon and staff is working with the vendor. - Board meetings will go back to a bi-monthly schedule. The Board will meet in July, September and November. - Planning staff are interested in presenting General Plan updates to the Board at a future meeting to be determined. 9.
