(CITY COUNCIL CHAMBER) PUBLIC COMMENTS: Except for public hearing items, comments from the public will be allowed on all agenda items at the time each item is called. Comments on public hearing items may be made when the hearing is opened. Comments from the public on non-agenda items will be heard under Agenda Items 12 and 16. This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council. The first public comment period on non-agenda items (Agenda Item 12) will begin no earlier than 5:30 p.m. and will be limited to ten speakers selected randomly by the Mayor. Each speaker will be allowed three minutes. Speakers who do not have an opportunity to speak during this time will be allowed to make public comment under Agenda Item 16. To address the Council you are requested to complete a yellow Speaker Card and give it to the City Clerk. STAFF BRIEFINGS This time is reserved for City staff to provide a five-minute briefing to the Council on departmental issues of interest. No action will be taken on these matters except to possibly place a particular item on a future agenda for Council consideration. 6.1 7th ANNUAL GANG PREVENTION AWARENESS WEEK Staff will provide an update about the 7th Annual Gang Prevention Awareness Week to be held September 18-26, 2015. The week consists of a variety of community events showcasing the efforts of the Santa Rosa Violence Prevention Partnership, including an Art Show, Talent Show and Family Festival at Jacob’s Park, Boxing Exhibition, Gang Prevention Seminar, and the South Park Day & Night Festival. CONSENT ITEMS 11.1 MOTION - CONTRACT EXTENSION - AGGREGATE PRODUCTS AND SERVICES RECOMMENDATION: It is recommended by the Finance Department that the Council, by motion, approve the First Amendment to General Services Agreement Number F000824, the first of four optional contract extensions, with no increase in unit pricing, for the purchase of aggregate supplies to Canyon Rock Co., Inc., dba River Ready Mix, Forestville, California, in the amount not to exceed $71,684, for a cumulative value City of Santa Rosa Regular Meeting Agenda and Summary Report Page 4 of 8 City Council AUGUST 4, 2015 not to exceed $143,368. Funds for this procurement have been included in the approved Fiscal Year 2015-16 budget in various accounts. Attachments Staff Report Attachment - Agreement Resolution Exhibit Presentation 11.3 ORDINANCE INTRODUCTION - SMOKING REGULATIONS UPDATE - OUTDOOR SERVICE AREAS RECOMMENDATION: It is recommended by the Community Development Department that the Council introduce an ordinance amending Section 9-20.050 (Prohibition of smoking in unenclosed nonresidential places) to correct an omission in the smoking ordinance adopted on June 30 and prohibit smoking in outdoor service areas. REPORT ITEMS 13.1 REPORT - REIMAGINING CITYBUS SERVICE DESIGN GUIDELINES BACKGROUND: Reimagining CityBus is a comprehensive operational analysis of the CityBus fixed-route transit system that was initiated in January 2015. The goal of the Reimagining CityBus project is to create a blueprint for the build-out of the “ideal” transit system for Santa Rosa that 1) reflects current and future travel patterns, needs, and priorities; 2) more closely links transit planning with land use planning; and 3) improves the efficiency, effectiveness, and overall operation of the bus system. Phase I of the project included a market analysis and individual route analysis to provide data to guide and inform the planning process, including updated information on demographics, land use, travel patterns, and current transit system performance. It also included a multi-faceted public outreach effort of stakeholder interviews, a survey about priorities and trade-offs, planning workshops, solicitation of comments, outreach to the community at large, outreach to CityBus riders, outreach to CityBus bus operators and customer service staff, and staff from other transit operators serving the City of Santa Rosa. The proposed Service Design Guidelines include a proposed Route Typology to guide transit service planning, development of service scenarios that illustrate alternatives for service allocation and include true productivity-oriented transit service, Principles of Service Design to guide service planning for the redesign of the CityBus system, and developing the concept of transit-emphasis corridors in collaboration with other City staff. RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by motion, approve the City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 8 City Council AUGUST 4, 2015 proposed Service Design Guidelines for use in transit service planning for the Reimagining CityBus project, including the proposed Route Types, inclusion of productivity-oriented services within service scenarios, the proposed Principles of Service Design, and further development of the Transit Emphasis Corridors concept. PUBLIC HEARINGS Public Hearing matters will begin no earlier than 5:00 p.m. or as soon thereafter as the matters are reached on the agenda. 14.1 PUBLIC HEARING - ANNUAL WEED ABATEMENT PROGRAM REPORT BACKGROUND: Santa Rosa City Code Section Chapter 9.08 requires a public hearing to hear objections to the cost of weeds and/or rubbish abatement. The City Council grants or overrules such protests. The City Council, by resolution, may confirm the itemized report of the costs of abatement. The City Council authorizes the Santa Rosa Fire Department, County Auditor and Tax Collector to enact a special assessment as a lien upon respective parcels subject to the weed and rubbish abatement program. RECOMMENDATION: It is recommended by the Fire Department that the Council, by resolution, ratify and confirm the itemized report of the cost of weed and rubbish abatement as provided for in Sections 9-08.020, 9-08-080, and 9-08.090 of the Santa Rosa City Code.
