1. CALL TO ORDER AND ROLL CALL
Chair Galvin called the meeting of the Board of Public Utilities to
order at 1:31 p.m.
Present 6 - Vice Chair Megan Kaun, Board Member William Arnone Jr., Board
Member Richard Dowd, Board Member Mary Watts, Board Member
Christopher Grabill, and Board Member Lisa Badenfort
Absent 1 - Chair Daniel Galvin III
2. STATEMENTS OF ABSENTION BY BOARD MEMBERS
No statements of abstention were made.
3. ANNOUNCEMENT OF CLOSED SESSION ITEM(S) AND ADJOURNMENT TO
CLOSED SESSION
At 1:32 p.m., Vice Chair Kaun announced the closed session item
and the Board adjourned to closed session.
3.1 CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of
Government Code Section 54956.9: Number of potential cases - unknown
4. ADJOURN TO OPEN SESSION IN THE CITY COUNCIL CHAMBER AND
ANNOUNCEMENT OF CLOSED SESSION ACTION, IF ANY.
The Board adjourned to open session at 2:15 p.m. Assistant City
Attorney Molly Dillon reported that there was no action to report for
Item 3.1.

6. STAFF BRIEFINGS
6.1 QUARTERLY CAPITAL IMPROVEMENT PROGRAM PROJECTS
UPDATE: JULY - SEPTEMBER 2017
Staff will provide an update on Capital Improvement Program (CIP)
projects for CIP Team 1. The briefing will summarize expenditures and
major project updates from July to September 2017. CIP projects
provide the infrastructure that is critical to the economic vitality and
quality of life in Santa Rosa.

Duane De Witt spoke regarding the importance of keeping these
projects moving forward.
6.2 FIRE RECOVERY ACTIVITIES
Staff will provide an update on the fire recovery efforts.
Presenter(s): Rita Miller, Deputy Director Environmental Services
and Joe Schiavone, Deputy Director Local Operations.
Duane De Witt spoke in support of reaching out to the homeless
young people to help with entry level work.
7. CONSENT ITEMS
7.1 RESOLUTION - CONTRACT EXTENSION AND WAIVER OF

COMPETITIVE BIDDING - F001435 GOLDEN GATE LANDSCAPE
MANAGEMENT SYSTEMS.
RECOMMENDATION: It is recommended by the Finance and Water
Departments that the Board of Public Utilities, by resolution, approve a
waiver of competitive bidding and the First Amendment to Agreement
F001435 for a 6-month contract extension for landscape services with
Golden Gate Landscape Management, Inc., Santa Rosa, California with
no increase to service rates, and an increase in funding of $90,000 for a
total amount not to exceed $132,925.00. Funds required for this
expense have been appropriated in the fiscal year 2017-18 adopted
budget of the Water Department. As a regular ongoing operating need,
funds for this type of expenditure will continue to be included annually in
the proposed budget for the Water Department.

Vice Chair Kaun expressed support for the consent item as staff
continues to work on the new contract and asked that herbicides not
be used until the terms of the new contract are in place.
Board Member Arnone asked for and received clarification on the
cost of the amendment versus the original contract.
A motion was made by Board Member Dowd, seconded by Board Member
Arnone, Jr., to waive reading of the text and adopt Consent Items 7.1.
Resolution No. 1150 entitled "RESOLUTION OF THE BOARD OF PUBLIC
UTILITIES OF THE CITY OF SANTA ROSA APPROVING A WAIVER OF
COMPETITIVE PROCESS AND FIRST AMENDMENT TO GENERAL
SERVICES AGREEMENT NO. F001435 WITH GOLDEN GATE LANDSCAPE
MANAGEMENT SYSTEMS, INC.". The motion carried by the following vote:

Board Member Watts, Board Member Grabill and Board Member

Duane De Witt spoke regarding the book Bottled & Sold - The Story
Behind our Obsession with Bottled Water and spoke in support of
bottling and selling municipal water supply.

CITY’S WRP FLOOD PROTECTION PROJECT- Provided for

Board Member Grabill requested that this item be agendized to
gather as much data as possible related to climate change and look
at increased carbon retention in groundwater.

13. BOARD MEMBER REPORTS
Board Member Dowd indicated he would not be at the December
7th Board meeting.
Vice Chair Kaun reported that, at the request of the Director, the
Department will be starting an Ad Hoc subcommittee to review
agricultural user contracts and rates. Vice Chair Kaun appointed
Board members Arnone and Grabill to serve in this capacity.

Bennett Horenstein, Director, provided an update on Department
activities.
15. ADJOURNMENT OF MEETING
Vice Chair Kaun adjourned the meeting at 3:10 p.m.
The next regularly scheduled meeting of the Board of Public Utilities
will be held on December 7, 2017 at 1:30 p.m. at City Hall in the
Council Chamber, 100 Santa Rosa Avenue, Santa Rosa.
