1. CALL TO ORDER AND ROLL CALL
Chair Galvin called the meeting to order at approximately 1:30 p.m.
Present 6 - Chair Daniel Galvin III, Vice Chair William Arnone Jr., Board Member
Christopher Grabill, Board Member Mark Walsh, Board Member Mary
Watts, and Board Member Glen Wright

3. STUDY SESSION
3.1 FY 2021/22 REGIONAL, LOCAL WASTEWATER AND WATER FUNDS
OPERATION, MAINTENANCE AND CAPITAL EXPENDITURE REQUESTS
Santa Rosa Water manages the City of Santa Rosa’s regional, local wastewater
and water enterprise funds under the general policy authority and direction of the
Board of Public Utilities (BPU) per the City Charter. The BPU annually
recommends a proposed fiscal year regional, local wastewater and water budget
to the City Council to be included in the annual City budget adoption. The study
session will provide an overview of all FY 2021/22 budgets.

5.1 REGIONAL WATER REUSE OPERATIONS OVERVIEW
Staff will present an overview of the responsibilities of the Regional Water Reuse
Operations team. The Board may discuss this item and give direction to staff.

Staff will update the Board on water and recycled water supply issues. The Board

11. SUBCOMMITTEE REPORTS
Board Member Watts reported the Budget Review Subcommittee
met on March 22, 2021. Staff presented the proposed FY 2021/22
Water, Wastewater and Regional Operations and Maintenance and
Capital Expenditure budgets and the subcommittee unanimously
recommended approval of all budgets and the allocation to the
Regional partners to the full Board.
Chair Galvin reported the Recycled Water Ad Hoc Committee met
twice in March to explore options and finalize an approach for
allotments for agricultural users due to the extremely dry year and
severe impacts to the amount of available recycled water. The
allotments will be evenly divided based on a three-year historical

average (2017, 2018 and 2019) and staff will be communicating with
the agricultural users.
12. BOARD MEMBER REPORTS - NONE.
13. DIRECTORS REPORTS
Jennifer Burke, Director, reported the Prop 218 notice regarding
proposed water and wastewater rates has been mailed to
customers prior to the City Council Public Hearing on May 25, 2021.
Staff has also created educational resources and "info graphics"
that will be shared through social media channels. Director Burke
shared that the Santa Rosa Plain Groundwater Sustainability Agency
recently launched their new Groundwater User Information Data
Exchange (GUIDE) Program. The online interactive tool gives well
owners an opportunity to review and update the GSA's existing
datasets related to groundwater use and other identifying
information.
14. ADJOURNMENT OF MEETING
Chair Galvin adjourned the meeting at 2:43 p.m. The next regular
meeting of the Board of Public Utilities is scheduled for April 15,
2021.
