REPORT ITEMS 11.1 REPORT - MAYOR’S OPEN GOVERNMENT TASK FORCE REPORT BACKGROUND: In January 2014, Mayor Bartley appointed an 11-member Open Government Task Force to evaluate the City’s current policies and procedures in order to provide recommendations to the City Council on how to improve openness and transparency in Santa Rosa. Vice Mayor Swinth and Council Member Carlstrom were appointed as the co-chairs of the Task Force. The Task Force met twice a month from April through November 2014. The Task Force formed two Subcommittees: A Policy Subcommittee and a Community Engagement Subcommittee that spent additional time researching and discussing recommendations that were presented to the full Task Force. The Task Force is submitting to the City Council a report containing its recommendations. RECOMMENDATION: It is recommended by the City Manager that the Council, by motion, accept the report of the Mayor’s Open Government Task Force and direct staff to provide information regarding implementation of the Task Force recommendations to the Council for consideration at Council’s Goal Setting session in February. COUNCIL REORGANIZATION 14.1 REPORT - DECLARING RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD ON TUESDAY, NOVEMBER 4, 2014 City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 7 CITY COUNCIL DECEMBER 2, 2014 BACKGROUND: Pursuant to City Charter Section 30 and the California Elections Code, the City Council called a General Municipal Election for Tuesday, November 4, 2014, for the purpose of (1) electing three members to the City Council, each for a full term of four years; and (2) submitting to the voters Measure N relating to the modernization of the City’s Utility Users Tax Ordinance. RECOMMENDATION: It is recommended by the City Clerk that the Council, by resolution, declare the results of the Consolidated General Municipal Election held on Tuesday, November 4, 2014, for (1) the election of Chris Coursey, John Sawyer, and Tom Schwedhelm to the City Council, each for a full term of four years; and (2) City of Santa Rosa Measure N, UUT Modernization and Fairness Measure.
