2.1 The Council will interview applicants for the following vacancies:
· Sonoma County Library Commission - One at-large position to serve
the remainder of a four-year term expiring February 28, 2015.
· Personnel Board - One at-large position to serve the remainder of a
four-year term expiring December 31, 2014.

3. ANNOUNCEMENT OF CLOSED SESSION ITEMS - NONE
Following the announcement of Closed Session items and prior to recess

4.1 MID-YEAR FINANCIAL UPDATE
The purpose of the study session is to update the Council on the status
of the General Fund and certain Enterprise Funds midway through the
2013/14 fiscal year.

4.2 REVIEW OF WORKPLANS AND COST ESTIMATES FOR COUNCIL
GOALS 5 AND 6
At the February 4, 2014 meeting, staff presented the first and second
quarter update on the strategic objectives. This study session will
present the work plans and cost estimates related to Goal 5 (Improve
partnerships between neighborhoods, community organizations,
schools and the City to support and promote thriving, inclusive and
diverse neighborhoods) and Goal 6 (Commit to making Santa Rosa a
healthy community, where people feel safe to live, work and play) that
require a budget request for Fiscal Year 2014/2015.

12.1 MOTION - CONTRACT AMENDMENT - AUTOMOTIVE PARTS AND
SUPPLIES
RECOMMENDATION: It is recommended by the Finance and
Transportation and Public Works Departments that the Council, by
motion, approve the Third Amendment to General Services Agreement
F000321 with Smothers Parts International, Inc., Santa Rosa, California,
for a one year extension with no increase in prices for automotive parts
and supplies, in an amount not to exceed $150,000, subject to approval
as to form by the City Attorney. Funds for this expenditure have been
budgeted in the FY 2013-14 budget of various charge keys and will be
budgeted in the FY 2014-15 budget when approved by Council.

12.2 RESOLUTION - APPROPRIATION OF SELF GENERATION INCENTIVE
PROGRAM (SGIP) FUNDS
RECOMMENDATION: It is recommended by the Department of Utilities
that Council, by resolution, authorize the Chief Financial Officer to
appropriate $1,187,500 in funds received from the California Public
Utilities Commission Self Generation Incentive Program (SGIP) to three
new capital projects and to the existing Ongoing Subregional System
Upgrades as follows: Pine Flat Road Stabilization - JL Key 86530 -
$150,000, Subregional System Master Plan - JL Key 86529 - $350,000,
Food Processing Slurry Receiving Facility - JL Key 86531 - $150,000 and

14. PUBLIC HEARINGS
14.1 PUBLIC HEARING - AUTHORIZING WEED AND RUBBISH
ABATEMENT BY THE CITY OF SANTA ROSA FIRE DEPARTMENT
BACKGROUND: Chapter 9-08 of the Santa Rosa City Code, Weed and
Rubbish, provides for an annual Resolution declaring weeds and rubbish
a public nuisance. This Resolution authorizes the declaration and
authorizes the Fire Department to give notice directing the abatement of
these nuisances in accordance with the Santa Rosa City Code.
RECOMMENDATION: The Fire Department recommends that Council,
by resolution, declare weeds and rubbish a public nuisance and
authorize the Fire Department to give notice directing the abatement of
these nuisances as provided for in the Santa Rosa City Code Chapter
9-08.
