The appointments will be made by the City Selection Committee at its yearly meeting on February 13, 2014. The City Council will also provide direction to the Mayor regarding letters of interest received for appointment to the Sonoma County Child Care Planning Council. REPORT ITEMS 12.1 REPORT - BOARD OF PUBLIC UTILITIES’ WATER, RECYCLED WATER AND WASTEWATER RATE INCREASE RECOMMENDATIONS FOR 2014 AND 2015 BACKGROUND: At its meeting on January 14, the City Council by a 6-1 vote reconsidered actions taken on January 7 to approve increases to wastewater charges and water rates for 2014 and directed staff to bring the potable water, recycled water and wastewater fixed and usage charges recommendations for 2014 and 2015 and the extension of the wholesale pass through rate back to the Council for reconsideration at a date certain of February 4, 2014. RECOMMENDATION: It is recommended by the Board of Public Utilities and by the Departments of Utilities and Finance that Council, by ordinance, extend the pass-through wholesale potable water rate usage charge escalator; an automatic wholesale recycled water rate escalator; City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 11 CITY COUNCIL FEBRUARY 4, 2014 and increase water and recycled water fixed service charges by 5% on or after March 14, 2014 and 5% on or after January 1, 2015; and, by resolution, increase wastewater fixed service charges and wastewater usage rates by 3.5% on or after March 14, 2014 and 3.5% on or after January 1, 2015 to generate the required revenue to provide water and wastewater services, fund the proposed capital improvement program and pay existing debt service charges. Attachments Staff Report Wastewater Resolution Water Ordinance Presentation 12.2 REPORT - COUNCIL GOALS SCORECARD - FIRST AND SECOND QUARTER UPDATE FOR 2013-15 STRATEGIC OBJECTIVES BACKGROUND: Over the past six months staff began making progress on the Council’s six goals by accomplishing some major objectives, such as closing escrow on Museum on the Square; promoting commercial site opportunities along rail line; including historical highlights in the Recreation and Parks senior newsletter, “Zest for Life”; adopting the Community Advisory Board’s workplan; finding opportunities to increase affordable housing and emergency housing beds; participating in community-wide education and health initiatives; and reconvening the Medical Cannabis Committee which made recommendations to Council. The Council Goals Scorecard details each strategic objective and identifies if the objective was completed, delayed, or if the work continues into the next fiscal year. The Scorecard also indicates which Strategic Objectives require a work plan and cost estimate for Council consideration for prioritization and funding. In preparation of the FY 2014-15 budget process, staff has developed a plan for presenting Council with the work plans and cost estimates. Study Sessions are scheduled for February 11, February 25 and March 4, at which time Goal Leaders along with key project managers will present the work plans and cost estimates related to the strategic objectives that are prioritized for the first year. Attachments Staff Report Staff Report Attachment 12.3 REPORT - COOK SCHOOL PARK MASTER PLAN AMENDMENT, ADDING A DOG PARK BACKGROUND: Cook School Park is a one-acre park located at the corner of Lombardi Lane and Gardener Avenue. The City Council approved the Master Plan for the Cook Junior High School Park (a.k.a. Cook School Park) and authorized the preparation of construction drawings on April 19, 1994, Resolution No. 21719. On August 22, 2012, the Board of Community Services reviewed and recommended a proposal to create a dog park at Cook School Park. The Master Plan Amendment shows the dog park enclosure in the area previously used for three picnic tables which were relocated in 2012 to make the tables compliant with the Americans with Disabilities Act. RECOMMENDATION: It is recommended by the Recreation and Parks Department that the Council, by resolution, approve the Cook School Master Plan Amendment. The mitigation credits, which include California tiger salamander (CTS), wetland, and endangered plant suitable habitat, are required by regulatory agencies to be purchased before the City can proceed with three projects. The credits compensate for the loss of City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 11 CITY COUNCIL FEBRUARY 4, 2014 habitat as the projects are constructed, and are held in mitigation banks monitored by the regulatory agencies in perpetuity. The three City projects include the Lower Colgan Creek Restoration Project Phase I, the Beretta Dairy Nutrient Offset Project, and the Bayer Neighborhood Park and Garden Project. While proposals received in response to RFP 13-43 Mitigation Credits were being evaluated, 2.54 acres of CTS credits were offered for sale by Burbank Housing Development Corporation at the same price per credit as offered by Slippery Rock, LLC. The City’s purchase of the credits from Burbank Housing would benefit the Housing Authority because the proceeds of the sale, or $214,630, would be returned to the Housing Authority as a payment on the loan and could then be used for housing purposes rather than being tied up for an undetermined amount of time as unused CTS credits. Approval of this award will result in the purchase of mitigation credits not to exceed $769,905. RECOMMENDATION: It is recommended by the Finance, Recreation and Parks, and Utilities Departments that the Council, by resolution, (1) approve a multiple contract award of RFP 13-43 Mitigation Credits to Slippery Rock, LLC, Greenbrae, California in an amount not to exceed $502,775, to Carinalli Nature Preserve, LLC, Santa Rosa, California, in an amount not to exceed $21,000, and to Laguna Valley Mitigation Bank, Santa Rosa, California, in an amount not to exceed $31,500; (2) approve the purchase of mitigation credits from Burbank Housing Development Corporation, Santa Rosa, California, in an amount not to exceed $214,630; and (3) authorize the City Manager to execute related purchase agreements and applications, subject to approval by the City Attorney. Funds for these contracts have been budgeted in the following Fiscal Year 2013-14 project keys; Utilities Department 54007 Lower Colgan Creek Restoration for $262,850, and 86510 Discharge Compliance - Nutrient Offset for $37,180, and Recreation and Parks Department 09594 Bayer Neighborhood Park & Garden for $469,875. Attachments Staff Report Resolution City of Santa Rosa Regular Meeting Agenda and Summary Report Page 9 of 11 CITY COUNCIL FEBRUARY 4, 2014 **12.5 REPORT - APPEAL HEARING - ROSA TAXI’S APPEAL OF THE DENIAL FOR A TAXICAB FRANCHISE WITH THE CITY OF SANTA ROSA BACKGROUND: Rosa Taxi submitted an application for a Taxicab Franchise with the City of Santa Rosa. Police Department staff determined that Rosa Taxi did not meet all required criteria for a Taxicab Franchise. The application was denied per Santa Rosa City Code section 6-87.180(A)(1) - color scheme and insignia; and Santa Rosa City section Code 6-87.060(C)(4) - lack of sufficient experience. Rosa Taxi is appealing the denial. RECOMMENDATION: It is recommended by the Police Department that the Council, by resolution, deny Rosa Taxi’s appeal of the denial for a Taxicab Franchise with the City of Santa Rosa and upholds the Police Department’s denial of the application. PUBLIC HEARINGS 13.1 PUBLIC HEARING - PUBLIC HEARING- FY 2014/15 BUDGET PRIORITIES BACKGROUND: The City Charter, Section 28(a), provides that the City Council hold a public hearing each year for the purpose of soliciting oral and written comments on budget priorities for the next fiscal year. This hearing has been noticed and scheduled in order to receive public input and to comply with the requirements of the Charter.
