No action may be taken. 4.1 RINCON VALLEY FIRE PROTECTION DISTRICT CONTRACT FOR SERVICES The purpose of this study session is to provide City Council with an update on the status of the Contract for Service between the City of Santa Rosa Fire Department (City) and Rincon Valley Fire Protection District (RVFPD). In April 2014, RVFPD sent a letter of inquiry to the City to consider providing fire protection services to the district through a contractual relationship. CONSENT ITEMS 12.1 MOTION - CONTRACT EXTENSION - WEED AND RUBBISH ABATEMENT SERVICES RECOMMENDATION: It is recommended by the Finance and Fire Departments that the Council, by motion, approve the Fourth Amendment to General Services Agreement F000096 for a one-year extension for weed and rubbish abatement services, with no increase in fees, to Kenneth Ray Tamplen, Pleasant Hill, California, in the amount of $120,000. The cumulative value of the contract is $590,000. The cumulative value of the contract is $911,561.87. Funds for this expenditure will be allocated in the Fiscal Year 2015-16 budget of various department charge keys. REPORT ITEMS 14.1 REPORT - ROSELAND AREA PROJECTS - STEERING COMMITTEE MEMBER LIST BACKGROUND: On January 27, 2015 the Council accepted the Community Engagement Strategy for the Roseland Area/Sebastopol Road Specific Plan and Roseland Area Annexation projects. Since that time, City staff and the project consultant have developed an initial list of Steering Committee members who will lead the community’s participation in both projects. Additional members will be added as needed throughout the process. Council Policy 000-06 outlines specific requirements for appointments to City committees, however, the strict application is not appropriate for the development of this unique committee. RECOMMENDATION: It is recommended by the Community Development Department that the Council, by motion, waive Council Policy 000-06 regarding appointments to Boards / Commissions / Committees and confirm the initial Steering Committee member list for the Roseland Area/Sebastopol Road Specific Plan and Roseland Area Annexation projects, allowing for the addition of new members as needed throughout the process. The Metropolitan Transportation Commission awarded federal Surface Transportation Program funds to the City to support this effort, and the City Council award a contract to Nelson\Nygaard Consulting Associates on October 7, 2014 to provide specialized analysis and planning support. Work has begun on the COA and long-range plan, now known as Reimagining CityBus, and Transit Division staff have developed a Public Involvement Plan to guide community outreach and engagement during the planning process. RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by motion, accept the report and the Public Involvement Plan for the Reimagining CityBus project. Attachments Staff Report Attachment Presentation PDF 14.3 REPORT - VOTE ON ASSESSMENT PROPOSED BY THE MARIN/SONOMA MOSQUITO AND VECTOR CONTROL DISTRICT BACKGROUND: The Marin/Sonoma Mosquito and Vector Control District (District) was established in 1915 as a special district, the first mosquito abatement special district in California. The District covers approximately 2,300 square miles and includes all of Marin and Sonoma Counties. The District is governed by a Board of Trustees: two appointed by each of the County Board of Supervisors and one appointed by each of the twenty cities located within the District. William Pitcher is Santa Rosa’s representative on the Board of Trustees. The District is currently funded by a portion of Marin and Sonoma Counties' ad valorem property taxes and two benefit assessments. The District also maintains service contracts with some large landowners and/or water dischargers, and solicits grants for research and interagency habitat management projects. On February 11, 2015, the District’s Board of Trustees adopted a resolution to initiate proceedings to levy an additional assessment on real City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 9 CITY COUNCIL APRIL 7, 2015 property within the district for maintenance and enhancement of existing baseline level of services. Future services could potentially include intensifying the surveillance, disease prevention, abatement, and control of mosquitoes for properties within the Assessment Area. Property owners in Marin and Sonoma Counties were mailed ballots to vote on the proposed additional annual assessment. The City received 43 ballots for 599 City-owned parcels included in the assessment. If the assessment passes, the City of Santa Rosa’s total assessment for FY 2015-16 will be $2,923.56. The City’s ballots must be marked, signed, and returned to the District by April 15, 2015. RECOMMENDATION: It is recommended by the City Attorney and the City Clerk that the Council discuss the proposed assessment and vote to authorize the Mayor to cast the City's vote for or against the proposed assessment on the mail ballots as it applies to City-owned properties.
