(CITY COUNCIL CHAMBER) PUBLIC COMMENTS: Except for public hearing items, comments from the public will be allowed on all agenda items at the time each item is called. Comments on public hearing items may be made when the hearing is opened. Comments from the public on non-agenda items will be heard under Agenda Items 12 and 16. This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council. The first public comment period on non-agenda items (Agenda Item 12) will begin no earlier than 5:30 p.m. and will be limited to ten speakers selected randomly by the Mayor. Each speaker will be allowed three minutes. Speakers who do not have an opportunity to speak during this time will be allowed to make public comment under Agenda Item 16. To address the Council you are requested to complete a yellow Speaker Card and give it to the City Clerk. If you are unable to or do not wish to wait for the public comment portion of the agenda, you are encouraged to contact the Council or City Clerk directly by submitting your comments to 100 Santa Rosa Avenue, Room 10, Santa Rosa 95404 or cityclerk@srcity.org. 1. CONSENT ITEMS 11.1 RESOLUTION - COOPERATIVE AGREEMENT WITH THE SONOMA COUNTY TRANSPORTATION AUTHORITY FOR FULTON ROAD IMPROVEMENTS RECOMMENDATION: It is recommended by the Transportation and Public Works Department that Council, by resolution, approve Cooperative Agreement M30406 between the Sonoma County Transportation Authority and the City of Santa Rosa authorizing the development of transportation improvements on Fulton Road. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 4 of 7 City Council JULY 21, 2015 Attachments Staff Report Attachment - Agreement Resolution Exhibit Presentation 11.2 ORDINANCE ADOPTION - ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING REVISIONS TO THE PLANNED DEVELOPMENT POLICY STATEMENT (PD04-002) AND ADOPTS THE DEVELOPMENT PLAN FOR THE BAY VILLAGE HOMES SUBDIVISION RECOMMENDATION: This ordinance, introduced at the July 14, 2015, Regular Meeting, by a unanimous vote, approves revisions to the Planned Development Policy Statement (PD04-002) and adopts the Development Plan for the Bay Village Homes Subdivision. REPORT ITEMS 13.1 REPORT - CONTRACT AWARD; SUBCONTRACTOR SUBSTITUTION - BAYER NEIGHBORHOOD PARK & GARDENS NEW CONSTRUCTION BACKGROUND: The land for Bayer Park, located at 1550 and 1632 West Avenue, was acquired in 2007. This park is identified in the City of Santa Rosa 2035 General Plan. Conceptual design work and comprehensive community meetings began in 2009. The park master City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 7 City Council JULY 21, 2015 plan was adopted by City Council on April 5, 2011 and the Mitigated Negative Declaration was approved with Resolution No. 27864. The park master plan was amended by City Council on October 8, 2013 to reflect a reduction in buildings that were not eligible for grant funding and beyond the level of available budget resources. The project was advertised on June 5, 2015, and bids were received on June 24, 2015. A total of three (3) bids were received, ranging from $4,838,500.00 to $5,857,400.00. The low bid was 2% above the consultant’s estimate. Diede Construction Inc. notified the City of a clerical error in listing one of its subcontractors and requests Council consent to a substitution. Construction is anticipated to begin in August 2015. RECOMMENDATION: It is recommended by the Department of Recreation & Parks and the Department of Transportation and Public Works that the Council, by resolution, 1) award construction Contract No. C00758 Bayer Neighborhood Park and Gardens in the total amount of $4,838,500.00 to the lowest responsible bidder, Diede Construction of Lodi, CA, and establish a total contract amount of $5,322,350.00 (the original contract amount plus a 10% contingency); and 2) approve a subcontractor substitution request by the prime contractor Diede Construction, substituting subcontractor Flex Ground Inc., of Roseville, California for Blanchard Construction of Granite Bay, California. Attachments Staff Report Attachment 1 Attachment 2 Attachment 3 Attachment 4 Attachment 5 Resolution Presentation 13.2 REPORT - COUNCIL GOALS WORKPLAN UPDATE BACKGROUND: The Council Workplan includes a compilation of goals established by the Council at their goal setting workshop on February 4, 2015, and the June 30, 2015 City Council meeting. While estimated City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 7 City Council JULY 21, 2015 completion dates have been included in the Workplan, Council input is required to establish priorities for the completion of projects for Fiscal Year 2015-16. RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by motion, establish and approve the priorities on the Council Goals Workplan for Fiscal Year 2015-16.
