(MAYOR'S CONFERENCE ROOM) PUBLIC COMMENTS: Except for public hearing items, comments from the public will be allowed on all agenda items at the time each item is called. Comments on public hearing items may be made when the hearing is opened. Comments from the public on non-agenda items will be heard under Agenda Items 12 and 16. This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council. The first public comment period on non-agenda items (Agenda Item 12) will begin no earlier than 5:30 p.m. and will be limited to ten speakers selected randomly by the Mayor. Each speaker will be allowed three minutes. Speakers who do not have an opportunity to speak during this time will be allowed to make public comment under Agenda Item 16. To address the Council you are requested to complete a yellow Speaker Card and give it to the City Clerk. CONSENT ITEMS 11.1 MOTION - BID AWARD - LED STREET LIGHT EQUIPMENT RECOMMENDATION: It is recommended by the Finance and Transportation and Public Works Departments that the Council, by motion, approve bid award of IFB 15-31 and issuance of a purchase order for LED Street light equipment, to JAM Services Inc., Livermore, California, in the amount not to exceed of $537,350.34. Funds for this procurement have been included in the approved fiscal year 2015-16 Public Works Department budget. Attachments Staff Report Presentation City of Santa Rosa Regular Meeting Agenda and Summary Report Page 4 of 7 City Council JULY 14, 2015 11.2 RESOLUTION - THIRD AMENDMENT TO PROFESSIONAL SERVICE AGREEMENT NUMBER F000729 WITH ADVANCEMENT PROJECT FOR THE COMMUNITY SAFETY SCORECARD RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by resolution, approve the Third Amendment to Professional Service Agreement Number F000729 with Advancement Project to extend the term of the contract to November 30, 2015; to increase the amount of the contract by $9,975 for a total amount of $109,900, to be paid from JL00629-5320-CalGRIP Grant Program; and authorize the City Manager or his designee to execute the amendment. Attachments Staff Report Attachment A Resolution Exhibit A Presentation 11.3 RESOLUTION - HYATT VINEYARD CREEK RECONVEYANCE OF DEEDS OF TRUST - 170 RAILROAD STREET RECOMMENDATION: It is recommended by the Department of Economic Development and Housing that the Council, by resolution, authorize the Mayor to reconvey the City Loans Deed of Trust and the Funding Agreement Deed of Trust recorded against the Hyatt Vineyard Creek property to facilitate the sale of the property. PUBLIC HEARINGS Public Hearing matters will begin no earlier than 5:00 p.m. or as soon thereafter as the matters are reached on the agenda. 14.1 PUBLIC HEARING - BAY VILLAGE HOMES REZONING AND SUMMARY RIGHT-OF-WAY VACATION, ASSESSOR’S PARCEL NOS. 036-790-032 THROUGH 036-790-052 - FILE NO. MNP14-001 BACKGROUND: Approval of a Rezoning for the Bay Village Homes 12-lot residential subdivision which will result in the modification of the existing Policy Statement and adoption of the Development Plan. The Rezoning is necessary to develop the subject site. The Council will also consider a Summary Vacation of 10-feet of Right-Of-Way. The project also involves a Mitigated Negative Declaration and Tentative Map, which were approved by the Planning Commission, and a Design Review that will be scheduled before the Design Review Board in the near future. RECOMMENDATION: It is recommended by the Planning Commission and the Community Development Department that the Council, introduce an ordinance to approve revisions to the Planned Development Policy Statement (PD04-002) and adopt the Development Plan for the Bay Village Homes Subdivision and, by resolution, approve a Summary Vacation of Right-of-Way.
