CALL TO ORDER AND ROLL CALL Chair Badenfort called the meeting to order at 4:00 p.m. Present 9 - Chair Kim Badenfort, Vice Chair Elizabeth Ridlington, Board Member Tony Geraldi, Board Member Doug McKenzie, Board Member Dylan Prindle, Board Member Paul Schwarz, Board Member Paul Schwarz, Board Member Emily Kyle, and Board Member Tanya Narath 2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 3. COMMENTS ON AGENDA ITEMS BY BOARD MEMBERS None. 4. APPROVAL OF MINUTES 4.1 April 20, 2023 Regular Meeting Minutes A motion was made by Board Member Schwarz, seconded by Board Member McKenzie, approved as submitted. The motion carried by the following vote: Yes: 7 - Chair Badenfort, Vice Chair Ridlington, Board Member McKenzie, Board Member Prindle, Board Member Schwarz, Board Member Kyle and Board Member Narath Abstain: 1 - Board Member Geraldi 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS Chris Guenther spoke about the City Thread collaborative process coming to an end and will be getting a final report and recommendations. He invited the Board to engage with the process. Minona Heaviland commented about the plans for the Highway 101 Overcrossing; inquired about the Jennings Avenue At-Grade City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final May 18, 2023 Board Crossing with SMART, and the possibility of bike lanes on Elliott Avenue. She thanked the Board and Staff for all of the bicycle and pedestrian work. Emily Shartin thanked everyone who participated in Bike to Work Day. Alexa Forrester thanked the City and the Sonoma County Bicycle Coalition for Bike to Work Day, supported a planned cycle track at Ridgeway, and agreed that better bike infrastructure on Elliott Avenue is needed. 6. REPORT ITEMS 6.1 REPORT - Hearn Avenue Interchange BACKGROUND: Staff will introduce and seek feedback on final design concepts for Hearn Avenue Interchange. RECOMMENDATION: This item is for Board discussion and input. Staff will gather comments from the Board and work with our consultant to implement modifications during construction of the project. PUBLIC COMMENTS Chris Guenther thanked the Board and staff for the opportunity to discuss in detail and provided concerns and suggestions. Dwayne DeWitt (provided on his behalf by Vice Chair Ridlington) stated that the Corby and Hearn area is dangerous, suggested there should be a pedestrian refuge on Corby and is concerned about pedestrian access on Corby/Auto Row. Cris Eggers appreciated all the thought that has gone into the plan; would like more detail, and provided concerns and suggestions. Alexa Forrester spoke in support and provided concerns and suggestions. RECOMMENDATION: This item is for board discussion. PUBLIC COMMENTS Alexa Forrester spoke in favor of the future improvements and had a question about the Fourth Street Slurry project. Chris Guenther spoke in support of a number of the projects for safety enhancements and the comprehensive update. He stated that getting more context and insight into the criteria and decisions would be helpful. This item was received and filed. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS None. 8. STAFF ANNOUNCEMENTS - Staff asked if there was interest in pushing projects where the pavement condition is not good, but some funding might be available and the potential for connectivity is good. - There was a great turn-out at the energizing station at the Prince Memorial Greenway for Bike to Work Day, and there are plans to improve it for next year. - There are future plans to increase the number of bike racks at 69 Stony Circle and to place them under the overhang. - The new Transportation Planner is Torina Wilson. She will be Staff Liaison for the Board. - AB43 speed limits lowering agenda item will go to Council in June for the Downtown District.
