CALL TO ORDER AND ROLL CALL Chair Galvin called the meeting to order at 1:31 p.m. Present 7 - Chair Daniel Galvin III, Vice Chair Megan Kaun, Board Member William Arnone Jr., Board Member Richard Dowd, Board Member Mary Watts, Board Member Christopher Grabill, and Board Member Lisa Badenfort 2. STATEMENTS OF ABSENTION BY BOARD MEMBERS No statements of absention were made. 3. STUDY SESSION - NONE 4. MINUTES APPROVAL - NONE 5. CONSENT ITEMS 5.1 RESOLUTION - WAIVER OF COMPETITIVE BIDDING AND SOLE SOURCE AWARD - ULTRAVIOLET DISINFECTION SYSTEM PARTS RECOMMENDATION: It is recommended by the Finance and Water Departments that the Board, by resolution, authorizing a waiver of the competitive process and award of a sole source Blanket Purchase Order (BPO) for ultraviolet disinfection system parts, to D.C. Frost Associates, Inc., Walnut Creek, California, for a one year-term not to exceed $825,000. Attachments: Staff Report Attachment 1 Resolution A motion was made by Vice Chair Kaun, seconded by Board Member Watts, to waive reading of the text and adopt Consent Items 5.1: RESOLUTION NO. 1148 ENTITLED: RESOLUTION OF THE BOARD OF PUBLIC UTILITIES AUTHORIZING A WAIVER OF THE COMPETITIVE PROCESS AND AWARD OF A SOLE SOURCE BLANKET PURCHASE ORDER FOR ULTRAVIOLET DISINFECTION SYSTEM PARTS TO DC FROST ASSOCIATES, INC., WALNUT CREEK, CALIFORNIA. City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Board of Public Utilities Regular Meeting Minutes - Final November 2, 2017 The motion carried by the following vote: Yes: 7 - Chair Galvin III, Vice Chair Kaun, Board Member Arnone Jr., Board Member Dowd, Board Member Watts, Board Member Grabill and Board Member Badenfort 5.2 RESOLUTION - CITY OF SANTA ROSA POLICIES REGARDING THE PROVISION OF PRIORITY WATER AND SEWER SERVICE TO RESIDENTIAL DEVELOPMENTS WITH AFFORDABLE HOUSING UNITS RECOMMENDATION: It is recommended by the Water Department that the Board, by resolution, recommend the City Council re-adopt the City of Santa Rosa Policy 200-20 Regarding the Provision of Priority Water Service to Residential Developments with Affordable Housing Units and the City of Santa Rosa Policy 200-21 Regarding the Provision of Priority Sewer Service to Residential Developments with Affordable Housing Units as amended. Attachments: Staff Report Attachment 1 Attachment 2 Resolution A motion was made by Board Member Dowd, seconded by Vice Chair Kaun, to waive reading of the text and adopt Consent Item 5.2: RESOLUTION NO. 1149 ENTITLED: RESOLUTION OF THE BOARD OF PUBLIC UTILITIES RECOMMENDING CITY COUNCIL RE-ADOPT AS AMENDED COUNCIL POLICY NO. 200-20, "PROVISION OF PRIORITY WATER SERVICE TO RESIDENTIAL DEVELOPMENTS WITH AFFORDABLE HOUSING UNITS"; AND COUNCIL POLICY NO. 200-21, "PROVISION OF PRIORITY SEWER SERVICE TO RESIDENTIAL DEVELOPMENTS WITH AFFORDABLE HOUSING UNITS". STAFF BRIEFINGS 6.1 FIRE INCIDENT REPORT City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Board of Public Utilities Regular Meeting Minutes - Final November 2, 2017 Staff will provide an overview of the incident including key highlights from the mobilization of the Department Operations Center and the Emergency Operation Center, current status of operations, initial damage assessments, potential financial implications and disaster recovery efforts. Attachments: Power Point Presentation (added 11/2/2017) Presenter(s): Bennett Horenstein, Director, Jennifer Burke, Deputy Director Water and Engineering Resources, Rita Miller, Deputy Director Environmental Services, Mike Prinz, Deputy Director Subregional Operations, Joe Schiavone, Deputy Director Local Operations, Shelley Reilly, Interim Deputy Director Administration Public Comment: Deborah Tavares - Expressed concern about air quality and its effects on water quality. She also expressed concern about soil burn and asked for information about water usage and billing costs associated with fire fighting water used by homeowners. Duane Dewitt - Expressed appreciation for the efforts of staff. He asked that the Board begin to advocate for replacing with fire proof materials when possible. 7. REPORT ITEMS - NONE 8. PUBLIC COMMENTS ON NON-AGENDA MATTERS Deborah Tavares expressed concern about the presence of heavy metals in water. Duane Dewitt asked staff to consider the retail of city water to help with revenue recovery during the emergency. 9. REFERRALS NONE. 10. BOARD MEMBER REPORTS Chairman Galvin reported that he and Board Member Badenfort have been participating on a review panel for the green waste and compost program. 13. DIRECTORS REPORTS Ben Horenstein, Director re-enforced Board Member Grabill's comments and noted that all indications are the water is safe to drink. 14. ADJOURNMENT OF MEETING The meeting was adjourned in honor of those who have lost their lives in the fires at 2:51 p.m. The next regularly scheduled meeting of the Board of Public Utilities will be held on November 16, 2017. ______________________ Daniel J.
