1. CALL TO ORDER AND ROLL CALL
Chairman Galvin called the meeting to order at 1:30 p.m., in the
Mayor's Conference Room.
Present 6 - Chair Daniel Galvin III, Vice Chair Megan Kaun, Board Member
William Arnone Jr., Board Member Richard Dowd, Board Member
Christopher Grabill, and Board Member Lisa Badenfort
Absent 1 - Board Member Mary Watts
2. STATEMENTS OF ABSENTION BY BOARD MEMBERS
Board Members Badenfort and Grabill will abstain from the approval
of the February 2nd minutes as they were not present at the
meeting. Vice Chair Kaun, Board Members Arnone and Badenfort
will abstain from the approval of the February 16th minutes, as they
were not present at the meeting.
3. STUDY SESSION
3.1 NUTRIENT OFFSET PROGRAM - STATUS UPDATE
BACKGROUND: Staff will present an update on the Nutrient Offset
Program. The briefing will provide a brief history of the program, an
analysis of credits earned and used to date, and describe how
compliance will be determined. Staff will also describe anticipated
changes that will supplement the current program.

3.2 2017/18 WATER, WASTEWATER AND SUBREGIONAL REVENUE
ASSUMPTIONS, PROPOSED OPERATIONS AND MAINTENANCE
BUDGET, AND CAPITAL IMPROVEMENT PROGRAM REVIEW
BACKGROUND: The Water Department manages the City of Santa
Rosa’s water and wastewater enterprise funds under the guidance of
the Board of Public Utilities (BPU) per the City Charter. The BPU will be

asked to recommend proposed fiscal year water, wastewater, and
Subregional system budgets to the City Council. Staff will review
2016/17 revenue assumptions, proposed water, wastewater, and
Subregional system fund operations and maintenance budgets, and the
proposed Capital Improvement Program at this study session.

A motion was made by Vice Chair Kaun, seconded by Board Member
Arnone, Jr., to approve as submitted the February 2, 2017 Regular Meeting
Minutes. The motion carried by the following vote:
Yes: 4 - Chair Galvin III, Vice Chair Kaun, Board Member Arnone Jr. and
Board Member Dowd
Absent: 1 - Board Member Watts
Abstain: 2 - Board Member Grabill and Board Member Badenfort

BACKGROUND: Staff will update the Board on water supply issues.

Board Member Grabill left the room at 3:30 pm and returned at 3:37
pm.

Vice Chair Kaun reported that Board Member Grabill will be joining
the Ad Hoc Landscape Specifications Subcommittee.

Bennett Horenstein, Director of Santa Rosa Water, reflected on the
privilege of coming into the Water Department's atmosphere and he
looked forward to working to support staff. Director Horenstein
reported that high-strength waste gas production was hitting an all
time revenue high. Director Horenstein also announced that staff will
be scheduling new board member orientations and various tours of
the facilities.
12. ADJOURNMENT OF MEETING
At 3:45 pm the meeting was adjourned. The next regular meeting of
the Board of Public Utilities will be held on Thursday, April 6, 2017 at
approximately 1:30 p.m. in the Council Chamber, City Hall, 100
Santa Rosa Avenue, Santa Rosa.
