18.1 CONTINUED PUBLIC HEARING - ESTABLISHMENT OF FEES FOR
RECREATION & PARKS FACILITIES AND SERVICES
BACKGROUND: The Recreation and Parks Department offers a wide
variety of services for which fees are charged, including facility use,
admissions and program fees. Fees are charged to recover direct costs
of providing these facilities and services. Council previously adopted
fees for Recreation and Parks facilities, admissions and services, and
delegated authority to the Director to set the necessary fees for seasonal
program activities, excursions, special events, and athletic league fees
based on the City’s actual costs for the activities.
Fees are periodically adjusted to reflect new or revised meeting spaces
and equipment, and are based on recouping at least a portion of the cost
to operate and maintain facilities and parks against the market demand
for the space and services available. Adjustments to admissions and
facility rental fees requires Council approval.
RECOMMENDATION: It is recommended by the Department of
Recreation & Parks that the Council, by resolution, approve the fee
schedule for various facilities and services effective July 1, 2014.

on this agenda, excluding closed session items, are available for public review in the City Clerk’s Office,

18.2 CONTINUED PUBLIC HEARING - COUNCIL CONSIDERATION OF
PROPOSED CITY BUDGET FOR FISCAL YEAR (FY) 2014/15 AND
ADOPTION OF THE FY 2014/15 CITY BUDGET AND FY 2014/15
CAPITAL IMPROVEMENT BUDGET
BACKGROUND: At the budget public hearing, the City Council will
consider the City’s proposed fiscal year 2014/15 budget including the
proposed FY 2014/15 Operations and Maintenance Budget and
proposed FY 2014/15 Capital Improvement Program and will receive and
consider budget reports for the City’s operating departments, agencies
and offices, including proposals for new and increased fees.
Staff will present an overview of the City's proposed FY 2014/15
Operations and Maintenance budget, including individual department
budgets, and the FY 2014/15 Capital Improvement Program budget.
At study sessions on May 6, 2014, May 13, 2014 and May 21, 2014, staff
presented a budget overview, General Fund revenue and reserve
projections; department budgets including information such as program
descriptions; expenditures by program, category and fund; current year
accomplishments; additional needs included in the budget; unmet
additional needs discussions; and impacts initiatives and emerging
issues for the upcoming year. Additionally, the Capital Improvement
Program (CIP) was presented. Direction from Council was requested and
received by staff for inclusion in the proposed budget.
RECOMMENDATION: It is recommended by the City Manager and the
Finance Department, that the Council, by (3) resolutions, adopt the City’s
FY 2014/15 budget, including the FY 2014/15 Operations and
Maintenance Budget and FY 2014/15 Capital Improvement Program
Budget.
