Council Chamber City of Santa Rosa 100 Santa Rosa Avenue Board of Public Utilities Regular Meeting Minutes - Final Thursday, March 2, 2017 1:30 PM 1:30 PM (City Council Chamber) 1. CALL TO ORDER AND ROLL CALL Chairman Galvin called the meeting of the Board of Public Utilities to order at 1:31 pm. Present 7 - Chair Daniel Galvin III, Vice Chair Megan Kaun, Board Member William Arnone Jr., Board Member Richard Dowd, Board Member Mary Watts, Board Member Christopher Grabill, and Board Member Lisa Badenfort 2. STATEMENTS OF ABSENTION BY BOARD MEMBERS 3. BOARD REORGANIZATION AND SEATING OF NEW MEMBERS 3.1 ADMINISTRATION OF OATH OF OFFICE FOR REAPPOINTED AND NEWLY APPOINTED MEMBERS Sara Roberts, Recording Secretary for the Board, administered the Oath of Office to Board Members Badenfort, Dowd and Watts. 4. STUDY SESSION - NONE 5. MINUTES APPROVAL - NONE 6. STAFF BRIEFINGS - NONE 7. CONSENT ITEMS - NONE 8. REPORT ITEMS 8.1 REPORT - SONOMA COUNTY WATER AGENCY 2017/18 WATER TRANSMISSION BUDGET AND WATER RATE INCREASE BACKGROUND: The City of Santa Rosa purchases approximately 90% of the water supplied to our customers from the Sonoma County Water Agency (SCWA). The SCWA is proposing to raise the wholesale rate of water by 4.98% from $806.59 to $846.78. The Board of Public Utilities may make a recommendation to the City Council, which will in turn advise their representative to the Water Advisory Committee (WAC) prior to a WAC vote. The WAC is an advisory board. Ultimately, the SCWA Board of Director’s will have final authority to approve the proposed rate increase. RECOMMENDATION: The Water Department recommends that the Board, by motion, consider the SCWA budget and proposed water rate increase and, by motion, make a recommendation to the City Council regarding Council’s direction to its Water Advisory Committee representative. A motion was made by Vice Chair Kaun, seconded by Board Member Watts, to recommend that the Board consider the SCWA budget and proposed water rate increase and make a recommendation to the City Council regarding Council's direction to its Water Advisory Committee Representative for approval. The motion carried by the following vote: Yes: 7 - Chair Galvin III, Vice Chair Kaun, Board Member Arnone Jr., Board Member Dowd, Board Member Watts, Board Member Grabill and Board Member Badenfort 8.2 REPORT- WATER SUPPLY UPDATE BACKGROUND: Staff will update the Board on water supply issues. SUBCOMMITTEE REPORTS Board Member Dowd reported that staff and the Budget Review Subcommittee completed their meetings for the Operations and Maintenance Budget and Capital Improvement Budget. He praised staff for the hard work of compiling and analyzing the information necessary to present to the Subcommittee and the Board. Chairman Galvin mentioned that he will be making new subcommittee appointments for the Board now that the full board is seated. 13. BOARD MEMBER REPORTS None. 14. DIRECTORS REPORTS Acting Director, Linda Reed reported that the progress on the Demonstration Garden outside City Hall was written about in the Press Democrat. Director Reed also reported that as the rain has abated for the time being the discharge has been halted and recycled water is going to the Geysers project or to storage at this time. Director Reed asked to say a few things, as this is her last meeting as Acting Director. She praised the department's staff as the most valuable asset, and commented that staff continues to do their jobs despite turmoil at the executive level, and to step up when needed. Director Reed also paid a compliment to the Board, as they sit on the Board as unpaid volunteers, who put a lot of time and effort into the vast enterprise. Chairman Galvin complimented City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Board of Public Utilities Regular Meeting Minutes - Final March 2, 2017 Director Reed on her work for the past year on behalf of the Board. 15. ADJOURNMENT OF MEETING The meeting was adjourned at 2:21 pm. The next regular meeting of the Board of Public Utilities will be held on Thursday, March 16, 2017 at approximately 1:30 pm in the Council Chamber, City Hall, 100 Santa Rosa Avenue, Santa Rosa. /s/ Daniel J.
