This year’s conference will be held in Los Angeles from Wednesday, September 3 through Friday September 5. CONSENT ITEMS 11.1 MOTION - HEARN AVENUE INTERCHANGE AT HIGHWAY 101- URS CORPORATION PROJECT WORK ORDER APPROVAL RECOMMENDATION: It is recommended by Engineering Services that the City Council, by motion, approve a project work order for Hearn Avenue Interchange Project Approval & Environmental Document (PA&ED), in the amount of $ 1,438,762.00 to URS Corporation of San Jose, CA, approve a 12% contingency, and authorize a total Project City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 12 CITY COUNCIL JULY 8, 2014 Work Order amount of $1,611,414.00. Funding for this project has been appropriated to Account No.17075. The source of funds are Capital Facilities Fees and Measure M Funds. No City General Fund money is included in this project. REPORT ITEMS 12.1 REPORT - REVISED AND UPDATED STREET DESIGN AND CONSTRUCTION STANDARDS (CONTINUED FROM JUNE 10, 2014, REGULAR MEETING) BACKGROUND: The City Council continued this item from June 10, 2014, and directed staff to return with additional information. The continuation was requested to allow staff to resolve additional technical issues. Council requested Staff to come back with a red-line version of the City Standards. The City Street Design and Construction Standards (City Standards) are being revised and updated to reflect new technologies while incorporating the requirements of newly implemented laws and regulations. City Standards must be kept current with Manufacturers Design Specifications, Contractors Approved List, ADA Requirements, Material Specifications, and Construction Methods. The proposed changes reflect this. The proposed changes are: Effective July 2014, holiday pay to be based on number of hours in the employee’s regular work shift and alignment of the domestic partner program with the State. Effective July 2014, all unit employees to receive a 2% Cost of Living (COLA) increase and the Skilled Maintenance Worker and Senior Maintenance Worker classifications to receive a 1.5% equity adjustment. Effective January 2015, minor changes to the vision benefit package and adjustment of the City of Santa Rosa Regular Meeting Agenda and Summary Report Page 9 of 12 CITY COUNCIL JULY 8, 2014 vacation accrual ranges with no change to the maximum. Effective July 2015, the Skilled Maintenance Worker and Senior Maintenance Worker classifications to receive a 1.5% equity adjustment and all unit employees to receive a 2.5% COLA increase, which will be partially offset by an additional 1.5% contribution to PERS for a total employee contribution of 9.5% for Tier 1 and Tier 2 employees and 7.75% for Tier 3 employees pursuant to state law. The general fund cost of the package is $444,700. The ongoing cost to the general fund is $236,888. RECOMMENDATION: It is recommended by the City’s Negotiating Team and the City Manager that the Council, by resolution, adopt the Memorandum of Understanding for and on behalf of the City’s Unit 3 - Maintenance, represented by the Operating Engineers Local 3 to be effective July 8, 2014 to June 30, 2016. It is further recommended that Council authorize the Mayor to execute a MOU to implement the changes. PUBLIC HEARINGS 13.1 PUBLIC HEARING - ORDINANCE INTRODUCTION - AMENDMENT TO ZONING CODE - SIGN CODE REVISION BACKGROUND: The proposed Zoning Code text amendment was initiated by Community Development to streamline and clarify the City’s policies and regulations regarding sign development and design criteria. These changes are part of the Tier 3 Economic Development Initiatives presented to the Council by Community Development and Economic Development and Housing on May 13, 2014. The goal of these revisions is to improve the understanding of the code, clarify the design standards, streamline the process to install certain types of signs and provide new findings for the review of sign variances. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 11 of 12 CITY COUNCIL JULY 8, 2014 RECOMMENDATION: It is recommended by the Community Development Department and the Planning Commission that the Council introduce an ordinance to amend Chapter 20-38 (Signs), Section 20-52.060 (Variance and Minor Adjustment) and Chapter 20-70.020 (Definitions of Specialized Terms and Phrases) to improve the usability of the sign code, clarify the sign requirements, and allowances for all business locations and types, expedite the sign submittal, review and approval process and ensure existing City regulations are consistent with State and Federal law.
