REPORT ITEMS 13.1 REPORT - RESOLUTION OF SUPPORT FOR SONOMA COUNTY 2015 TRANSACTIONS AND USE TAX MEASURE - MEASURE A BACKGROUND: The County of Sonoma has placed a measure on the June 2, 2015, ballot entitled “Sonoma County 2015 Transactions and Sales Tax Measure” known as Measure A. The proposed tax although a general tax is being proposed by the County to be allocated amongst the nine cities and the unincorporated county areas to repair and maintain local roads. The County has requested that the City adopt a formal resolution of support. The Mayor created a subcommittee composed of Mayor John Sawyer, Council Member Wysocky and Council Member Carlstrom who have had additional discussion with County representatives regarding the proposed measure. RECOMMENDATION: It is a matter for the Council’s discretion whether, City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 10 CITY COUNCIL APRIL 14, 2015 by resolution, to support Measure A, the “Sonoma County 2015 Transactions and Use Tax Measure." Attachments Staff Report Attachment 1 Attachment 2 Attachment 3 Attachment 4 Resolution Presentation - PDF (uploaded 4/13/2015) 13.2 REPORT - APPROVAL OF THE ESTABLISHMENT OF A NEW BARGAINING UNIT 13 - FLEET MAINTENANCE, REPRESENTED BY THE OPERATING ENGINEERS, LOCAL 3 BACKGROUND: On November 25, 2014, Operating Engineers Local 3 submitted a petition for unit modification to the City of Santa Rosa identifying that Equipment Service Writers, Equipment Mechanics I and II, and Equipment Service Workers desire their own bargaining unit. The Human Resources Department has reviewed the petition and determined that it is valid and exceeded the numerical majority (50% + 1) of the impacted employees required to achieve recognition. Following the submission of the petition all procedures outlined in the Employer Employee Relations Ordinance and City Code Chapter 2-36 Employer-Employee Relations were followed. RECOMMENDATION: It is recommended by the Human Resources Department and the City Manager that the Council, by resolution, allow the unit modification and create a new Bargaining Unit 13 - Fleet Maintenance with Operating Engineers, Local 3 as the exclusive representative effective July 1, 2016. Attachments Staff Report Resolution Presentation PDF 13.3 REPORT - APPROVAL OF THE PRELIMINARY 2015/16 SUBREGIONAL SYSTEM OPERATING AND MAINTENANCE, CAPITAL IMPOVEMENT AND DEBT SERVICE BUDGET AND ALLOCATION OF City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 10 CITY COUNCIL APRIL 14, 2015 COSTS BACKGROUND: The Subregional System, managed by the City of Santa Rosa per the Subregional Agreement, is a state-of-the-art wastewater treatment facility serving five member agencies (Santa Rosa, Rohnert Park, Sebastopol, Cotati, and the Sonoma County South Park Sanitation District). The Subregional Agreement requires that the City annually prepare a Preliminary Operating and Debt Service Budget and Allocation of Costs for the Subregional Wastewater System and notify the user agencies of these costs by May 1st of each year. The Agreement further requires that the proposed budget and allocation of costs be reviewed by the Subregional Technical Advisory Committee (TAC), the Board of Public Utilities (BPU) and the Council of the City of Santa Rosa prior to noticing the partners of operating and debt service costs due. Each partner pays operating costs based on the prior year’s flow into the plant and pays debt service costs based on their capacity as allocated in the Subregional Agreement as amended at the time the debt service was issued. The Subregional Operating and Maintenance budget request is $30,151,755, up $1,654,177 or 5.8% from 2014/15. The Subregional cash-funded Capital Improvement Program is $2,124,174, which reflects the planned gradual increase in cash funding for the Subregional CIP. The request is up $609,174 or 29% from 2014/15. The Subregional system expects revenues of $2,595,832 and the remainder will be billed to the user agencies. The proposed Subregional budget recommendation was reviewed and recommended by motion by the Subregional TAC at a special meeting on April 2nd and was reviewed and recommended to Council by resolution by the BPU at their regular meeting on April 2nd. The City Council will have an opportunity to further review this budget request at the planned City-wide budget study session May 14th. Any changes will be incorporated into the final 2015/16 budget. RECOMMENDATION: It is recommended by Santa Rosa Water staff, the Subregional Technical Advisory Committee and the Board of Public Utilities that the Council, by resolution, approve the Preliminary 2015/16 Subregional System Operating and Maintenance, Capital Improvement, and Debt Service Budget and Allocation of Costs for the purpose of City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 10 CITY COUNCIL APRIL 14, 2015 notifying the participating Subregional user agencies of their allocation of such costs for 2015/16. PUBLIC HEARINGS Public Hearing matters will begin no earlier than 5:00 p.m. or as soon thereafter as the matters are reached on the agenda. **14.1 PUBLIC HEARING - RIDGELINE EXHIBIT MODIFICATION NEGATIVE DECLARATION AND GENERAL PLAN AMENDMENT APPEAL BACKGROUND: On February 26, 2015, the Planning Commission voted 5-1-1 (Commissioner Groninga voting NO and Commissioner Duggan absent) to adopt a resolution denying a General Plan Amendment to remove a designated Ridgeline from General Plan Exhibit 7-3 located at 300 to 440 Elnoka Lane. The Planning Commission did not take any action on the Negative Declaration. On March 9, 2015, the applicant, Oakmont Senior Living, filed an appeal requesting that the Council overturn the decision of the Planning Commission and adopt a Negative Declaration and General Plan Amendment.
