CONSENT ITEMS 12.1 MOTION - CONTRACT EXTENSION - LEAGUE SOFTBALL OFFICIALS RECOMMENDATION: It is recommended by the Finance and Recreation and Parks Departments, that the Council, by motion, approve the Fourth Amendment to General Services Agreement Number F000487 for a two-year extension for league softball officials, to Northern Coast Officials Association, Inc., Santa Rosa, California, in an amount not to exceed $110,000.00. The cumulative value of the contract is $244,708.00. Funds for these services are included in the Fiscal Year 2014-15 budget in the Recreation and Parks Department key number 390204-5320. Attachments Staff Report Attachment 13.2 REPORT - ROSELAND AREA PROJECTS - COMMUNITY ENGAGEMENT STRATEGY BACKGROUND: On October 29, 2014 the Assistant City Manager signed a Professional Services Agreement (PSA) with Pacific Municipal Consultants (PMC) for community engagement related to the Roseland Area Annexation project, and on December 2, 2014 the City Council authorized the Mayor to sign a PSA with PMC for preparation of the Roseland Area/Sebastopol Road Specific Plan and Environmental Impact Report. Since that time City staff and PMC have developed a Community Engagement Strategy for both the Annexation and Specific City of Santa Rosa Regular Meeting Agenda and Summary Report Page 10 of 13 CITY COUNCIL JANUARY 27, 2015 Plan projects, the purpose of which is to ensure that effective, diverse communication occurs through a community-wide outreach and engagement program. RECOMMENDATION: It is recommended by the Community Development Department that Council, by motion, accept the Community Engagement Strategy for the Roseland Area/Sebastopol Road Specific Plan and Roseland Area Annexation projects. City departments have analyzed and estimated the cost to provide services and infrastructure on par with the rest of the City, and the City’s fiscal consultant has developed revenue estimates. The purpose of this report item is to present draft costs and revenues estimates and begin public review. There is currently a backlog of 343 units in four projects awaiting local match subsidy in the estimated amount of $13.7 million dollars. One of these developments is 888 Fourth Street, an entitled 141 unit senior affordable housing development, integrated with health services. Rather than wait for local match resources to accumulate over time, the developer, Hugh Futrell, would like to have the City consider using the value of the project’s development impact fees as the local match. RECOMMENDATION: It is recommended by the Departments of Economic Development and Housing and Community Development that the Council receive the report and provide comment. This report will discuss the 2013-14 fiscal year end results. The projected FY 2013-14 results were used as a basis for developing the FY 2014-15 budget. PUBLIC HEARINGS 14.1 PUBLIC HEARING - FISCAL YEAR 2015-16 BUDGET PRIORITIES AND CITY COUNCIL GOALS (NOTE: THE MAYOR WILL REORDER THE AGENDA TO CONDUCT THIS PUBLIC HEARING AT 5:00 P.M. OR AS SOON THEREAFTER AS POSSIBLE.) BACKGROUND: The City Charter, Section 28(a), provides that the City Council hold a public hearing each year for the purpose of soliciting oral and written comments on budget priorities for the next fiscal year. City Charter Section 28(a) also provides that the City Council hold a public hearing prior to any annual goal setting meeting. The City Council goal setting meetings will be held on February 4th and 5th. This public hearing has been noticed and scheduled in order to receive public input and to comply with the requirements of the Charter. The budget year to be addressed at this hearing is the 2015-16 fiscal year. RECOMMENDATION: It is recommended by the Finance Department, that the City Council should consider written and oral comments presented at the public hearing as part of goal setting and future budget deliberations.
