CONSENT ITEMS 10.1 RESOLUTION - APPROVAL OF LEASE AGREEMENT FOR THE POLICE DEPARTMENT’S DOWNTOWN ENFORCEMENT TEAM OFFICE LOCATED AT 520 THIRD STREET, SANTA ROSA RECOMMENDATION: It is recommended by the Police Department that the Council adopt a resolution, approving a lease agreement between the City of Santa Rosa and Museum on the Square, LLC for a portion of the property located at 520 Third Street, Santa Rosa starting on March 1, 2015 at a monthly rate of $1,764.00 with a 3% annual increase from GL Key 170303, in substantially the same form as Exhibit A to the resolution, subject to approval as to form by the City Attorney . REPORT ITEMS 11.1 REPORT - APPROVAL OF PROPOSITION 40 AND PROPOSITION 84 STORM WATER GRANT AGREEMENT AND APPROPRIATION OF FUNDS FOR CITY HALL PLAZA DEMONSTRATION GARDEN AND LOW IMPACT DEVELOPMENT (LID) RETROFIT BACKGROUND: The City of Santa Rosa has been selected to receive Propositions 40 and 84 Storm Water Grant Program funding for a Low Impact Development (LID) storm water treatment and water-use efficiency project at City Hall plaza totaling $806,174. The project, "City Hall Plaza Demonstration Garden and LID Retrofit," will convert two of the large lawn and ivy landscape areas along Santa Rosa Avenue and First Street frontages to a low water-use demonstration garden with City of Santa Rosa Regular Meeting Agenda and Summary Report Page 4 of 6 CITY COUNCIL SEPTEMBER 23, 2014 vegetated swales, as well as retrofit the main parking lot to capture and treat storm water runoff. The aging irrigation system will be replaced with high-efficiency irrigation technology and a rainwater harvesting demonstration system will be installed. Additionally, this project will include a public gathering area for educational classes; signage and kiosks throughout the City Hall campus, as well as a web-based educational interface. The completed project will exemplify the type of regional appropriate landscape encouraged in Santa Rosa that is both beautiful and resilient to drought conditions, and also provides storm water quality benefits to protect local waterways. The additional 20% required match funds in the amount of $226,256 will be provided by Utilities Water Resources and Storm Water Enterprise funds. RECOMMENDATION: It is recommended by the Departments of Utilities and Recreation and Parks that the Council, by two resolutions: 1) approve the Proposition 40 and Proposition 84 Storm Water Grant Program Agreement between the State Water Resources Control Board and the City of Santa Rosa, attached as Exhibit A to the resolution; 2) authorize the Director of Utilities, or his designee, to execute the grant agreement, approve and execute any amendments thereto, and administer the grant, including but not limited to, invoicing, reporting, and the execution of applications, permits, and regulatory agreements related to the project; 3) authorize the Chief Financial Officer to appropriate grant funding in the amount of $806,174 to IFAS key 55706, “City Hall Plaza Demonstration Garden and LID Retrofit Project”; and 4) authorize the Chief Financial Officer to initiate the annual appropriation of funding in the amount of $11,000 from Fund 1100 to IFAS expenditure key 090303-5321, Parks and Landscape Maintenance - Other Outside Services,” and $4,300 from Fund 1100 to IFAS expenditure key 090303-5333, Parks and Landscape Maintenance - Water/Sewer Service Charges,” in Fiscal Year 2016-2017. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 6 CITY COUNCIL SEPTEMBER 23, 2014 Attachments Staff Report Attachment 1 Attachment 2 Resolution 1 Resolution 2 Exhibit Presentation PDF 12.
