1. CALL TO ORDER AND ROLL CALL
Chairman Galvin called the meeting to order at approximately 1:30
p.m.
Present 7 - Chair Daniel Galvin III, Vice Chair William Arnone Jr., Board Member
Lisa Badenfort, Board Member Christopher Grabill, Board Member
Mary Watts, Board Member Glen Wright, and Board Member Matt
Mullan
2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS
There were no Statements of Abstention from Board Members.

4. MINUTES APPROVAL
4.1 December 3, 2020 - Regular Meeting Minutes
The minutes for December 3, 2020 were received and accepted as
submitted.
5. STAFF BRIEFINGS
5.1 WATER SUPPLY AND RECYCLED WATER SUPPLY UPDATE
Staff will update the Board on water and recycled water supply issues.
The Board may discuss this item and give direction to staff.

6. CONSENT ITEMS
6.1 MOTION - SETTLEMENT AGREEMENT-CONTRACT C02081 POST
CT AND SIMPSON PL SEWER REPLACEMENTS
RECOMMENDATION: It is recommended by the City Council, the Water
Department and Transportation and Public Works Department that the
Board of Public Utilities, by motion, approve the settlement agreement

with TerraCon Constructors, Inc., Healdsburg, California, to resolve a
claim associated with Contract No. C02081, Post Ct and Simpson Pl
Sewer Replacements, in a total amount not to exceed $65,179.71 and
authorize the Chair to sign the agreement.
A motion was made by Vice Chair Arnone, Jr., seconded by Board Member
Wright, to approve the settlement agreement with TerraCon Constructors,
Inc., Healdsburg, California, to resolve a claim associated with Contract No.
C02081, Post Ct and Simpson Pl Sewer Replacements, in a total amount
not to exceed $65,179.71 and authorize the Chair to sign the agreement..
The motion carried by the following vote:
Yes: 7 - Chair Galvin III, Vice Chair Arnone Jr., Board Member Badenfort,
Board Member Grabill, Board Member Watts, Board Member Wright
and Board Member Mullan

11. SUBCOMMITTEE REPORTS
Board Member Watts reported the Budget Review Subcommittee
met on December 15, 2020. Staff and consultants provided an
update on the proposed Water Shortage rates which are part of the
Urban Water Management Plan and will be incorporated into the
upcoming Prop 218 water and wastewater rate process. The
subcommittee also received preliminary results of the water and
wastewater Demand Fee Study and an update on the water and
wastewater rate schedule.
12. BOARD MEMBER REPORTS - NONE.
13. DIRECTORS REPORTS
Jennifer Burke, Director, reported that staff have been working
diligently to train on new, required PFAS sampling. The new
monitoring on all waste water treatment plants must be done for the
influent, effluent, and biosolids. Furthermore, municipalities that also
have groundwater monitoring must sample the groundwater for

PFAS. Director Burke also noted that 2020 was quite a challenging
year. She expressed appreciation for the leadership and support of
the Board and for the creative and adaptive work of department staff
as they continued to serve our community.

Chairman Galvin adjourned the meeting at 2:34 p.m. The next
regular meeting of the Board of Public Utilities is scheduled for
January 21, 2021.
