No action may be taken. 3.1 COUNCIL GOAL 1.7: REVIEW OF LOCAL PURCHASE PREFERENCE Council has expressed an interest in Goal 1.7 to review the local bidding preference that applies to the purchase of goods and non-professional services procured under City Code Chapter 3-08, Purchasing Policy. The preference does not apply to construction contracts awarded under City Code Chapter 3-44, Public Works Contract Policy, or to professional services awarded under City Council Policy 600-01, Selection of Professional Services. The current 1% local preference was adopted in 1993 to promote local business activity which may result in increased local jobs and increased sales tax revenue. Staff will present legal, financial and practical considerations related to offering additional preferences when purchasing goods and non-professional services and provide an opportunity for the City Council to ask questions about the local preference ordinance and provide direction to staff. CONSENT ITEMS 11.1 MOTION - COOPERATIVE PURCHASE - FIRESIM 6 SERIES DRIVER TRAINING SIMULATOR RECOMMENDATION: It is recommended by the Finance and Fire Departments that the Council, by motion, approve the cooperative purchase and award of a purchase order for two FireSim 6 Driver Training Simulators to L-3 D.P. Associates of Salt Lake City, Utah, in the total amount of $308,418.75. Funds for this procurement have been budgeted in fiscal year 2014-15 from Project Account 05091 (AFG-Sim & FF Safety Grant-FEMA), Object Code 5581. Funds for this operational expense have been allocated in the FY 2014-15 budget of various departments, and will be allocated in subsequent fiscal year budgets when approved by Council. REPORT ITEMS City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 9 CITY COUNCIL APRIL 21, 2015 13.1 REPORT - 2015-2017 COUNCIL GOALS WORKPLAN BACKGROUND: At previous Council goal setting workshops, Council Members directed staff to work on strategic objectives and performance measures which were captured in a document, referred to as the Council Goals Scorecard. The Scorecard has been revised to a new format and is now called a Workplan. On February 4th and 5th the Council met for a facilitated team building and a goal setting workshop. Council had agreed to maintain the current Council Goals and add new priorities during this workshop. Council had the opportunity to review all current Council priorities and those that staff had identified as priorities that had been assigned throughout the year. RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by motion, accept the new 2015-2017 Council Goals Workplan. Attachments Staff Report Attachment 1 Attachment 2 Presentation PDF 13.2 REPORT - PROPOSITION 84 GRANT FUNDING AGREEMENT WITH THE STATE WATER RESOURCES CONTROL BOARD (SWRCB) FOR CONSTRUCTION OF WATER SYSTEM INFRASTRUCTURE TO CONNECT FOUR CONTAMINATED PRIVATE WATER SYSTEMS TO CITY WATER BACKGROUND: The California Department of Public Health (DPH) Drinking Water Program staff requested that the City submit a proposal for grant funds available to provide safe drinking water to small contaminated private water systems. The City received an initial grant to prepare plans and specifications for the connection of four properties, three mobile home parks and one apartment complex, currently served by contaminated private wells to the City's water system. The design work was successfully completed, and DPH encouraged the City to apply for a second grant to fund the construction of infrastructure to connect these four properties to the City's water system. Per the proposed grant funding agreement, the City has been awarded a grant for $3,574,332 for City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 9 CITY COUNCIL APRIL 21, 2015 the construction of water system infrastructure and the payment of demand fees associated with the connection of four properties to City water. RECOMMENDATION: It is recommended by the Board of Public Utilities and Santa Rosa Water that Council, by resolution, 1) approve an agreement with the State Water Resources Control Board for funding under the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84); 2) authorize the Director of Santa Rosa Water (also known as the Director of Utilities as designated in the proposed funding agreement), or his designee, to execute the funding agreement and related documents, approve claims and reimbursements, execute the budget and expenditure summary and certify that the project is complete and ready for final inspection; and 3) authorize the Chief Financial Officer to appropriate Proposition 84 grant funding from the State in the amount of $3,574,332 to IFAS Key 17487 - "Water Connections for Four Small Water Systems." RECOMMENDATION: It is recommended by the Planning Commission and the Community Development Department that Council introduce an ordinance rezoning 715 Kawana Springs Road from the CG District to the R-1-6 District.
