This study session will present the work plans and cost estimates related to Goal 3 (Provide leadership for environmental issues) and Goal 4 (Maintain and enhance our City’s cultural, historical and recreational assets) that are prioritized for the Fiscal Year 2014/2015. Attachments Staff Report Attachment A - Amendment #1 Attachment B - CalPERS Circular Letter Resolution Resolution Exhibit 11.8 RESOLUTION - CONTRACT AWARD - MITIGATION CREDITS RECOMMENDATION: Due to clerical error Resolution No. 28420, adopted at the February 4 Council meeting by a 6-0 vote, contained dollar amounts that did not match the correct dollars amounts as reflected in the staff report and on the agenda. It is recommended by the Finance Department and the City Clerk’s Office that the Council repeal Resolution No. 28420 and adopt a corrected resolution to (1) approve a multiple contract award of RFP 13-43 Mitigation Credits to Slippery Rock, LLC, Greenbrae, California in an amount not to exceed $502,775, to Carinalli Nature Preserve, LLC, Santa Rosa, California, in an amount not to exceed $21,000, and to Laguna Valley Mitigation Bank, Santa Rosa, California, in an amount not to exceed $31,500; (2) approve the purchase of mitigation credits from Burbank Housing Development Corporation, Santa Rosa, California, in an amount not to exceed $214,630; and (3) authorize the City Manager to execute related purchase agreements and applications, subject to approval by the City Attorney. REPORT ITEMS 12.1 REPORT - SONOMA COUNTY WATER AGENCY 2014/15 WATER TRANSMISSION BUDGET AND WATER RATE INCREASE BACKGROUND: Sonoma County Water Agency (SCWA) staff presented the 2014/15 Water Transmission System budget to the Water Advisory Committee (WAC) on February 3, 2014. Based on budget documents provided by SCWA, the proposed wholesale water rate for the City of Santa Rosa will increase 3.60% or from $705.30 per acre foot to $730.68 per acre foot. SCWA will present the 2014/15 water transmission system budget for the Council’s consideration after which time the Council may make a recommendation to the City’s WAC representative on whether or not to recommend approval of the proposed 2014/15 SCWA water transmission budget. On April 7, 2014 the WAC is scheduled to vote on whether or not to recommend approval of the proposed 2014/15 SCWA water transmission budget and water rate increase request to the SCWA Board of Directors. RECOMMENDATION: It is recommended by the Department of Utilities and the Board of Public Utilities that Council, by motion, authorize Santa Rosa's WAC representative to vote in favor of approving the proposed 2014/15 SCWA water transmission budget and water rate increase request. Attachments Staff Report Attachment Presentation 12.2 REPORT - CERTIFICATION OF THE REUNIFICATION OF COURTHOUSE SQUARE FINAL TIERED ENVIRONMENTAL IMPACT REPORT BACKGROUND: On November 7, 2011, a Notice of Preparation of the Draft Tiered Environmental Impact Report (EIR) for the Reunification of Courthouse Square project was issued. On August 2, 2013, the Reunification of Courthouse Square Draft Tiered EIR began circulation City of Santa Rosa Regular Meeting Agenda and Summary Report Page 9 of 11 CITY COUNCIL FEBRUARY 25, 2014 for public review. The 45-day comment period was extended to 54 days and ended on September 25, 2013. The Council held a public hearing on September 24, 2013, to elicit public comments on the Draft Tiered EIR and to provide comments. The Final Tiered EIR was released for public review on February 5, 2014. The Council will consider certification of the Final Tiered EIR. RECOMMENDATION: It is recommended by the Departments of Community Development and Transportation and Public Works that the City Council certify the Tiered Final EIR for the Reunification of Courthouse Square project. PUBLIC HEARINGS 13.1 PUBLIC HEARING - PARATRANSIT EFFICIENCY REVIEW BACKGROUND: Santa Rosa Paratransit provides complementary service on the same dates and times that CityBus operates, and within three quarters of a mile on either side of CityBus routes pursuant to Americans with Disabilities (ADA) guidelines. Increasing ridership compromises the ability of Santa Rosa Paratransit to accommodate trip requests and has resulted in continually increasing costs to meet demand. In order to address the increasing costs and ensure all types of trips are accommodated the City commissioned a review of the Santa Rosa Paratransit Service. The consultant’s report, Paratransit Efficiency Review, includes three tiers of recommendations to improve paratransit efficiency, control costs, and meet trip demand. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 10 of 11 CITY COUNCIL FEBRUARY 25, 2014 If still needed after implementation of Tier 1 recommendations, Tier 2 and Tier 3 recommendations will be brought back to Council for further consideration. RECOMMENDATION: It is recommended by the Transportation and Public Works Department that Council, by resolution, adopt the FY 2014 Paratransit Efficiency Review, including the Tier 1 recommendation.
