STATEMENTS OF ABSTENTION BY BOARD MEMBERS There were no Statements of Abstention from Board Members. 3. STUDY SESSION NONE. 4. MINUTES APPROVAL 2.1 June 17, 2021 - Regular Meeting Minutes. Attachments: June 17, 2021 - Regular Meeting Minutes The minutes for June 17, 2021 were received and accepted as submitted. 5. STAFF BRIEFINGS 5.1 SANTA ROSA PLAIN GROUNDWATER SUSTAINABILITY AGENCY UPDATE The Sustainable Groundwater Management Act (SGMA) required some groundwater basins, including the Santa Rosa Plain basin, to form Groundwater Sustainability Agencies (GSAs) to sustainably manage the groundwater basin. SGMA also requires GSAs to develop and submit a Groundwater Sustainability Plan (GSP) by January 2022. The City of Santa Rosa is a member of the Santa Rosa Plain GSA. Staff will provide the Board an update on the current activities of the Santa Rosa Plain GSA, including the development of the GSP. The Board may discuss this item and give direction to staff. CONSENT ITEMS 6.1 RESOLUTION - RECOMMENDED CHANGES TO THE COMMERCIAL, INDUSTRIAL, AND INSTITUTIONAL SEWER CAP CALCULATION FOR THE SEWER CAP IN EFFECT FROM JULY 1, 2021 THROUGH JUNE 30, 2022 RECOMMENDATION: It is recommended by Santa Rosa Water and Finance Department staff that the Board of Public Utilities, by resolution, keep the current sewer caps for Commercial, Industrial, and Institutional customers, which were based on pre COVID-19 Pandemic restrictions, for the period from July 1, 2021 through June 30, 2022. Attachments: Staff Report BPU Resolution No. 1261 A motion was made by Board Member Wright, seconded by Vice Chair Arnone, Jr., to approve Item 6.1 - RESOLUTION NO. 1261 ENTITLED "RESOLUTION OF THE BOARD OF PUBLIC UTILITIES ESTABLISHING THAT COMMERCIAL, INDUSTRIAL, AND INSTITUTIONAL ACCOUNTS WITH SEWER CAPS KEEP CURRENT SEWER CAPS, WHICH WERE BASED ON FULLY OPERATIONAL BUSINESS, FOR THE PERIOD FROM JULY 1, 2021 THROUGH JUNE 30, 2022." REPORT ITEMS 7.1 REPORT - APPROVAL OF TOWN OF WINDSOR MASTER SERVICES AGREEMENT WITH CITY OF SANTA ROSA FOR ON CALL STORM WATER AND WASTEWATER ENVIRONMENTAL SERVICES BACKGROUND: On January 19, 2012, the City of Santa Rosa (City) entered into the “Agreement Between Town of Windsor and City of Santa Rosa for Industrial Waste Program Services” to perform on-call storm water and wastewater monitoring services for the Town of Windsor (Town). Since 2012, Santa Rosa City of Santa Rosa Meeting Minutes Page 3 of 4 Board of Public Utilities Meeting Minutes - Final July 1, 2021 Environmental Compliance staff have worked with Town staff to maintain the Town’s Industrial Waste Program, including monitoring of qualifying industrial and commercial facilities, performing inspections and sampling as required. As part of the services, City staff performed plan checks related to source control, evaluated new business for inclusion in the program, investigated sanitary sewer overflows and unusual conditions in the sewer collection system, identified cases of non-compliant findings and issued Corrective Action Notices, completed critical source storm water inspections for the Town’s storm water program and provided technical support to Town staff in monthly coordination meetings. This new agreement will allow the City and the Town to continue the actions in the previous agreements with a not-to-exceed amount of expenses capped at $50,000 per year for three years with an option to extend the contract for an additional year for a maximum of two additional years. RECOMMENDATION: It is recommended by Santa Rosa Water that the Board of Public Utilities, by motion, approve and authorize the Chair of the Board to sign a 3-year Town of Windsor Master Services Agreement, with two (2) one-year extension options, with the City of Santa Rosa for On-Call Storm Water and Wastewater Environmental Services. SUBCOMMITTEE REPORTS NONE. 12. BOARD MEMBER REPORTS NONE. 13. DIRECTORS REPORTS Jennifer Burke, Director, reported that the Farmers Lane Wells were put into operation on April 1, 2021. Operations staff noticed the groundwater level was lower because the wells did not artesion at the end of winter as normal. Operations staff is managing the wells to optimize production through summer as much as possible. Director Burke shared that 712 Water customers have registered for the Water Smart Portal, so far, and staff has received positive feedback. 14.
