CONSENT ITEMS 10.1 MOTION - BID AWARD - 2015 FORD ALL WHEEL DRIVE POLICE INTERCEPTOR SUV UTILITY VEHICLES RECOMMENDATION: It is recommended by the Finance and Transportation and Public Works Departments that the Council, by motion, approve bid award and issuance of a purchase order for eight 2015 Ford Explorer SUV’s to Towne Ford Sales, Redwood City, California, in the total amount of $261,940.00. Funding for this capital purchase is allocated in GL Key 300106 Public Works Equipment Replacement Purchases, object code 5584. Attachments Staff Report 10.2 RESOLUTION - RESOLUTION OF SUPPORT FOR CYCLE 4 LIFELINE TRANSPORTATION PROGRAM FUNDING APPLICATIONS FOR PROPOSITION 1B FUNDS, JOB ACCESS REVERSE COMMUTE (JARC) FUNDS, AND STATE TRANSIT ASSISTANCE (STA) FUNDS RECOMMENDATION: It is recommended by the Transportation and Public Works Department, that Council by resolution, authorize the Director of the Transportation and Public Works or designee to file applications with the SCTA for $671,975 in Prop 1B funds for the partial payment of up to five 40-foot clean diesel buses, $162,506 in JARC funds for the partial payment of up to five 40-foot clean diesel buses, and $800,881 in STA funds also for the continued service of Lifeline routes; and authorize the Director of Transportation and Public Works, or designee, to execute any actions necessary for this application and the acceptance of these funds, subject to approval by the City Attorney. REPORT ITEMS 12.1 REPORT - OPEN GOVERNMENT TASK FORCE REPORT RECOMMENDATIONS BACKGROUND: In January 2014, former Mayor Bartley appointed an 11-member Open Government Task Force to evaluate the City’s current policies and procedures in order to provide recommendations to the City Council on how to improve openness and transparency in Santa Rosa. The Open Government Task Force, led by former Vice Mayor Swinth and Council Member Carlstrom, met semi-monthly between April and November 2014. On December 2, 2014, the City Council received and accepted the Open Government Task Force Report. RECOMMENDATION: It is recommended by the City Manager that the Council, by motion, provide direction to staff regarding implementation of the Open Government Task Force Report recommendations. Attachments Staff Report Attachment Presentation Revised PDF (Uploaded 3/10/2015) 12.2 REPORT - FISCAL YEAR 2014-15 BUDGET AMENDMENT BACKGROUND: As we progress through the fiscal year, it is prudent for the City to review revenues and expenditures and to amend the FY 2014-15 budget as necessary to reflect changes in revenue, expenditures and staffing needs that have been identified since approval of the FY 2014-15 budget in June 2014. On January 27, 2015, staff presented a report that discussed the 2013-14 fiscal year end results and the current progress on meeting the projected revenues and expenditures for FY 2014-15. At that time, staff relayed to Council that staff would return with recommendations for Council’s consideration regarding amending the adopted FY 2014-15 budget and number of authorized positions based on identified variances to reflect the City’s evolving economic condition and operational needs. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 8 CITY COUNCIL MARCH 10, 2015 RECOMMENDATION: It is recommended by the City Manager and the Finance Department that the Council, by resolution, approve the amendments to the FY 2014-15 budget and the FY 2014-15 number of proposed authorized positions.
