CALL TO ORDER AND ROLL CALL Chair Badenfort called the virtual meeting to order at 4:00 p.m. Present 8 - Chair Kim Badenfort, Vice Chair Elizabeth Ridlington, Board Member Christine Dektor, Board Member Tony Geraldi, Board Member Doug McKenzie, Board Member Tanya Narath, Board Member Dylan Prindle, and Board Member Paul Schwarz 2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 3. COMMENTS ON AGENDA ITEMS BY BOARD MEMBERS None. Please see Item 7. Chair/Board Announcements. 4. APPROVAL OF MINUTES 4.1 May 19, 2022 Regular Meeting Minutes. A motion was made by Board Member Geraldi, seconded by Board Member Schwarz, approved as submitted. The motion carried by the following vote: Yes: 8 - Chair Badenfort, Vice Chair Ridlington, Board Member Dektor, Board Member Geraldi, Board Member McKenzie, Board Member Narath, Board Member Prindle and Board Member Schwarz 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS None. 6. REPORT ITEMS 6.1 REPORT - Sonoma County Vision Zero Action Plan BACKGROUND: Staff will provide a summary of the Sonoma County Vision Zero Action Plan. City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final July 21, 2022 Board RECOMMENDATION: The Board, by motion, may recommend that the City Council, by resolution, adopt the Sonoma County Vision Zero Action Plan. PUBLIC COMMENTS Alexa Forrester spoke in favor and about the history and philosophy of Vision Zero. She expressed concern about the detour for bicyclists on Sebastopol Road due to the closure of the Joe Rodota Trail and also about the City's future plans and policies. Zeno Swijtink spoke about the presentation, the importance of education in schools, such as Safe Routes to School, and asked if the City will analyze areas around schools, and encouraged action beyond educational. Chris Eggers appreciated the presentation, and spoke about the importance of the health and safety of citizens. She wants to make sure there is action tied to the concept and plans. An amended motion was made by Vice Chair Ridlington, seconded by Board Member McKenzie, to approve the recommendation that the City Council, by resolution, adopt the Sonoma County Vision Zero Action Plan, and to establish an ad hoc committee to work on details to implement the plan and bring back the specifics to the Board in November. The Board then established the ad hoc committee to consist of Board Member Narath, Board Member Schwarz, Board Member Geraldi, and Vice Chair Ridlington. The motion was approved as amended, and carried by the following vote: Yes: 8 - Chair Badenfort, Vice Chair Ridlington, Board Member Dektor, Board Member Geraldi, Board Member McKenzie, Board Member Narath, Board Member Prindle and Board Member Schwarz 6.2 REPORT - Sonoma Avenue Reconfiguration: Farmers Lane - Hahman Drive BACKGROUND: Staff will introduce and seek feedback on the proposed striping configuration for Sonoma Avenue between Farmers Lane and Hahman Drive, which is slated for pavement rehabilitation as early as Summer 2023, pending funding. RECOMMENDATION: This item is for Board discussion and feedback on conceptual layouts. No action is required. City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final July 21, 2022 Board PUBLIC COMMENTS Chris Eggers stated she is encouraged the City is thinking this way and hopes to see more of this in the future. She stated the bike box addition is great and prefers vertical elements. Michael Lipelt thanked staff for the presentation, spoke in favor, and expressed concern about the pending funding. He asked if there were plans to extend out the Sonoma Avenue area with low stress bike lanes. Minona Heaviland stated this would be vast improvement for the area and hopes funding can be located to be able to move forward. This item was received and filed. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS Vice Chair Ridlington expressed concern for the closure of the Joe Rodota Trail and asked for guidance to address the issue during the meeting. Board Member Geraldi inquired about the possibility of in-person Board meetings in the future. 8. STAFF ANNOUNCEMENTS - The Bike/Ped Overcrossing is moving along; at 65% design plans. - The Bike Share will probably be delayed to 2023. Bolt was the vendor selected but they have been non-responsive. - The Scooter Share has launched. There are approximately 100 scooters throughout Santa Rosa. Some early issues, such as placement on private property have been resolved. Comments from the public have been pretty quiet so far. - Staff member Bjorn Griepenburg has accepted another job and will be leaving the City. He thanked the Board and staff. 9.
