CALL TO ORDER AND ROLL CALL Chair Galvin called the meeting to order at approximately 1:30 p.m. Present 6 - Chair Daniel Galvin III, Board Member Lisa Badenfort, Board Member Christopher Grabill, Board Member Mark Walsh, Board Member Mary Watts, and Board Member Glen Wright Absent 1 - Vice Chair William Arnone Jr. 2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS There were no Statements of Abstention from Board Members. 3. STUDY SESSION - NONE. 4. MINUTES APPROVAL 4.1 May 20, 2021 - Regular Meeting Minutes. Attachments: May 20, 2021 - Regular Meeting Minutes The minutes for May 20, 2021 were received and accepted as submitted. 5. STAFF BRIEFINGS 5.1 OVERVIEW OF SUPPORT SERVICES/SAFETY & TRAINING Staff will present an overview of the functions and responsibilities of the teams. The Board may discuss this item and give direction to staff. The update will cover drinking water compliance, constituents detected and basic system infrastructure. The Board may discuss this item and give direction to staff. The portal is the last component of the Water Meter Upgrade Project to go live and will allow customers to track their water use, set up custom notifications, compare current and historical water use and access articles and information on Water Use Efficiency programs, resources and rebates. The Board may discuss this item and give direction to staff. Attachments: Presentation (added 6/16/21) Presenter: Kimberly Zunino, Deputy Director - Administration 5.4 WATER AND RECYCLED WATER SUPPLY UPDATE Staff will update the Board on water and recycled water supply issues. Attachments: Presentation (added 6/16/21) Presenters: Peter Martin, Deputy Director - Water Resources and Andrew Romero, Wastewater Reclamation Superintendent 5.5 TESTING FOR COVID-19 IN WASTEWATER AT THE LAGUNA TREATMENT PLANT Staff will present information regarding Santa Rosa Water's participation in a study to track COVID-19 in the community by analyzing wastewater. This study is being conducted by Biobot Analytics, a research analytics firm, and the nationwide study includes 320 wastewater treatment plants across the country. The project is funded by the U.S. Department of Health and Human Services, is supported by the Center for Disease Control, and there is no cost to participate. CONSENT ITEMS 6.1 RESOLUTION - AUTHORIZATION FOR THE WATER DIRECTOR TO SERVE AS A MEMBER OF THE ASSOCIATION OF CALIFORNIA WATER AGENCIES City of Santa Rosa Meeting Minutes Page 3 of 5 Board of Public Utilities Meeting Minutes - Final June 17, 2021 (ACWA) REGION 1 BOARD OF DIRECTORS RECOMMENDATION: It is recommended by the Water Department that the Board, by resolution, nominate Jennifer Burke as a member of the Association of California Water Agencies (ACWA) Region 1 Board for the 2022-2023 term. Attachments: Staff Report BPU Resolution No. 1260 A motion was made by Board Member Wright, seconded by Board Member Walsh, to approve Item 6.1 - RESOLUTION NO. 1260 ENTITLED "RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY OF SANTA ROSA PLACING IN NOMINATION JENNIFER BURKE AS A MEMBER OF THE ASSOCIATION OF CALIFORNIA WATER AGENCIES (ACWA) REGION 1 BOARD." The motion carried by the following vote: Yes: 6 - Chair Galvin III, Board Member Badenfort, Board Member Grabill, Board Member Walsh, Board Member Watts and Board Member Wright Absent: 1 - Vice Chair Arnone Jr. 7. REPORT ITEMS - NONE. 8. PUBLIC COMMENTS ON NON-AGENDA MATTERS - NONE. 9. REFERRALS - NONE. 10. WRITTEN COMMUNICATION (AND POSSIBLE BOARD DISCUSSION) - NONE. 11. SUBCOMMITTEE REPORTS - NONE. 12. BOARD MEMBER REPORTS Board Member Wright attended the Drought Drop-By and confirmed it was a very busy event with lots of items given away to customers. Board Member Watts announced she has transitioned to a new position as Senior Advisor to the U.S. Department of Health and Human Services Low-Income Household Water Assistance Program. She is excited for the opportunity and will have a conversation with the City Attorney's Office about any potential conflicts. 13. DIRECTORS REPORTS Jennifer Burke, Director, thanked the Board for their support on her City of Santa Rosa Meeting Minutes Page 4 of 5 Board of Public Utilities Meeting Minutes - Final June 17, 2021 nomination to the ACWA Region 1 Board of Directors and hopes to continue her role. She stated that the Council unanimously approved the 4-year water and sewer rate schedule at the May 25, 2021 meeting. She thanked the Budget Review Subcommittee and the full Board for their work and leadership. She also thanked Kimberly Zunino, Deputy Director - Administration for her work on the 2-year effort. Director Burke stated the Council also unanimously adopted the Urban Water Management Plan and the Water Shortage Contingency Plan at the June 8, 2021 meeting. She thanked the Water Conservation Subcommittee and the full Board for their work and support. She also thanked Colin Close, Senior Water Resources Planner, for his work and effort on the 18-month process. Director Burke spoke about the Temporary Urgency Change Petition (TUCP) that was approved for Lake Mendocino and Lake Sonoma which will preserve water supply. She announced that staff will go directly to the Council on June 29, 2021 to request implementation of Stage 3 of the Shortage Plan (mandatory 20% reduction in water use). Director Burke reported the Drought Drop-By was much more successful than anticipated which required calling in extra staff for assistance. She thanked all of them and gave a special thanks to Council Member John Sawyer and Board Member Glen Wright for their help at the event. 14. ADJOURNMENT OF MEETING Chair Galvin adjourned the meeting at 2:55 p.m. The next regular meeting of the Board of Public Utilities is scheduled for July 1, 2021.
