CITY MANAGER’S/CITY ATTORNEY’S REPORTS 11.1 AUTHORIZATION TO PROVIDE QUARTERLY LITIGATION SETTLEMENT REPORTS The City Attorney seeks Council authorization to provide a quarterly report on the Council agenda identifying any settlement agreements entered into by the City with a settlement amount over $50,000 as recommended by the Open Government Task Force. 12. CONSENT ITEMS 12.1 MOTION - CONTRACT AWARD - POLICE INTERVIEW ROOM VIDEO/AUDIO EQUIPMENT AND EVIDENCE MANAGEMENT SOFTWARE City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 10 CITY COUNCIL FEBRUARY 10, 2015 RECOMMENDATION: It is recommended by the Finance and Police Departments that the Council, by motion, approve award of a five year contract for the installation of police interview room video/audio equipment, evidence management software and software maintenance, with one five year renewal option for software maintenance, to Kwan Software Engineering, Inc. dba Veripic, Inc., Santa Clara, CA in the amount of $257,832.60. Funding for the contract is provided in the Fiscal Year 2014/15 Technical Service Project Key Account 001100-5581-95905-00. Funding for this capital purchase is allocated in GL Key 300106 Public Works Equipment Replacement Purchases, object code 5584. Attachments Staff Report 12.3 MOTION - CONTRACT AWARD - MONTECITO BOULEVARD AND SAINT MARY DRIVE TRAFFIC SIGNAL RECOMMENDATION: It is recommended by Engineering Services that the Council, by motion, award Contract No. C01819, Montecito Blvd and St Mary Dr Traffic Signal, in the amount of $272,470.00 to the lowest responsive bidder, Mike Brown Electric Co. of Cotati, California, approve a 15% contract contingency, and authorize a total contract amount of $313,340.50. Funding for this project has been appropriated to Account No. 17528. The source of funds are Local Transportation Funds. No City General Fund money is included in this project. REPORT ITEMS 13.1 REPORT - AWARD OF COMMUNITY ADVISORY BOARD 2014/15 COMMUNITY IMPROVEMENT GRANTS BACKGROUND: The Community Improvement Grant (CIG) Program was designed to support community building, improve neighborhoods, and strengthen relationships among residents. Grant funds can be used for public improvements, community events and practices, or may include elements of both. The grant criteria states that all projects should be inclusive, accessible, and focus on broad community support. The intention of this program is to provide grants (up to $1000) for projects that can be completed within a twelve-month period. Applications are reviewed and evaluated by Community Advisory Board, and recommendations made to City Council for approval. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 10 CITY COUNCIL FEBRUARY 10, 2015 RECOMMENDATION: It is recommended by the City Manager’s Office that City Council, by resolution, approve the Community Advisory Board’s recommendations on the Community Improvement Grants and award $22,945 in grant monies to 24 applicants and authorize the City Manager or his designee to execute the grant agreements with the recommended applicants. The purpose of the right-of-way vacation is to accommodate a new County vehicle fleet storage facility with vehicle maintenance, and related offices. RECOMMENDATION: It is recommended by the Community Development Department that Council, by Resolution of Intention, consider vacating approximately 30,000 square feet of right-of-way in the vicinity of 665 Russell Avenue and extending approximately 500 feet east of Highway 101. PUBLIC HEARINGS 14.1 PUBLIC HEARING - SMOKING REGULATIONS UPDATE (THIS PUBLIC HEARING IS BEING CONTINUED TO THE MARCH 31, 2015, REGULAR MEETING) BACKGROUND: In 2013, the Council established goals and strategic objectives for 2013 to 2015. Council Goal 6 states that the Council will “commit to making Santa Rosa a healthy community where people feel safe to live, work, and play.” Strategic Objective #2 is to expand the City’s smoking ordinance. On August 26, 2014, the Council initiated the update to the City’s smoking regulations. Based on Council direction and input from stakeholders, a draft smoking ordinance and draft revisions to the Zoning Code were prepared. On December 16, 2014, the Council held a study session to review the proposal. A public hearing on the two ordinances was scheduled for February 10, 2015. This Public Hearing is being continued to the March 31, 2015, Regular Meeting to allow staff time to return with additional information. RECOMMENDATION: It is recommended by the Department of Community Development that the Council, by motion, continue this item to the March 31, 2015, Regular Meeting, to allow staff time to resolve additional technical issues and return with additional information. 15.
