No action may be taken. 3.1 SOUTHWEST SANTA ROSA PLANNING EFFORTS AND ROSELAND ANNEXATION WORK PLAN PROGRESS The purpose of the study session is to present information regarding 1) development of a land use and transportation plan for 1,860 acres of southwest Santa Rosa, including the Roseland area and Sebastopol Road from Stony Point to Highway 101; and 2) progress on completion of a work plan for annexation of the unincorporated Roseland area, which is a City Council strategic objective. Jones Hall Homeless Shelter for 2014 Winter Months in the amount of $34,750. Attachments Staff Report Attachment 1 Resolution Resolution Exhibit A 11.2 RESOLUTION - 2013 FEMA ASSISTANCE TO FIREFIGHTERS REGIONAL GRANT APPLICATION APPROVAL FOR REPLACEMENT OF AGING SELF CONTAINED BREATHING APPARATUS (SCBA) DEVICES FOR FIREFIGHTING. RECOMMENDATION: It is recommended by the Fire Department that Council, by resolution, (1) authorize the submittal of a regional grant application to FEMA Assistance to Firefighters Grant program in the amount of $617,977 for the City and a regional total request of $1,936,155, led by Windsor Fire for replacement of aging SCBA devices for firefighting; (2) delegate authority to the City Manager to conduct all negotiations, execute and submit all documents, subject to review by the City Attorney, including but not limited to applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the aforementioned grant; and (3) authorize the Chief Financial Officer to pay matching funds up to $93,000 if needed from JL key P05004 and complete any necessary budgetary and accounting adjustments to complete the transaction. Attachments Staff Report Resolution 11.3 RESOLUTION - RESOLUTION DECLARING WEEDS AND RUBBISH IN THE CITY OF SANTA ROSA A PUBLIC NUISANCE RECOMMENDATION: The Fire Department recommends that Council, by resolution, declare weeds and rubbish a public nuisance and authorize the Fire Department to give notice directing the abatement of these nuisances as provided for in the Santa Rosa City Code Chapter City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 9 CITY COUNCIL FEBRUARY 11, 2014 9-08. FOR DESTINATION MARKETING SERVICES RECOMMENDATION: The Department of Economic Development and Housing recommend that the Council approve, by resolution, a professional services agreement with Creative Thinking, Inc., for destination marketing services through July 31, 2015, using Santa Rosa Tourism Business Improvement Area Ordinance assessment funds in the amount of $150,000. REPORT ITEMS 12.1 REPORT - JUILLIARD PARK MASTER PLAN AMENDMENT, ADDING BOCCE COURTS, COMMUNITY GARDEN, AND OTHER MODIFICATIONS BACKGROUND: Juilliard Park is a 9-acre park located in the downtown area between Santa Rosa Avenue and A Street. The Master Plan for the park was approved in 1932. In the late 1990s, community members requested an area to play bocce. Juilliard Park became the desired location. In 2000-2001 six courts were constructed. In 2009 a community garden was installed, displacing two of the courts. Bocce league play has increased since then. The installation of two new courts will increase the number of individuals able to play. A motion to recommend that Council approve the Master Plan Amendment adding bocce courts, the community garden, and ratifying other modifications was approved by the Board of Community Services on December 4, 2013. RECOMMENDATION: It is recommended by the Recreation and Parks Department that the Council, by resolution, approve the Juilliard Park Master Plan Amendment. Attachments Staff Report Attachment 1 - 1932 Master Plan Attachment 2 - Amended Julliard Park Master Plan 2014 Resolution Resolution Exhibit A - Julliard Park Master Plan 2014 Presentation (uploaded 2/10/2014) 12.2 REPORT - REQUEST FOR COMMUNITY-WIDE 20% REDUCTION IN WATER USE THROUGH VOLUNTARY WATER CONSERVATION BACKGROUND: California is experiencing record low rainfall and extremely dry conditions throughout the State. In an average year, Santa Rosa receives approximately 33 inches of rainfall. In 2013, Santa Rosa City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 9 CITY COUNCIL FEBRUARY 11, 2014 received less than 6 inches of rainfall. On January 17, 2014, the Governor of the State of California declared a state-wide drought emergency and asked Californians to voluntarily reduce water use by 20%. In response, the Utilities Department staff has joined in a regional outreach campaign to increase water awareness and reduce water use and has developed water-use efficiency recommendations to achieve a 20% reduction in water use. RECOMMENDATION: It is recommended by the Department of Utilities that Council, by resolution, request water customers reduce water use by 20% through voluntary conservation.
