CALL TO ORDER AND ROLL CALL Chair Badenfort called the virtual meeting to order at 4:00 p.m. New Board Member Emily Kyle was introduced. New Active Transportation Planner Alexander Oceguera was introduced. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 3. COMMENTS ON AGENDA ITEMS BY BOARD MEMBERS None. 4. APPROVAL OF MINUTES 4.1 December 15, 2022 Regular Meeting Minutes A motion was made by Vice Chair Ridlington, seconded by Board Member Narath, approved as submitted. The motion carried by the following vote: Yes: 7 - Chair Badenfort, Vice Chair Ridlington, Board Member McKenzie, Board Member Narath, Board Member Prindle, Board Member Schwarz and Board Member Kyle Excused: 1 - Board Member Dektor Absent: 1 - Board Member Geraldi 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS City of Santa Rosa Regular Meeting Minutes Page 2 of 5 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final January 19, 2023 Board Chris Guenther stated that City Thread as been kicked off and will keep all updated on the process, and there will be opportunities for the Board to engage. He also asked for an update regarding Bird scooters, commented on the Hearn Avenue overcrossing project and the accident involving a middle school student. Cris Eggers also commented on the accident and the newspaper article and stated vehicle speed and un-protected bike lanes are factors. 6. REPORT ITEMS 6.1 REPORT - Santa Rosa Forward General Plan Update BACKGROUND: Staff will provide a report on Santa Rosa Forward General Plan Update and seek feedback from the Board. RECOMMENDATION: This item is for Board discussion. No action is required. PUBLIC COMMENTS Cris Eggers expressed appreciation for all the work and is excited about the input and discussion about neighborhood concepts. She supports trying to achieve carbon neutrality and is not sure that can be done if bike infrastructure is not funded. She inquired if neighborhoods were going to be connected and how, has concerns with the widening of Hwy 12 crossing at Fulton Road and provisions for active transportation, and would like to see any new construction have to go through a bike and pedestrian or public works review before approval. Chris Guenther thanked staff for the detailed presentation; stated that connectivity is important and has concerns with traveling across the City, and hopes for more opportunities for effective engagement. This item was received and filed. 6.2 REPORT - Transportation Development Act (TDA) Article III Fiscal Year (FY) 2023/2024 City of Santa Rosa Regular Meeting Minutes Page 3 of 5 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final January 19, 2023 Board BACKGROUND: Bicycle and Pedestrian Advisory Board to provide programming direction for TDA Article III funds. RECOMMENDATION: The Board, by motion, may support the staff’s recommendation to allocate approximately $176,795 of FY 2023/2024 TDA to install seven (7) Rapid Rectangular Flashing Beacons (RRFBs) throughout the City. PUBLIC COMMENTS Cris Eggers stated these are great choices with the exception of Summerfield because she is not a fan of paint as protection for bicyclists. She commented that the RRFB's are essential and inquired if they would be accessible for bicyclists, and asked if there will be visual elements to slow down traffic. A motion was made by Board Member Narath to support the staff’s recommendation to allocate approximately $176,795 of FY 2023/2024 TDA to install seven (7) Rapid Rectangular Flashing Beacons (RRFBs) throughout the City. Vice Chair Ridlington seconded and asked for an amendment to the motion to include consideration of having staff research possible alternatives to two locations, one in District 2 and one in District 4, and choose the best options. The vote to include the additional language in the motion was unanimous. The motion was then approved as amended and carried by the following vote: Yes: 6 - Chair Badenfort, Vice Chair Ridlington, Board Member Narath, Board Member Prindle, Board Member Schwarz and Board Member Kyle Excused: 1 - Board Member Dektor Absent: 1 - Board Member Geraldi Abstain: 1 - Board Member McKenzie 6.3 REPORT - Vision Zero Draft Implementation Plan Ad Hoc Update BACKGROUND: The BPAB Ad Hoc and staff will provide an update of the Sonoma County Vision Zero Action Plan draft Vision Zero Implementation Plan. RECOMMENDATION: No action is required. Board may provide input on the draft Vision Zero Implementation Plan. PUBLIC COMMENTS City of Santa Rosa Regular Meeting Minutes Page 4 of 5 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final January 19, 2023 Board Chris Guenther stated this was a fantastic summary and that he would endorse prioritizing infrastructure. Nancy Adams stated this was a great job of summarizing all of the work. She also said that once a Transportation Planner is hired, this will help guide and support the Active Transportation Planner in the work and implementation of the goals, strategies and actions that have been proposed. Alexa Forrester thanked the whole Board for taking leadership on this and for all of the work, and endorsed infrastructure that protects children. This item was received and filed. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS Board Member McKenzie spoke about an incident at Sixth and "A" Street, and the importance of educating the public that green markings mean that bicyclists have the right of way and additional signage might be helpful. 8. STAFF ANNOUNCEMENTS - A follow up to an earlier public comment regarding Bird scooters was provided. The app is current and indicates that scooters are deployed and in service. - Staff is in discussions with SCTA for the Hearn Overcrossing regarding some modifications and options in conjunction with CalTrans, and thanked the community for feedback. - There is also a CalTrans project for the Baker Overcrossing that will include some pedestrian enhancements and improvements along the railing. This is starting January 20 and there will be some traffic closures and detours for pedestrians during the project. - Staff addressed an earlier question about the Fulton Road/Hwy 12 interchange. This is part of the a future Measure M project. - Staff also wanted to mention the Sixth Street and "A" Street intersection. - The next meeting will be on March 16, 2023. 9.
