2. ANNOUNCEMENT OF CLOSED SESSION ITEMS - NONE.
Following the announcement of Closed Session items and prior to recess
into Closed Session, the public may speak up to three minutes on items to be
addressed in Closed Session.
PUBLIC COMMENTS ON AGENDA ITEMS:
Except for public hearing items, comments from the public will be allowed on
all agenda items at the time each item is called. Comments on public hearing
items may be made when the hearing is opened.
PUBLIC COMMENT ON NON-AGENDA ITEMS:
Comments from the public on non-agenda items will be heard under Agenda
Item 10.
3. STUDY SESSION
Study Session items are items for in-depth discussion and possible direction
to staff. No action may be taken.
3.1 LONG RANGE FINANCIAL PLAN
Staff will present the Long Range Financial Plan which provides revenue
and expense projections for a ten year period. For Council information
only.

COMMISSION IN THE CITY COUNCIL CHAMBER
NOTICE IS HEREBY GIVEN that the Council of the City of Santa Rosa will
hold a Special Joint Meeting on Tuesday, March 25, 2014, in the City
Council Chamber, 100 Santa Rosa Avenue, Santa Rosa, California, at 4:00
p.m. The purpose of this meeting is to hold a Special Joint Meeting of the
City Council and the Planning Commission to discuss the following
matter:

7.1 JOINT STUDY SESSION - ANNUAL REVIEW OF THE GENERAL PLAN
AND GROWTH MANAGEMENT AND HOUSING ALLOCATION PLAN
ORDINANCES
Each year, the Planning Commission and City Council review the
General Plan, consistent with the state planning and zoning law. The
study session will allow time to cover General Plan actions in 2013,
housing needs information, as well as to review the operation of the
Growth Management program and the Housing Allocation Plan over the
last year.

8.1 RESOLUTION - ANNUAL REVIEW OF THE GENERAL PLAN AND
GROWTH MANAGEMENT AND HOUSING ALLOCATION PLAN
ORDINANCES
RECOMMENDATION: It is recommended by the Community
Development Department that the Council, by resolution, receive a report
regarding the Annual Review of the General Plan and the Growth
Management and Housing Allocation Plan Ordinances.

9. PUBLIC HEARINGS
**9.1 PUBLIC HEARING - APPEAL OF NEGATIVE DECLARATION,
CONDITIONAL USE PERMIT, AND RECOMMENDED REZONING; AND
INTRODUCTION OF AN ORDINANCE TO REZONE FOR THE SOCIAL
ADVOCATES FOR YOUTH (SAY) DREAM CENTER LOCATED AT 2449
SUMMERFIELD ROAD AND SEVEN SURROUNDING PARCELS
BACKGROUND: On January 23, 2014, the Planning Commission
adopted three resolutions (7-0) as follows: adopting a Negative
Declaration, approving a Conditional Use Permit to allow the SAY Dream
Center located at 2449 Summerfield Road, and recommending Council
rezone eight parcels totaling 8.65 acres from the PD (Planned
Development) 164 Zoning District to the PI (Public Institutional) and CO
(Office Commercial) Zoning Districts. On February 3, 2014, Robert Turley
filed an appeal of the Planning Commission’s decision to adopt a
Negative Declaration, approve the Conditional Use Permit, and
recommendation to Council to rezone the site.

RECOMMENDATION: It is recommended by the Planning Commission
and the Community Development Department that the Council, by
resolutions, deny the appeal and adopt a Negative Declaration, approve
a Conditional Use Permit for the SAY Dream Center project, and deny
the appeal and introduce an ordinance rezoning eight parcels totaling
8.65 acres from the PD (Planned Development) 164 Zoning District as
follows: five parcels (Assessor Parcel Nos. 014-361-045, 014-361-050,
014-361-059, 014-361-058, and 014-361-057) to rezone to the PI (Public
Institutional) District; and three parcels (Assessor Parcel Nos.
014-361-029, 014-361-041, and 014-361-044) to rezone to the CO
(Office Commercial) District, consistent with the General Plan
designations of these properties.
