CALL TO ORDER AND ROLL CALL Chair Badenfort called the meeting to order at 4:00 p.m. New Board Member Scott Doig was introduced. Present 8 - Chair Kim Badenfort, Vice Chair Elizabeth Ridlington, Board Member Scott Doig, Board Member Sarah Hart, Board Member Doug McKenzie, Board Member Dylan Prindle, Board Member Tanya Narath, and Board Member Emily Warne Absent 1 - Board Member Paul Schwarz 2. REMOTE PARTICIPATION UNDER AB 2449 (IF NEEDED) 3. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 4. COMMENT ON AGENDA ITEMS BY BOARD MEMBERS None. 5. APPROVAL OF MINUTES 5.1 January 18, 2024 Regular Meeting Minutes. A motion was made by Board Member Narath, seconded by Vice Chair Ridlington, approved as submitted. The motion carried by the following vote: Yes: 8 - Chair Badenfort, Vice Chair Ridlington, Board Member Doig, Board Member Hart, Board Member McKenzie, Board Member Prindle, Board Member Narath and Board Member Warne Absent: 1 - Board Member Schwarz 6. PUBLIC COMMENTS ON NON-AGENDA MATTERS James Duncan spoke in support of the City's application for an City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final February 15, 2024 Board at-grade pedestrian and bicycle crossing on Jennings Avenue at the SMART tracks and asked the Board to communicate with the Council to obtain an agreement extension and expedite the project. Dwayne DeWitt spoke in support of the Board's work over the years. He gave some history on the Roseland Creek concept plan and noted changes to the plan. He asked the Board to engage with the Roseland community to discuss getting a bikeway/greenway in the area. 7. REPORT ITEMS 7.1 REPORT - Vice Chair Election BACKGROUND: The Board may elect a Vice Chair to serve a one-year term. RECOMMENDATION: The Board shall, by motion, elect a Vice Chair to serve a one-year term. A motion was made by Board Member McKenzie, and seconded by Board Member Narath, to nominate Vice Chair Ridlington for election to a one-year term as Vice Chair. No other nominations were made. Vice Chair Ridlington accepted the nomination. The motion carried by the following vote: Yes: 8 - Chair Badenfort, Vice Chair Ridlington, Board Member Doig, Board Member Hart, Board Member McKenzie, Board Member Prindle, Board Member Narath and Board Member Warne Absent: 1 - Board Member Schwarz 7.2 REPORT - Draft Community Engagement Plan for the Active Transportation Plan BACKGROUND: Consultant staff will present the Draft Community Engagement Plan to the Board. RECOMMENDATION: The Board may provide input on the Draft Community Engagement Plan. PUBLIC COMMENTS Alexa Forrester of Bikeable Santa Rosa spoke in favor of outreach in the Southeast quadrant area, and communicating what is possible with visuals showing connected and protected infrastructure City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final February 15, 2024 Board throughout the City. Dwayne DeWitt inquired if the Board wants the plan to be fully equitable and will put information out to faith-based organizations. Emily Shartin of Sonoma County Bicycle Coalition spoke in favor of collaborating with the process, encouraged outreach to the school communities, and suggested looking at areas outside the City limits as important connections. Ingrid Sterns suggested Southwest Community Park as a possible location for a pop-up event, and the South Park Neighborhood group and Sonoma Land Trust as possible groups to collaborate with. Pam Rivas of Petaluma River Park Foundation spoke in favor of an equitable approach and staying with a focused group for continuous engagement, and is willing to share resources with staff. Larry Burns commented about learning about the outreach program process; his own observation of improvements, and spoke in favor of communicating accomplishments to the public. This item was received and filed. 8. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS None. 9. STAFF ANNOUNCEMENTS - There will be no meeting in March; the Board will meet on April 18, and there won't be a meeting in May. - A reminder was provided about the Steele Lane Elementary School Pilot Project. - The City received a Bicycle Friendly Communities Silver Designation. - Progress is being made on the Santa Rosa Avenue Cycle Track project. - Staff provided a welcome and introduction to the new Transportation and Public Works Director, Dan Hennessey. - An update on the CBPAC will be provided at the next meeting.
