Funding for this project has been appropriated to Account No. 54007. The sources of funds are Proposition 40, Proposition 84 and Storm Water Enterprise - Creek Restoration funds. Attachments Staff Report Attachment Resolution 11.9 ORDINANCE ADOPTION - TELECOMMUNICATIONS FACILITIES ZONING CODE TEXT AMENDMENT RECOMMENDATION: This ordinance, introduced at the April 1, 2014, Regular Meeting by a unanimous vote, approves a Zoning Code Text Amendment to update the Zoning Code in compliance with Section 6409(a) of the Middle Class Tax Relief and Job Creation Act of 2012. REPORT ITEMS 12.1 REPORT - AUTHORIZATION TO ISSUE WASTEWATER REVENUE BONDS, SERIES 2014A, IN AN AMOUNT NOT TO EXCEED $18,000,000 BACKGROUND: The City has a long-standing practice of financing capital construction needs of the Subregional and the Local Wastewater System by authorizing the issuance of revenue bonds. Staff has identified a number of projects in the amount of $16.5M which are being recommended to be funded using the proceeds of the proposed revenue bonds. The Subregional Technical Advisory Committee (TAC) which includes staff from each of the Subregional user agencies and the Board of Public Utilities have approved the proposed issuance of the 2014 Wastewater Enterprise Revenue Bonds. The maximum effective interest rate on the proposed Series 2014A Wastewater Revenue Bonds is capped at 4%. The total debt service on the Bonds, including principal and interest, is estimated at approximately City of Santa Rosa Regular Meeting Agenda and Summary Report Page 9 of 12 CITY COUNCIL APRIL 15, 2014 $23 million, and the final maturity of the Bonds is expected to be September 1, 2029 (15 years). The underwriter’s compensation on the Series 2014A Wastewater Revenue Bonds is capped at 0.15% of the par amount of bonds sold, or $27,000 at the maximum par amount of $18,000,000. Other transaction costs are estimated at $175,000 and will be paid from the proceeds of the bonds. A detailed explanation of the proposed refinancing will be provided by staff, bond counsel, financial advisor and bond underwriter. RECOMMENDATION: It is recommended by the Finance Department and the Board of Public Utilities that the Council, by resolution: (1) authorize the issuance of Wastewater Revenue Bonds, Series 2014A, in an amount not to exceed $18,000,000; and (2) approve, authorize and direct the payment of transaction costs and execution of related documents and all acts and things necessary or proper for carrying out the transaction by the City Manager, Chief Financial Officer or their respective delegates and actions with respect thereto.
